CHAIRMAN OF THE POLICE AND LIQUOR COMMITTEE, TRUSTEE DAVID RATHKE REPORTED ON THE POLICE COMMITTEE MEETING HELD AT 6:00 P.M. ON MONDAY EVENING, MAY 4, 2015.
TRUSTEE DAVID RATHKE REPORTED THAT THE COMMITTEE DISCUSSED THE REVIEWS OF THE FULL-TIME AND PART-TIME EMPLOYEES. THE COMMITTEE DIDN'T FINISH SO DECIDED TO COME BACK BEFORE THE NEXT BOARD MEETING.
TRUSTEE DAVID RATHKE REPORTED ON TALK ABOUT A NEW SQUAD CAR. DAVE REPORTED ON A PROPOSAL FOR A NEW CAR - ESTIMATES OF JUST UNDER $30,000 FOR A NEW FORD EXPLORER WHICH WOULD REPLACE THE CURRENT SQUAD CAR THAT THE VILLAGE CURRENTLY HAS. THE MONEY IS BUDGETED BUT DISCUSSED IF THE VILLAGE REALLY NEEDS A NEW SQUAD CAR. DAVE ASKED THE BOARD HOW THEY FELT ABOUT PURCHASING A NEW SQUAD CAR OR WAIT ANOTHER YEAR.
TRUSTEE LONNIE MEINER SAID THE VILLAGE HAS THAT ACCOUNT AND DON'T WANT TO BE PUTTING ALOT OF REPAIRS INTO THIS SQUAD CAR - HAVE BEEN DOWN THAT ROAD BEFORE. LONNIE STATED HAVE SOME OTHER THINGS ON OUR PLATE WE MIGHT WANT TO TALK ABOUT FIRST. DAVE STATED THAT'S WHAT WE THOUGHT - THIS MONEY COULD BE USED SOMEWHERE ELSE.
DAVE STATED THAT THE COMMITTEE TALKED ABOUT SOME OF THE PART TIME OFFICERS AND WHAT IS GOING ON THERE.
CHAIRMAN OF THE WATER AND SEWER COMMITTEE, TRUSTEE LONNIE MEINER REPORTED ON SOME INFORMATION REGARDING WATER AND SEWER RATES FROM AREA MUNICIPALITIES. LONNIE REPORTED THAT FROM THE STANDPOINT OF RATES FOR WATER THE VILLAGE IS IN GREAT SHAPE OR A LITTLE LOWER THAN SOME OF THE OTHER COMMUNITIES. LONNIE EXPLAINED HOW SOME OF THE SURROUNDING TOWNS CHARGE. HE STATED THAT SOME TOWNS CHARGE SURCHARGES AND SOME TACK ON OTHER CHARGES TO THE CUSTOMERS.
LONNIE REPORTED THAT BRIAN HAS THE NEW CHLORINATION SYSTEM UP AND RUNNING. BRIAN REPORTED THAT HE IS STILL WAITING TO TALK TO POPEJOY'S REGARDING THE BYPASS.
BRIAN STATED THAT WITH THE NEW CHLORINATION SYSTEM, THE WATER IS CHLORINATED GOING IN AND GOING OUT. THE WATER WAS NEVER TREATED RIGHT BEFORE. BRIAN SAID BASICALLY ALL IT WAS DOING IS CLEANING THAT FILTER. BRIAN SAID JUST GOT IT DONE FRIDAY SO DON'T KNOW EXACTLY WHERE I NEED TO BE YET.
TRUSTEE DAVE RATHKE ASKED ABOUT THE CHLORINATION SYSTEM. BRIAN EXPLAINED THAT THE WATER WILL BE CHLORINATED AS THE WATER GOES INTO THE FILTER AND WILL BE CHLORINATED AS THE WATER GOES OUT TOO. BEFORE CHLORINE WAS ONLY GOING INTO THE FILTER AND THE WATER WASN'T BEING TREATED AS IT SHOULD HAVE BEEN. LONNIE STATED THAT BRIAN HAS FOUND OUT THAT FLUSHING THE HYDRANTS ISN'T NECESSARY TO DO THAT ALL OF THE TIME BUT MAINLY YOU JUST STIR IT UP MORE THAN ANYTHING. IT IS NECESSARY TO FLUSH TO MAKE SURE THE HYDRANTS ARE WORKING. BRIAN STATED THAT HE CAN NOW MEASURE HOW MUCH CHLORINE IS GOING IN AND MY TESTING THE IRON CAN TELL IF IT IS RIGHT OR NOT.
