TRUSTEE DAVID RATHKE, CHAIRMAN OF THE POLICE AND LIQUOR COMMITTEE, REPORTED ON THE POLICE COMMITTEE MEETING HELD PRIOR TO THE BOARD MEETING.
POLICE CHIEF MICHAEL SCOTT REPORTED THAT KELLY GORDON IS INTERESTED IN JOINING THE COLFAX POLICE DEPARTMENT AND HIS AVAILABILITY IS EXACTLY WHAT WE ARE LOOKING FOR. MIKE REPORTED THAT THE ACADEMY STARTS ON AUGUST 1ST AND FINISHES NEXT FEBRUARY, 2016. MIKE REPORTED THAT THE STATE REIMBURSES COMPLETELY FOR TRAINING.
MIKE STATED HE WILL ALSO PUT THE WORD OUT FOR AN EXPERIENCED POLICE OFFICER.
TRUSTEE LONNIE MEINER, CHAIRMAN OF THE WATER AND SEWER COMMITTEE, REPORTED THAT BRIAN STILL DOESN'T HAVE ANY BIDS FOR THE CONCRETE WORK AT THE SEWER PLANT. IT WAS REPORTED THAT ANDREW HARPER IS NO LONGER IN BUSINESS AND HE HAS NEVER HEARD FROM TOLAN.
BRIAN REPORTED THAT THERE IS CHLORINE IN THE SYSTEM WHERE WE DIDN'T HAVE IT BEFORE SO THE NEW CHLORINATION SYSTEM IS WORKING GOOD.
BRIAN REPORTED THAT HE FLUSHED THE HYDRANTS AND WAS A WASTE OF WATER SINCE THE WATER FLUSHED OUT WAS CLEAN.
TRUSTEE RICK VANCE, CHAIRMAN OF THE STREETS AND LIGHTS COMMITTEE, REPORTED THAT HE WAS CONTACTED BY LEE KLINTWORTH, FROM OCTAVIA FIRE BOARD, REGARDING THE PARKING LOT. THERE WAS SOME DISCUSSION REGARDING WHAT TO DO.
PUBLIC WORKS BRIAN HEREFORD REPORTED THAT HE HAS A COUPLE BIDS ON SIDEWALKS BUT THEY SEEM REALLY HIGH. HE REPORTED THAT BRIAN BLAIR CAN START HELPING DURING THE SUMMER SO THEY CAN DO THE SIDEWALKS.
BRIAN REPORTED THAT THERE IS WATER STANDING AT THE CORNER OF RIVERVIEW AND SCHOOL - BRIAN THINKS THERE MIGHT BE A CULVERT PLUGGED.
BRIAN ASKED IF THEY EVER FOUND OUT ANYTHING ABOUT THE RAILROAD CROSSING ON GROVE STREET. TRUSTEE LONNIE MEINER STATED THAT IT'S NOT ON TOP OF LIST OF PRIORITIES. BRIAN STATED THAT HE KEEPS HAULING ROCK UP THERE BUT KEEPS WASHING OUT.
THE FIRST ITEM UNDER OLD BUSINESS WAS THE APPROVAL OF THE NEW MOTOR FUEL TAX RESOLUTION FOR 2015-16.
TRUSTEE RICK VANCE MADE A MOTION TO APPROVE THE 2015-16 MOTOR FUEL TAX RESOLUTION OF MAINTENANCE OF STREETS AND HIGHWAYS IN THE AMOUNT OF $41,633.80. TRUSTEE LONNIE MEINER SECONDED THE MOTION. VOTE: RICK VANCE - AYE; DAVID RATHKE -AYE; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - AYE; KELLY GRADERT - AYE; MOTION CARRIED.
THE NEXT ITEM ON THE AGENDA WAS THE CATHOLIC CHURCH PROPERTY. TRUSTEE LONNIE MEINER REPORTED ON THE MEETING WITH GARY MEYER AND RICK NORTON FOR THE BOARD TO SEE THE CHURCH HALL. LONNIE REPORTED THAT THEY WANT THE TOWN TO HAVE THE BUILDING. LONNIE REPORTED THAT THE BUILDING STILL HAS TO BE APPRAISED AND WILL HAVE TO HAVE IT SURVEYED SINCE THE CATHOLOC CHURCH OWNS FROM GROVE STREET TO CENTER STREET, IT IS ALL ONE UNIT. THEY SAID THE PARSONAGE WAS NOT GOING TO BE SOLD AT THIS TIME.
THE BUILDING ITSELF IS 4,500 SQUARE FEET AND EVERYTHING INCLUDING BATHROOMS ARE HANDICAP ACCESSIBLE. LONNIE STATED IT WAS BORUGHT UP ABOUT THE $50,000 PRICE. LONNIE HAD A REPORT FROM THE CHURCH REGARDING THE UTILITIES - ELECTRIC $706.00 PER YEAR AND GAS WAS APPROXIMATELY $558.00 PER YEAR. THE TOTAL FOR UTILITIES ELECTRIC, GAS, AND WATER FOR YEAR WAS $1,616.00.
