1.     Call to order.

3.     Background information to assist in understanding the main purpose of this meeting.

A.    Illinois Environmental Protection Agency State Revolving Funds (SRF) Funding Nomination Form for Water Pollution Control Loan Program (previously approved and submitted March 27, 2026).

B.    Project Description: Wastewater treatment plant sand filter media replacement, aeration lagoon sludge removal and land application, CIPP sewer rehabilitation and lift station pump replacement.

C.   Reason/Purpose/Justification for Project: Wastewater treatment plant sand filer media is past its useful life and needs replaced. The primary and secondary lagoons are +45% full of sludge and need dredging. Various areas of sanitary sewer throughout the Village have been televised and are in need of CIPP rehabilitation. Two main lift station submersible pumps and emergency backup pumps are past expected useful life and are in need of replacement.

4.     Consideration of Wastewater Treatment Plant Improvements Project Planning Study proposal as the next steps to participate in the IEPA Water Pollution Control Loan Program.

Special Notes:

·        If we choose to move forward with the Planning Study, it is not if we receive the loan, but when it will occur.

·        The IEPA acceptance letter mentioned in the cover letter will acknowledge acceptance and assign a loan number.

·        The engineering fees of $28,600 are reimbursable once the loan has been issued. This will be billed when the Planning Study is completed.

·        The loan for the projects outlined will not be issued until 2027, at the earliest.