LONNIE SAID THAT IS DEPENDS ON THE AREA OF TOWN AND THE LINES. SOME ARE REALLY GOOD AND SOME ARE ALOT BETTER BUT THERE ARE STILL SOME ARES THAT NEED HELP. BRIAN STATED THAT HE HAS BEEN TOLD THAT THE CHLORINE SYSTEM HAS A LOT TO DO WITH EVERYTHING TOO.
BRIAN REPORTED THAT HE DOESN'T HAVE A BID ON THE CONCRETE AT THE SEWER PLANT. HE CHECKED WITH ANDREW HARPER BUT HE HASN'T GOT BACK WITH HIM YET.
CHAIRMAN OF THE STREETS AND LIGHTS COMMITTEE, TRUSTEE RICK VANCE WAS ABSENT. TRUSTEE DAVID RATHKE SAID HE HAD A RESIDENT TALK TO HIM ABOUT A DEAD TREE AT THE END OF EAST MAIN STREET. BRIAN KNEW WHICH ONE DAVE WAS TALKING ABOUT BUT IT ISN'T ON THE LIST FROM BECKER TREE SERVICE. BRIAN WILL CHECK IT OUT AND SEE IF IT NEEDS TO COME DOWN.
THE DISCUSSION THEN TURNED TO THE SIDEWALKS THAT NEED REPLACED IN THE VILLAGE. BRIAN REPORTED THAT HE HAS THREE PLACES ALREADY MARKED FOR REPLACEMENT. THE SIDEWALK ON NORTH CENTER STREET BY THE SCHLEETER HOUSE; THE SIDEWALK ACROSS THE ALLEY BY THE METHODIST CHURCH AND THE SIDEWALK BY THE CHRISTIAN CHURCH THAT HAS A TRIP HAZARD ON IT.
DAVE SAID THAT THEY HAVE STARTED WALKING MORE AT NIGHT AND CAN'T EVEN WALK ON SOME OF THE SIDEWALKS. MAYOR RIC ONKEN STATED THAT REALLY NEED TO CONCENTRATE ON FIXING THESE SIDEWALKS. NANCY REPORTED THAT SHE PUT QUITE A LOT IN MFT FOR SIDEWALKS. BRIAN SAID THE THING IS THAT THE TREES ARE IN THE WAY AND CAN'T POUR SIDEWALK AROUND THE TREES. RIC ASKED IF COULD JUST TEAR OUT THE CONCRETE AND JUST GROW GRASS- THERE ARE A LOT OF PLACES THAT DON'T HAVE SIDEWALKS ANYWAY. BRIAN WILL LOOK AT THE ONES THAT CAN BE FIXED AND THE ONES THAT CAN BE PULLED OUT. THERE ARE A LOT OF SIDE STREETS THAT DON'T EVEN HAVE SIDEWALKS. JASON STATED THAT WHERE HE HAS THE ROCK AND IF SOMEONE IS PUSHING A STROLLER OR SOMETHING IT IS IMPOSSIBLE. JASON SAID SHOULD WE PRIORITIZE THIS AND DO AROUND THE SCHOOL FIRST. GET THE STREETS COMMITTEE TOGETHER AND LOOK AT THIS.
THE STREET LIGHT ACROSS FROM 307 W COOPER IS ON ALL OF THE TIME.
TRUSTEE JASON PIERCE MADE A MOTION TO APPROVE THE NEW 2015-16 BUDGET APPROPRIATION ORDINANCE WITH A TOTAL OF $684,994.00. TRUSTEE LONNIE MEINER SECONDED THE MOTION. TABLE THE NEW 2015-16 MOTOR FUEL TAX RESOLUTION UNTIL TRUSTEE RICK VANCE HAS A CHANCE TO LOOK AT IT.
