THE REGULAR MONTHLY MEETING OF THE VILLAGE BOARD OF COLFAX WAS CALLED TO ORDER ON MONDAY EVENING, JULY 6, 2015 AT 7:00 P.M. BY MAYOR RIARDO ONKEN.


BOARD MEMBERS PRESENT WERE:  RICK VANCE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; KELLY GRADERT - AYE;


TRUSTEES DAVID RATHKE AND LONNIE MEINER WERE ABSENT.


ALSO PRESENT WERE VILLAGE TREASURER LINDA HANSON, PUBLIC WORKS BRIAN HEREFORD, AND POLICE CHIEF MICHAEL SCOTT.


TRUSTEE KELLY GRADERT MADE A MOTION TO DISPENSE WITH THE READING OF THE MINUTES AND APPROVE AS PRESENTED.  TRUSTEE RICK VANCE SECONDED THE MOTION.  VOTE:  RICK VANCE - AYE; DAVID RATHKE -ABSENT; JASON PIERCE - AYE; CAROL STEPHENSON -AYE; KELLY GRADERT - AYE; MOTION CARRIED.


VILLAGE TREASURER LINDA HANSON GAVE THE TREASURER'S REPORT FOR THE MONTH OF JUNE, 2015.


     BEGINNING BALANCE AS OF 6/01/2015               $285,238.05


     ENDING BALANCE AS OF 6/30/2015                     $305,216.29


          INCREASE FOR MONTH OF JUNE, 2015            $  19,978.24


TRUSTEE JASON PIERCE MADE A MOTION TO PAY THE BILLS AS PRESENTED.  TRUSTEE KELLY GRADERT SECONDED THE MOTION.  VOTE:  RICK VANCE - AYE; DAVID RATHKE -ABSENT; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - ABSENT; KELLY GRADERT - AYE; MOTION CARRIED.


CHAIRMAN OF THE FINANCE AND AUDIT COMMITTE, TRUSTEE JASON PIERCE REPORTED EVALUATIONS ARE DONE BUT NOTHING ELSE TO REPORT AT THIS TIME.


VILLAGE CLERK NANCY KIPER REPORTED THAT THE AUDIT HAS BEEN DONE. 


CHAIRMAN OF THE POLICE AND LIQUOR COMMITTEE, TRUSTEE DAVID RATHKE WAS ABSENT.  POLICE CHIEF MICHAEL SCOTT REPORTED THAT THE ACTIVITY REPORT FOR THE MONTH OF JUNE, 2015 IS IN YOUR FOLDERS. 


MIKE REPORTED ON THE ORDINANCE AGAINST CONCEALED CARRY.  MIKE IS WONDERING IF THE VILLAGE NEEDS TO CHANGE -   TABLE THIS AND PUT ON NEXT MONTH'S AGENDA.


 CHAIRMAN OF THE WATER AND SEWER COMMITTEE,  TRUSTEE LONNIE MEINER WAS ABSENT.  PUBLIC WORKS BRIAN HEREFORD REPORTED THAT HE REPLACED FOUR (4) DOORS AT THE SEWER PLANT.  BRIAN REPORTED THAT HE USED RESIDENTIAL STEEL DOORS INSTEAD OF COMMERCIAL DOORS WHICH SAVED THE VILLAGE OVER $2,000.00.


TRUSTEE RICK VANCE, CHAIRMAN OF THE STREETS AND LIGHTS COMMITTEE, REPORTED HE WAS TO GET BIDS FROM McLEAN COUNTY ASPHALT FOR THE PARKING LOT.  RICK REPORTED THAT THE FIRE DEPARTMENT WENT AHEAD AND HIRED RICK CARDEN TO SEAL AND CHIP THE PARKING LOT.


RICK REPORTED THAT THE COUNTY WILL BE CLEANING THE DITCH OUT HERE ALONG NORTH HARRISON STREET - NOT SURE HOW SOON THEY WILL GET TO IT.


BRIAN REPORTED THAT HE TALKED TO ANDY TULL AND HE WAS TO HAVE A MEETING WITH THE ENGINEERS TO FIND OUT WHAT THEY ARE GOING TO BE DOING.


NEXT ON THE AGENDA WAS THE HIRING OF NEW POLICE OFFICER KELLY GORDON.


TRUSTEE RICK VANCE MADE A MOTION TO APPROVE HIRING KELLY GORDON FOR THE COLFAX POLICE DEPARTMENT.  TRUSTEE CAROL STEPHENSON SECONDED THE MOTION.  VOTE:  RICK VANCE - AYE; DAVID RATHKE - ABSENT; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - ABSENT; KELLY GRADERT - AYE; MOTION CARRIED.


THE NEXT ITEM ON THE AGENDA WAS THE SWEARING IN OF POLICE OFFICER KELLY GORDON.


KELLY GORDON WAS SWORN IN BY VILLAGE CLERK NANCY KIPER AS THE NEW POLICE OFFICER FOR THE VILLAGE OF COLFAX.  AFTER THE SWEARING IN KELLY WAS PRESENTED WITH HIS OFFICIAL POLICE I.D. FOR THE VILLAGE.


PUBLIC WORKS BRIAN HEREFORD REPORTED THAT THE SEVEN FOOT (7') DECK FOR THE MOWER IS NO LONGER AVAILABLE BUT THAT THERE IS STILL A FIVE FOOT (5') DECK AVAILABLE.


TRUSTEE JASON PIERCE MADE A MOTION TO APPROVE ORDINANCE #2015-01 AS PRESENTED.  TRUSTEE RICK VANCE SECONDED THE MOTION.  VOTE: RICK VANCE - AYE; DAVID RATHKE -ABSENT; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - ABSENT; KELLY GRADERT - AYE; MOTION CARRIED.


TRUSTEE CAROL STEPHENSON QUESTIONED ABOUT ALL OF THE JUNK PEOPLE HERE IN THE VILLAGE.  SHE ASKED HOW FAR WE CAN TAKE AN ORDINANCE.  POLICE CHIEF MICHAEL SCOTT STATED THAT HE HAS HAD NUMEROUS CONVERSATIONS WITH MR. BROWN.  MIKE REPORTED THAT HE INFORMED MR. BROWN THAT IN ORDER TO HAVE A "JUNK YARD" THERE HAS TO BE A FENCE COMPLETELY AROUND THE AREA.


MAYOR RIC ONKEN STATED THAT WHEN VILLAGE ATTORNEY TOM SHIELDS GETS BACK WILL CHECK WITH HIM.


CAROL ALSO ASKED ABOUT THE BUILDING ON MAIN STREET AND WHAT IS GETTING DONE WITH IT.  SHE STATED THE VILLAGE NEEDS TO GIVE A DEADLINE.  POLICE CHIEF MICHAEL SCOTT REPORTED ON THIS THAT THE OWNER IS VERY COOPERATIVE WHEN YOU TALK TO HIM BUT HE NEVER PROCEEDS WITH ANYTHING.


TRUSTEE JASON PIERCE MADE A MOTION TO ADJOURN.  TRUSTEE RICK VANCE SECONDED THE MOTION.  VOTE:  RICK VANCE - AYE; DAVID RATHKE - ABSENT; JASON PIERCE - AYE; CAROL STEPHENSON -AYE; LONNIE MEINER - ABSENT; KELLY GRADERT - AYE; MOTION CARRIED.