LONNIE REPORTED IT IS A GREAT PLACE AND A NICE FACILITY. IS WONDERING HOW THE VILLAGE CAN GENERATE REVENUE TO COVER THE EXPENSES ON THE BUILDING.
LONNIE ASKED WHAT WE HAVE NOW AS FAR AS INSURANCE COVERAGE. VILLAGE CLERK NANCY KIPER STATED THAT THEY WOULD HAVE TO COME OUT AND APPRAISE IT FOR THE AMOUNT OF INSURANCE ON THAT BUILDING. NANCY REPORTED SHE HAS NEVER ASKED ABOUT INSURANCE ON A COMMUNITY CENTER BUT WILL FIND OUT.
LONNIE WONDERED ABOUT INSURANCE FOR WHEN IT IS RENTED OUT AND THERE IS LIQUOR TO BE SERVED. VILLAGE CLERK NANCY KIPER STATED THAT ACCORDING TO ORDINANCE THERE CAN BE NO ALCOHOL SERVED IN ANY VILLAGE BUILDING.
RICK VANCE STATED THAT I THINK YOU ARE LOOKING AT A BUILDING WITH A KITCHEN AND IF YOU ARE GOING TO USE IT YOU WILL HAVE TO DEAL WITH THE HEALTH DEPARTMENT. RICK STATED THAT THE VILLAGE HAS TWO BUSINESSES WITH FOOD AND LIQUOR. PEOPLE ARE GOING TO LOOK AT IT LIKE WHAT ARE THEY TRYING TO DO - TAKE OUR TAX MONEY AND TRYING TO MAKE MONEY. RICK STATED I DON'T KNOW WHAT WE ARE PAYING FOR RENT HERE BUT IT WOULD BE EASY TO PARTITION ROOMS OFF - COULD MOVE THE VILLAGE HALL UP THERE.
TRUSTEE DAVID RATHKE SAID THAT IF THEY GET AN APPRIASAL OF $200,000 THERE'S NO WAY THE VILLAGE CAN AFFORD THAT. DAVE ASKED IF WE HAVE TO WAIT FOR THEM TO MAKE THE APPRAISAL. THE ONLY WAY THEY COULD COMPARE IT TO WOULD BE WHAT IT WOULD COST TO BUILD.
TRUSTEE DAVID RATHKE IT WILL DEPEND ON WHAT PRICE THEY COME BACK WITH AFTER THE APPRAISAL. TRUSTEE JASON PIERCE STATED THAT THERE ARE A LOT OF PEOPLE FROM COLFAX THAT GO TO LEXINGTON AND RENT THAT FACILITY. MAYBE IF THERE WERE A COMMUNITY CENTER IN COLFAX THEY WOULDN'T GO TO LEXINGTON.
BRIAN HEREFORD REPORTED THAT HE TALKED TO ANDY TULL ABOUT EAST MAIN STREET GOING TO THE COLFAX POTASH PLANT. BRIAN STATED IT IS IN THE BUDGET TO RESURFACE THAT AND IT IS STILL UP IN THE AIR UNTIL HE FINDS OUT WHAT THEY ARE GOING TO DO FOR SURE AS FAR AS CONSTRUCTION.
THE FIRST ITEM UNDER NEW BUSINESS WAS REGARDING HIRING LIQUID ENGINEERING TO CLEAN AND INSPECT THE WATER TOWER.
BRIAN HEREFORD REPORTED THAT HE WOULD LIKE TO GET LIQUID ENGINEERING TO COME OUT AND INSPECT AND CLEAN THE WATER TOWER. THIS NEEDS TO BE DONE EVERY THREE YEARS AND THE LAST INSPECTION THEY DID WAS IN 2012. THE COST AT THAT TIME WAS AROUND $3,000. BRIAN WOULD LIKE TO GET THEM GO INTO THE TONKA FILTER AND CLEAN AND INSPECT IT ALSO. THIS WOULD KEEP BRIAN FROM HAVING TO SHUT DOWN THE SYSTEM WHILE TRYING TO CLEAN THE FILTER.
THIS DOESN'T HAVE TO BE PUT OUT FOR BID BECAUSE ACCORDING TO ORDINANCE CAN SPEND UP TO $20,000 AND NOT HAVE TO BID OUT. TRUSTEE LONNIE MEINER, CHAIRMAN OF THE WATER AND SEWER COMMITTEE, THINKS THE VILLAGE SHOULD GO AHEAD AND DO THIS.
POLICE CHIEF MICHAEL SCOTT REPORTED THAT VILLAGE ATTORNEY TOM SHIELDS IS WORKING AND RESEARCHING ON AN ORDINANCE CHANGE FOR "PROHIBITING ADULT ENTERTAINMENT FACILITIES" WITHIN 1,000 FEET OF A SCHOOL, PARK, OR RELIGION FACILITY. TOM SHOULD HAVE THIS READY FOR MORE DISCUSSION AT NEXT MONTH'S MEETING.
