     THE REGULAR MONTHLY MEETING OF THE VILLAGE BOARD OF COLFAX WAS CALLED TO ORDER ON TUESDAY EVENING, SEPTEMBER 8, 2015 AT 7:00 P.M. BY MAYOR RICARDO ONKEN.


     TRUSTEES PRESENT WERE:


          RICK VANCE - AYE; DAVID RATHKE - AYE; JASON PIERCE - AYE; LONNIE MEINER - AYE;


          KELLY GRADERT - AYE;  TRUSTEE CAROL STEPHENSON WAS ABSENT.


     ALSO PRESENT WERE PUBLIC WORKS BRIAN HEREFORD; POLICE CHIEF MICHAEL SCOTT; VILLAGE TREASURER LINDA HANSON.


      TRUSTEE DAVID RATHKE MADE A MOTION TO DISPENSE WITH THE READING OF THE MINUTES AND APPROVE AS PRESENTED.  TRUSTEE RICK VANCE SECONDED THE MOTION.  VOTE:  RICK VANCE - AYE; DAVID RATHKE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - ABSENT; LONNIE MEINER - AYE; KELLY GRADERT -AYE; MOTION CARRIED.


     VILLAGE TREASURER LINDA HANSON GAVE THE TREASURER'S REPORT FOR THE MONTH OF AUGUST, 2015.


     BEGINNING BALANCE AS OF 08/01/2015            $325,880.31                                                    ENDING BALANCE AS OF 08/31/2015                 $330,620.85                                                          INCREASE IN INCOME FOR AUGUST, 2015   $    4,740.34


     TRUSTEE RICK VANCE MADE A MOTION TO PAY THE BILLS AS PRESENTED.  TRUSTEE KELLY GRADERT SECONDED THE MOTION.  VOTE:  RICK VANCE - AYE; DAVID RATHKE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - ABSENT; LONNIE MEINER - AYE; KELLY GRADERT - AYE; MOTION CARRIED.


     TRUSTEE JASON PIERCE, CHAIRMAN OF THE FINANCE AND AUDIT COMMITTEE, HAD NOTHING TO REPORT AT THIS TIME.


     TRUSTEE DAVID RATHKE, CHAIRMAN OF THE POLICE AND LIQUOR COMMITTEE,  REPORTED THE ACTIVITY REPORT FOR THE MONTH OF AUGUST, 2015 IS IN YOUR FOLDERS.


     TRUSTEE DAVID RATHKE REPORTED THAT THERE ARE SOME ISSUES WITH THE PART TIME POLICE OFFICERS.


     POLICE CHIEF MICHAEL SCOTT REPORTED ON SOME ISSUES WITH THE PART-TIME OFFICERS.  PART TIME POLICE OFFICER JOSH SAATHOFF WILL BE STAYING ON AS A FILL-IN ONLY BUT WANTS OFF OF THE SHEDULE.  JOSH RECENTLY MOVED TO ATLANTA, ILLINOIS.


     PART TIME POLICE OFFICER DAMON GETTY WILL BE OFF AGAIN.


     WHEN KELLY GORDON GETS DONE WITH SCHOOL IN FEBRUARY, 2016 HE WILL BE ABLE TO PICKUP A LOT OF THE TIMES SINCE HE IS AVAILABLE WHENEVER WE NEED HIM.  MIKE REPORTED HE HAS HAD TWO GUYS APPLY RECENTLY BUT LIKE KELLY THEY HAVE NO PRIOR POLICE TRAINING AT ALL.  WE WOULDN'T EVEN BE ABLE TO PUT THEM IN TRAINING UNTIL NEXT SPRING SO THAT WOULDN'T BE ANY HELP UNTIL LATE 2016.  MIKE STATED I CONTINUE TO LOOK FOR CERTIFIED OFFICERS.


     DAVID RATHKE ASKED HOW MANY GOLF CART PERMITS ARE OUT.  THERE ARE TWENTY-EIGHT(28) REGISTERED NOW.


