THE REGULAR MONTHLY MEETING OF THE VILLAGE BOARD OF COLFAX WAS CALLED TO ORDER AT 7:00 P.M. ON MONDAY EVENING, MARCH 2, 2015 BY MAYOR RICARDO ONKEN.


TRUSTEES PRESENT WERE:


     RICK VANCE  -  AYE; DAVID RATHKE  -  AYE; JASON PIERCE   -  AYE; CAROL STEPHENSON  -      AYE; KELLY GRADERT  -  AYE;


TRUSTEE LONNIE MEINER WAS ABSENT.


ALSO PRESENT WERE VILLAGE TREASURE LINDA HANSON; POLICE CHIEF MICHAEL SCOTT; FULL TIME PUBLIC WORKS BRIAN HEREFORD.


TRUSTEE JASON PEIRCE MADE A MOTION TO DISPENSE WITH THE READING OF THE MINUTES AND APPROVE AS PRESENTED.  TRUSTEE KELLY GRADERT SECONDED THE MOTION.  VOTE:  RICK VANCE - AYE; DAVID RATHKE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - ABSENT; KELLY GRADERT - AYE; MOTION CARRIED.


VILLAGE TREASURE LINDA HANSON GAVE THE TREASURER'S REPORT FOR THE MONTH OF FEBRUARY, 2015.


     BEGINNING BALANCE AS OF FEBRUARY 1, 2015                $251,690.81


     ENDING BALANCE AS OF FEBRUARY 28, 2015                        $255,394.67


         INCREASE IN FEBRUARY, 2015                                              $   3,703.86


     TRUSTEE JASON PIERCE MADE A MOTION TO PAY THE BILLS AS PRESENTED.  TRUSTEE RICK VANCE SECONDED THE MOTION.  VOTE:  RICK VANCE - AYE; DAVID RATHKE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - ABSENT; KELLY GRADERT - AYE; MOTION CARRIED.


     CHAIRMAN OF THE FINANCE AND AUDIT COMMITTEE, TRUSTEE JASON PIERCE REPORTED ON THE CUTS THAT THE GOVERNOR WANTS TO MAKE THRU THE INCOME TAX THAT IS DISTRIBUTED TO THE CITIES/MUNICIPALITIES EACH MONTH.  


     CHAIRMAN OF THE WATER AND SEWER COMMITTEE, TRUSTEE LONNIE MEINER WAS ABSENT.  BRIAN HEREFORD REPORTED THAT THE CHLORINATOR IS ORDERED AND IS ON ITS WAY.  BRIAN STATED THAT HE IS NOT SURE WHO TO CONTACT TO GET THE BYPASS VALVE PUT IN.


     BRIAN REPORTED THAT HE GOT A QUOTE OF $3,700.00 TO REPLACE THE DOORS AT THE SEWER PLANT.  THE DOORS NOW ARE ALL RUSTED OUT.


     CHAIRMAN OF THE STREETS AND LIGHTS COMMITTEE, TRUSTEE RICK VANCE REPORTED THAT BRIAN IS WANTING TO DO A 16 X 14 X 36 ADDITION ONTO THE SHED.  BRIAN REPORTED THAT THE TOTAL WOULD BE AROUND $14,000 - THAT DOESN'T INCLUDE ANY ELECTRICAL.  BRIAN STATED THAT CAN DO THIS FOR AROUND $20,000.


     TRUSTEE RICK VANCE REPORTED THAT COUNTY SUPERINTENDENT AND HIS ASSISTANT WALKED THE CULVERT ON GROVE STREET.  THEY REPORTED THAT WILL NEED TWO (2) SIX FEET (6') TILES TO FIX THIS.  RICK ALSO REPORTED THAT THE NEW PART IS STARTING TO RUST ALREADY.


     RICK ALSO REPORTED THAT THE COUNTY IS GOING TO BE TAKING RESPONSIBILITY FOR SIDEWALKS WHICH WOULD BE THE SIDEWALKS ALONG HARRISON STREET.