THE NEXT ITEM UNDER OLD BUSINESS WAS THE GROVE STREET CULVERT PROJECT. MAYOR RIC ONKEN REPORTED THAT THERE HAS BEEN SOME NEW DEVELOPMENT WITH THAT PROJECT. RIC EXPLAINED THAT NO ONE HAD EVER BEEN UNDER THERE AND JUST ASSUMED IT WAS A DRAINAGE HOLE. BRIAN HEREFORD EXPLAINED THAT BRENT BLAIR WENT INTO THE CULVERT AND TOOK PICTURES. BRIAN REPORTED THAT THERE IS NOTHING WRONG WITH THE CULVERT AND THE "HOLE" IS TO THTE EASWT OF WHERE THE CULVERT IS LOCATED AND IT IS STILL AN OLD SEPTIC TANK. THE CULVERT IS IN GOOD SHAPE AND THERE IS NO NEED TO REPLACE IT. BRIAN STATED THAT WHERE THE HOLE IS THERE ARE OLD CONCRETE BLOCKS IN THERE AND IT CAN BE FILLED IN WITH SOME GRAVEL. BRIAN STATED THAT THE HOLE HAS NEVER GOTTEN ANY BIGGER EVEN WITH ALL OF THE RAIN THAT WE'VE HAD. BRIAN REPORTED THAT HE CALLED AND TALKED TO CHAD RITCHIE ABOUT THIS. IT IS OUT OF OUR HANDS AND IN GAIL RITCHIE'S HANDS.
THE NEXT ITEM ON THE AGENDA WAS THE INTERGOVERNMENTAL AGREEMENT WITH MC LEAN COUNTY HIGHWAY REGARDING THE STOP SIGN AT SOUTH HARRISON AND EAST WOOD STREET.
TRUSTEE JASON PIERCE STATED THAT SINCE THE VILLAGE DOESN'T HAVE TO PAY ANYTHING UP FRONT - DON'T THINK THAT IT IS AN ISSUE UNLESS SOMETHING ACTUALLY HAPPENS TO THE STOP SIGN. JASON STATED THAT HOPEFULLY IT WON'T EVER COST THE VILLAGE ANYTHING AND IF IT KEEPS US IN GOOD GRACES WITH THE SCHOOL.
TRUSTEE LONNIE MEINER STATED HE TALKED TO MIKE ABOUT IT TOO AND EXACTLY WHAT JASON SAID KEEPS OUR RELATIONSHIP GOOD WITH THE SCHOOL.
TRUSTEE DAVID RATHKE STATED THAT IF THE VILLAGE CAN DO SOMETHING TO PREVENT AN ACCIDENT.
VILLAGE CLERK NANCY KIPER REPORTED THAT TRUSTEE RICK VANCE WANTED THE BOARD TO KNOW THAT SINCE IT IS A COUNTY ROAD AND THE COUNTY IS RESPONSIBLE FOR MAINTAINING THIS ROAD HE JUST WONDERED WHY IT ISN'T THEIR RESPONISIBILITY TO MAINTAIN THIS. RICK ALSO WONDERED WHY THE COUNTY WANTED AN AGREEMENT WITH THE VILLAGE INSTEAD OF MAKING AN AGREEMENT WITH THE SCHOOL -- SINCE THE SCHOOL IS WHO IS WANTING THE STOP SIGN.
IT WAS THE CONCENSUS OF THE BOARD THAT SINCE THERE IS A SIXTY (60) DAY OPT OUT IF THE SIGN GETS TO BE AN ISSUE THEN THE VILLAGE CAN JUST OPT OUT OF THE AGREEMENT.
TRUSTEE JASON PIERCE MADE A MOTION TO APPROVE THE TWENTY (20) YEAR INTERGOVERNMENTAL AGREEMENT WITH MCLEAN COUNTY HIGHWAY DEPARTMENT REGARDING THE LED STOP SIGN AT SOUTH HARRISON AND EAST WOOD STREETS. TRUSTEE JASON PIERCE ASKED BRIAN HEREFORD WHAT THE SIZE OF THE ADDITION WOULD BE. BRIAN REPORTED IT WOULD 14' X 36'. THE COST OF THE BUILDING WOULD BE $14,060.60 WITH BRIAN BULDING IT. BRIAN STATED THAT HE WILL NEED SOME HELP BUILDING THIS. IT WOULD TAKE APPROXCIMATELY TWO (2) WEEKS TO BUILD INCLUDING THE FOAM INSULATION. LONNIE ASKED HOW MUCH MANPOWER HE IS GOING TO NEED TO HELP BUILD THIS. TRUSTEES LONNIE MEINER & DAVID RATHKE SAID THEY COULD HELP. THIS WOULD GIVE BRIAN A PLACE TO WORK ON THE DUMP TRUCK INSTEAD OF BEING OUT IN THE WEATHER TRYING TO WORK ON IT.