     MIKE REPORTED THAT A COMPANY CAME IN OFFERING TO CLEAN YOUR HOUSE AND THEN WANTING TO SELL YOU A $2,000 KIRBY VACUUM CLEANER.  MIKE REPORTED THAT THEIR SOLICITING PERMIT WAS DENIED.  MIKE REPORTED THAT THE PERSON SAW MIKE LEAVING TOWN SO HE CAME RIGHT BACK INTO TOWN AND STARTED KNOCKING ON DOORS AGAIN.  OFFICER GETTY HAD REPORTED THAT HE WAS OUT SOLICITING AGAIN.  DAMON ISSUED AN ORDINANCE VIOLATION WHICH THE GUY CAME IN AND PAID THE NEXT DAY.  MIKE REPORTED THAT THE PERMIT WAS STILL DENIED BECAUSE OF AN OUTSTANDING WARRANT IN SOURTHERN ILLINOIS FOR ILLEGAL SOLICITING.  MIKE STATED HE TOLD THE PERSON TO GET THAT CLEARED UP BEFORE A PERMIT WOULD BE ISSUED IN COLFAX.


     MIKE REPORTED THAT HAVE THE NEW CONCEAL CARRY ORDINANCE LATER ON THE AGENDA.


     MIKE REPORTED THAT HE SPOKE WITH VILLAGE ATTORNEY TOM SHIELDS ABOUT THE GRASS CLIPPINGS ORDINANCE AND TOM DOESN'T KNOW IF THIS ORDINANCE COULD BE ENFORCED.


     MIKE REPORTED THAT POLICE OFFICERS ARE REQUIRED TO DO RACIAL PROFILE DATA REPORTING ON EVERY TRAFFIC STOP WHICH THEY MAKE.  THERE IS NOW A NEW LAW REQUIRING POLICE OFFICERS TO DO A THE RACIAL PROFILE DATA REPORTING ON PEDESTRIANS TOO.


     MIKE REPORTED ON THE GOVERNOR'S NEW LAW REQUIRING THAT IF THERE IS ANY OFFICER INVOLVED IN A DEATH INVESTIGATION WITHIN THE POLICE DEPARTMENT THAT AN OUTSIDE AGENCY IS REQUIRED TO DO THE INVESTIGATION.  MIKE REPORTED THAT THIS IS WHAT WE REQUIRE ANY WAY BUT MIKE HAD TO PUT TOGETHER A MANUAL STATING THIS.


     MIKE REPORTED THAT THE GOVERN'S NEW LAW ON BODY WORN CAMERAS - THEY DO NOT REQUIRE US TO WEAR BODY WORN CAMERAS AT THIS TIME BUT IF WE CHOOSE TO WEAR THEM THIS TELLS YOU WHEN AND WHERE YOU CAN TURN THEM ON AND OFF.


     MIKE REPORTED THEY HAVE SOME NEW SIGNS UP AT THE SCHOOL TO GO IN THE MIDDLE OF THE STREET.  MIKE STATED THEY WERE CONCERNED THAT SOMEONE MIGHT HIT THE SIGN.  MIKE STATED WE ARE TAKING ANOTHER LOOK AT IT.  MIKE STATED THAT ARE LOOKING AT TWO NEW DROPDOWN SIGNS - ONE FOR EACH SIDE OF THE STREETS.


MIKE REPORTED THAT THE FLASING STOP SIGNS AT THE SCHOOL SEEM TO BE WORKING.  HE REPORTED THAT HE TALKED TO RESIDENT DAVID LUDWIG WHO LIVES AT THE INTERSECTION AND HAS SLOWED DOWN THE "RUN THRUS" CONSIDERABLE.


     MAYOR RIC ONKEN ASKED FOR THE BOARD'S OPINION ON THE SIGNS.  TRUSTEE JASON PIERCE STATED "WHAT ABOUT VOLUNTEERS?  STATED HE WAS LOOKING AT IT TODAY AND IF YOU ARE IN THE CROSSWALK FROM EAST WOOD TO WEST WOOD THERE IS NO CROSSWALK THERE.  TRUSTEE KELLY GRADFERT STATED MAYBE COULD GET SOME VOLUNTEERS.  SHE WILL PUT THE WORD OUT.  MIKE STATED THAT THIS WOULD BE VERY HELPFUL.  TRUSTEE RICK VANCE STATED HE THINKS THAT IN THE STATE OF ILLINOIS YOU HAVE TO GO THROUGH A TRAINING CLASS BEFORE YOU AN BE A CROSSING GUARD.


     MAYOR RIC ONKEN REPORTED THAT SOMETIMES PEOPLE THINK THAT THE VILLAGE DOESN'T NEED THE POLICE AND THAT THE VILLAGE HAS TO MANY POLICE OFFICERS.  THIS WEEK RIC STATED HE RECEIVED A COMPLAINT ABOUT NOT HAVING ENOUGH POLICE OFFICERS.   RIC STATED I THINK WHAT WE HAVE IS GOOD AND DON'T SEE ANY REASON FOR NO ANY FURTHER COVERAGE.  MIKE EXPLAINED TO THE BOARD.


