��������� The regular monthly meeting of the Village Board of Colfax was called to order at 7:00 p.m. on Monday, June 1, 2009 by Mayor Ricardo Onken.

��������� Chairman of the Street and Lights Committee, Trustee Carol Stephenson reported that Village Engineer Ed Duran was here to report on the 4:00 p.m. Sealed Bid Opening for 2009-10 Motor Fuel Tax Projects.

��������� Village Engineer Ed Duran reported that there was only one Motor Fuel Tax Seal Coat sealed bid for the 4:00 p.m. opening.� The bid was from AMZ Road Repair, Rick Carden, owner from Anchor, Illinois.�

��������� The estimate submitted for Seal Coat was 1500 gallons @ $5.00 per ��������� gallon or $7,500.00.� The Seal Coat bid from AMZ was:

��������� ��������� 1500 gallons @ $7.00 per gallon��������� $10,500.00
��������� ��������� Village of Colfax will be furnishing the road chips.
��������� ��������� Seventeen percent (17%) over estimation.

��������� The estimate submitted for Slurry Seal Coat was 1,500 gallons @ ��������� $4.50 per gallon or $6,750.00.� The Slurry Seal Coat bid from AMZ was:

��������� No other bids were received - Ed reported this is a fifty percent (50%) increase because of gas & oil prices.

��������� Trustee Rick Wagoner made a motion to award the 2009-10 Motor Fuel Tax bid to AMZ Road Repair of Anchor Illinois for the Seal Coat and Slurry Seal Coat.� Trustee Donna Poppe seconded the motion.� Vote:� Donna Poppe - Aye; David Rathke - Aye; Bruce Green - Aye; Carol Stephenson - Aye; Lonnie Meiner - Aye; Rick Wagoner - Aye; Motion carried.

��������� Trustee Donna Poppe, Chairman of the Finance and Audit Committee, reported on the Career Link jobs for the summer work program for students.� Hopefully the Village of Colfax will get three students to help out for the summer - one for Nancy's office and two for helping in the Village.� The labor is free to the Village of Colfax - the State pays them $8.50 per hour.
Nancy gave an update on the Career Link people on the starting date.

��������� Donna reported that the Auditor will be here on July 6th and 7th.

��������� Donna reported that nothing has been paid toward the loan at the Bank due to the Insurance payment and upcoming Backhoe payment and Mug-A-Bug payment.��

��������� Trustee Bruce Green, Chairman of the Police and Liquor Committee, gave the monthly report for May for the Police Department.� Bruce reported that Justin Donovan resigned as of May 4, 2009.� Bruce reported that the Committee advised Mike to see about filling the position.

��������� Mike reported that he had just received notice that the Village did not receive the car grant.� There was $8.3 billion in grant requests.
�
��������� Chairman of the Water and Sewer Committee, Trustee Lonnie Meiner reported on the new Water Meter Reading System.� This new system is compatible with the present UB Pro Billing System that the Village has.� This will be a mini hand-held computer which automatically reads meters.
�
��������� Lonnie reported that Nancy had received information on another stimulus package.� This is more for smaller communities - under 50,000 people so that large cities cannot apply for this.� Will be submitting the Sewer Project again and for the new Water Meter Project.� This new application has to be in Springfield by June 5th.
�
��������� On the agenda under Old Business was the 2009-2010 Budget Appropriation Ordinance.� Lonnie asked Nancy if she had changed anything.� She explained that the City of Pontiac raised their testing rates from $54.00 per month to $70.00 per month and the Garbage Contract amount was lowered.

��������� Under New Business Village Attorney Tom Shields asked Village Clerk Nancy Kiper to put on the agenda about Prevailing Wage.� In the absence of� Village Attorney table until next month.

��������� There was talk about the empty lot on Main Street.� There was discussion about putting up a fence; what materials to use on this fence; and where to get the materials from.�
�
��������� Mayor Ric Onken stated he would like to pass the new Building Code at the July, 2009 meeting.� He would like to have a Building Committee meeting to finalize every before it's approved.
�
��������� Some of the jobs for the summer laborers would be painting the signs uptown; clean garbage out of ditches, pulling weeds.� Ric stated that there were some Mitsubishi Managers in Colfax and they were impressed with how clean the town was and with the buildings.