     CHAIRMAN OF THE POLICE AND LIQUOR COMMITTEE, TRUSTEE DAVID RATHKE REPORTED THAT THE ACTIVITY REPORT FOR THE MONTH OF FEBRUARY, 2015 IS IN YOUR FOLDERS.


     POLICE CHIEF MICHAEL SCOTT REPORTED THAT THE SCHOOL WANTS TO PUT SOME YELLOW FLASHING LIGHTS ON THE SCHOOL ZONE SIGNS TO ALERT DRIVERS.  SCHOOL REPRESENTATIVE KATHY WEBER WAS AT THE MEETING AND REPORTED THAT THE COUNTY IS WILLING TO INSTALL AND MAINTAIN EVERYTHING IF THE SCHOOL WILL BUY THE LIGHTS.  KATHY IS WONDERING IF THE VILLAGE OF COLFAX WOULKD BE WIKLLING TO PAY FOR PART OF THE LIGHTS.


      MIKE REPORTED THAT THERE SEEMS TO BE MORE OF AN ISSUE IN THE AFTERNOONS THAN IN THE MORNINGS.  MIKE WILL LOOK AT THE DIFFERENT OPTIONS AND CHECK IT OUT.


     MIKE REPORTED THAT HE HAS BEEN WORKING WITH TOM ON THE PROPERTY AT 112 E MAIN.  MIKE STATED THAT HE HAS PUT EVERYTHING UP-TO-DATE INTO A POLICE REPORT.  MIKE STATED THAT BRIAN BECKER IS GOING TO PUT HIM UP IN HIS BUCKET AND TAKE PICTURES OF THE ROOF.  THEY WILL PROCEED ON GOING TO COURT AND GETTING AN ADMINISTRATIVE WARRANT TO GET INTO THE BUILDING.


      MIKE STATED THAT HE CONTACTED HARLEY DANIELS ABOUT THE OLD HARDWARE STORE BUILDING.  HE IS GOING TO GET OUT HERE AND GET THE SIDEWALK IN THE FRONT CLEANED UP AND THE DUMPSTER MOVED.


     TRUSTEE CAROL STEPHENSON MADE A MOTION TO APPROVE ORDINANCE 2015-1 AS PRESENTED.  TRUSTEE RICK VANCE SECONDED THE MOTION.  VOTE:  RICK VANCE - AYE; DAVID RATHKE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - ABSENT; KELLY GRADERT - AYE; MOTION CARRIED.


     MAYOR RIC ONKEN ASKED THE BOARD TO THINK ABOUT HIRING SOMEONE TO HELP BRIAN AND TO BE TRAINSED TO TAKE OVER WHEN BRIAN RETIRES IN APPROXIMATELY SIX (6) YEARS.  RIC REPORTED IT TAKES THREE (3) YEARS OF BEING EMPLOYED BEFORE AN INDIVIDUAL CAN GET THEIR WATER LICENSE AND TWO (2) YEARS FOR SEWER LICENSE.


     TRUSTEE JASON PIERCE ASKED BRIAN IF A FULL TIME ASSITANT IS HIRED CAN YOU ALTERNATE THE SCHEDULING OF HOURS TO HOLD DOWN OVERTIME.  BRIAN STATED YES IT WOULD BE JUST ON THE WEEKENDS.


     RIC ONKEN REPORTED TO THE BOARD THAT THE VILLAGE HAS BEEN APPROACHED BY DAVE DODSON REGARDING THE GROCERY STORE.  DAVE IS TRYING TO KEEP THE STORE GOING UNTIL IT CAN BE SOLD.  THE OWNERS THOUGHT IT HAD BEEN SOLD AND THE BUYERS BACKED OUT.  DAVE WOULD LIKE TO SEE IT STAY OPEN UNTIL SOMEONE BUYS IT BUT KNOWS ANY HELPD WOUL NOT BE A LONG TERM THING.