NEXT THE DISCUSSION TURNED TO THE CATHOLIC CHURCH PROPERTY THAT WOULD BE TURNED INTO A COMMUNITY CENTER. MAYOR RIC ONKEN REPORTED THAT THERE IS BASICALLY TWO DIFFERENT OPINIONS - THERE'S THE BOARD AND THEN THERE IS FATHER CARL. FATHER CARL WOULD LIKE US TO DECIDE AT THIS MEETING WHETHER THE VILLAGE IS INTERESTED IN PURSUING THE BUILDING, THIS INCLUDES THE BUILDING AND EVERYTHING IN THE BUILDING. IF INTERESTED FATHER CARL WANTS AN APPRAISAL ON THE BUILDING TO SEE WHAT IT IS WORTH. RIC STATED THAT HE ASKED FOR FIGURES ON UTILITIES AND SUCH BUT HASN'T RECEIVED ANYTHING REGARDING THIS. FATHER CARL DOESN'T WANT SOMEONE BUYING IT AND TURNING IT INTO A PARKING LOT FOR SEMIS. THE MAYOR ASKED THE BOARD IF THEY THOUGHT THE VILLAGE SHOULD PURSUE THIS OR NOT. RIC WOULD LIKE TO SEE A SHOW OF HANDS OF WHO IS IN AGREEMENT TO GO AHEAD WITH THIS.
TRUSTEE JASON PIERCE SAID HE THINKS THIS WOULD BE A VERY POSITIVE ADDITION TO THE COMMUNITY.
THE MAYOR WANTS TO APPOINT A COMMITTEE TO OVERSEE THIS AND MAINTAIN THE PROPERTY. THE CHURCH BOARD WANTS FATHER CARL TO GET AN APPRAISAL OF THE PROPERTY BEFORE SELLING IT. THAT WOULD COST APPROXIMATELY $2,000.00.
THE NEXT ITEM ON THE AGENDA WAS ABOUT FULL OR PART TIME PUBLIC WORKS EMPLOYEE. BRIAN STATED THAT HE WILL NEED SOMEONE TO HELP WHILE HE IS GETING THIS BUILDING UP BECAUSE HE CVAN'T DO EVERYTYHING AND PUT THE BUILDING UP BY HIMSELF. HE REPORTED THAT BRENT IS GOOD HELP BUT HE ISN'T AVAILABLE ALL OF THE TIME. SOME OF THE BOARD MEMBERS OFFERED THEIR HELP WITH THE BUILDING.
THE BOARD IS CONCERNED THAT DO NOT NEED ANOTHER FULL TIME EMPLOYEE ALL OF THE TIME.
THE ONLY ITEM UNDER NEW BUSINESS WAS REGARDING THE NEW RECYCLE DAY AND SCHEDULE FROM ALLIED WASTE. VILLAGE CLERK NANCY KIPER REPORTED THAT ALLIED WASTE WOULD LIKE TO SWITCH THE TOWN'S RECYCLING DAY STARTING IN JUNE. THE WHOLE TOWN WOULD BE PICKED UP ON THE SAME DAY EVERY OTHER WEEK. THE NEW DAY WOULD BE ON WEDNESDAY BEGINNING WITH THE FIRST WEDNESDAY IN JUNE WHICH IS THE 3RD. THEN THEY WOULD BE PICK UP EVERY OTHER WEDNESDAY AFTER THAT.
VILLAGE CLERK NANCY KIPER WILL CALL ALLIED TOMORROW AND TELL THEM THAT THE NEW DATE IS GREAT. THEY WILL HELP US GET THE WORD OUT TO THE PUBLIC.