TRUSTEE LONNIE MEINER, CHAIRMAN OF THE WATER AND SEWER COMMITTEE, REPORTED THAT RIC, BRIAN AND MYSELF MET WITH VILLAGE ENGINEER MIKE FRIEND TO GO AROUND AND LOOK AT SOME OF THE DRAINAGE ISSUES IN THE VILLAGE.


     MIKE FRIEND WILL PUT A PLAN TOGETHER FOR THREE (3) DIFFERENT AREAS:


    1.  DOWN BY THE SCHOOL                                                                                          


    2.  UP BEHIND THE PETAL PUSHER


    3.  ON THE EAST SIDE OF TOWN


     LONNIE REPORTED THAT THERE IS DEFINITELY A PROBLEM BETWEEN THE JIM ECKERT/TREVOR HOPT PROPERTIES.


     TRUSTEE RICK VANCE, CHAIRMAN OF THE STREETS AND LIGHTS COMMITTEE,  HAD NOTHING TO REPORT AT THIS TIME.


     MAYOR RIC ONKEN REPORTED THAT TRUSTEES JASON PIERCE, DAVID RATHKE AND MYSELF MET WITH GARY MEYER FROM THE COLFAX CATHOLIC CHURCH.  GARY REPORTED THAT THE FELLOWSHIP HALL BUILDING WAS APPRAISED AT $135,000.00.  GARY REPORTED TO OUR BOARD MEMBERS THAT NOW THAT THE APPRAISAL IS DONE IT IS COMPLETELY OUT OF OUR HANDS AND FATHER CARL'S HANDS.  EVERYTHING NOW GOES DIRECTLY TO THE DIOCESE.


     RIC PUT A QUESTION OUT TO THE ENTIRE BOARD TO SEE IF WE WOULD STILL BE INTERESTED IN PURCHASING THE BUILDING.  RIC WANTS A COMMITTEE TO CHECK INTO WAYS THE COMMUNITY CENTER BUILDING COULD BE USED AND WHAT THEY THINK THE COST OF RENTING THE BUILDING WOULD HAVE TO BE.  RIC STATED THAT HE HAS SOME PEOPLE THAT ARE WILLING TO VOLUNTEER THEIR TIME AT THE COMMUNITY CENTER.  RIC ASKED TRUSTEE KELLY GRADERT TO HEAD THE COMMITTEE, SHE STATED SHE WOULD BE ON THE COMMITTEE BUT DIDN'T WANT TO BE THE HEAD OF THE COMMITTEE.  RIC APPOINTED THE TRUSTEES OF THE POLICE COMMITTEE, JASON PIERCE, CHAIRMAN WITH DAVID RATHKE AND KELLY GRADERT ON THE COMMITTEE. 


     THE ITEM OF OLD BUSINESS WAS UPDATING THE CONCEAL CASRRY ORDINANCE.  VILLAGE ATTORNEY TOM SHIELDS SEND A COPY OF THE ORDINANCE TO MICHAEL SCOTT FOR REVIEW.  MIKE REPORTED THAT HE REVIEWED THE NEW ORDINANCE AND EVERYTHING LOOKS GREAT.


     TRUSTEE KELLY GRADERT MADE A MOTION TO APPROVE ORDINANCE #2015-2 AS DRAFTED.  TRUSTEE JASON PIERCE SECONDED THE MOTION.  VOTE:  RICK VANCE - AYE; DAVID RATHKE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - ABSENT; LONNIE MEINER - AYE; KELLY GRADERT - AYE; MOTION CARRIED.


     MAYOR RIC ONKEN ASKED POLICE CHIEF MICHAEL SCOTT IF HE HAD AN UPDATE ON THE OLD HARDWARE STORE BUILDING.  MIKE REPORTED THAT HE IS GOING TO TAKE PICTURES OF THE BUILDING AND SEND THEM TO THE STRUCTURAL ENGINEER TO DEEM THE STRUCTURE AN UNSAFE BUILDING.


     MIKE REPORTED THAT THE DEADLINE FOR THEM TO GET SOMETHING DONE WAS AUGUST 16TH AND THE VILLAGE WOULD START ENFORCING ORDINANCES.


     RICK VANCE MADE A MOTION TO ADJOURN.  DAVID RATHKE SECONDED THE MOTION.  VOTE:  RICK VANCE - AYE; DAVID RATHKE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - ABSENT; LONNIE MEYER - AYE; KELLY GRADERT -AYE; MOTION CARRIED.
