THE REGULAR MONTHLY MEETING OF THE VILLAGE BOARD OF COLFAX WAS CALLED TO ORDER ON MONDAY EVENING, JANUARY 5, 2015 AT 7:00 P.M. NY MAYOR RICARDO ONKEN.
TRUSTEES PRESENT WERE:
JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - AYE;
TRUSTEES DAVID RATHKE, RICK VANCE, AND KELLY GRADERT WERE ABSENT.
ALSO PRESENT WERE VILLAGE TREASURER LINDA HANSON; SUPERINTENDENT BRIAN HEREFORD; AND POLICE CHIEF MICHAEL SCOTT.
VILLAGE TREASURER LINDA HANSON GAVE THE TREASURER'S REPORT FOR THE MONTH OF DECEMBER, 2014.

TRUSTEE JASON PIERCE MADE A MOTION TO PAY THE BILLS AS PRESENTED. TRUSTEE LONNIE MEINER SECONDED THE MOTION. VOTE: MAYOR RICARDO ONKEN - AYE; RICK VANCE - ABSENT; DAVID RATHKE - ABSENT; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - AYE; KELLY GRADERT - ABSENT; MOTION CARRIED.
TRUSTEE JASON PIERCE REPORTED ON THE FINANCE COMMITTEE MEETING HELD AT 6:30 P.M. ON MONDAY, JANUARY 5, 2015 PRIOR TO THE BOARD MEETING. SINCE THERE IS NO QUORUM AND JASON WANTS TO DISCUSS IN CLOSED SESSION WILL HOLD OFF ON REPORT.
JASON REPORTED THAT WHEN MIKE STARTED WORKING FOR THE VILLAGE PART OF HIS PACKAGE INCLUDED TAKING A SQUAD CAR HOME. WHEN THE ECONOMY DROPPED MIKE VOLUNTARILY OFFERED TO STOP DOING THAT AND DRIVE HIS OWN VEHICLE. MIKE RECEIVED AN E-MAIL THIS WEEK FROM McLEAN COUNTY SHERIFF STATING THAT THEY ARE SHORT ON COUNTY DEPUTIES AND WILL NOT BE COMING TO COLFAX UNLESS IT IS AN EMERGENCY. MIKE STATED THAT UNLESS SOMEONE HAS A PROBLEM WITH IT HE WOULD ONCE AGAIN LIKE TO TAKE THE SQUAD CAR HOME. IF THERE IS A PROBLEM IN COLFAX AND THE COUNTY DOESN'T RESPOND HE CAN RESPOND FROM HOME WITH THE SQUAD CAR. JASON DOESN'T FEEL THAT THERE NEEDS TO BE A VOTE ON THIS ISSUE SINCE IT WAS PART OF MIKE'S PACKAGE AT THE BEGINNING. THE REMAINDER OF THE BOARD PRESENT AGREED.
TRUSTEE DAVID RATHKE, CHAIRMAN OF THE POLICE AND LIQUOR COMMITTEE, WAS ABSENT BUT MIKE GAVE A SHORT REPORT. MIKE REPORTED THAT THE ACTIVITY REPORT FROM THE COUNTY WASN'T AVAILABLE FOR THE MONTH OF DECEMBER, 2014.
MIKE AGAIN REPORTED ON THE EMAIL HE RECEIVED FROM THE MCLEAN COUNTY SHERIFF.
TRUSTEE LONNIE MEINER ASKED IF ANYONE IS ON CALL DURING THE OFF DUTY HOURS IN COLFAX. MIKE REPORTED THAT IF AVAILABLE HE CAN CALL RITCH OR DAMON FOR AN EMERGENCY UNTIL HE CAN GET OUT HERE. THE OFF HOURS ARE THE GRAVEYARD HOURS DURING THE WEEK; SATURDAY DAYS; AND SUNDAY - EITHER DAYS OR NIGHTS WHICHEVER THE ON DUTY ROTATES.
MIKE GAVE A REPORT ON THE PROGRESS OF THE OLD HARDWARE STORE. MIKE REPORTED THAT HE SPOKE WITH HARLEY DANIELS. HE THOUGHT HE HAD THE BUILDING SOLD BUT THE DEAL FELL THROUGH - THERE WILL BE SOMEONE THERE TO FINISH THE ROOF.
TRUSTEE LONNIE MEINER, CHAIRMAN OF THE WATER AND SEWER COMMITTEE, HAD BRIAN HEREFORD REPORT ON THE NEW CHLORINATOR THAT HE WOULD LIKE TO PURCHASE FOR THE WATER DEPARTMENT. BRIAN REPORTED THAT THE PRICE IS $6,800.00 INSTALLED. BRIAN DIDN'T ORDER YET BECAUSE HE WANTS A BREAKDOWN OF WHAT HE IS BUYING.
BRIAN REPORTED THAT HE TESTED WELL #2 TODAY. HE WILL TEST IT AGAIN TOMORROW AND HOPEFULLY GOOD TO GO.
BRIAN REPORTED THAT HE CAN RUN EACH WELL SEPARATELY WITHOUT PUTTING THE WATER INTO THE TOWER AND CAN RUN TWO (2) WELLS AT THE SAME TIME.
BRIAN ASKED ABOUT THE TILE AT ALLIANCE GRAIN THAT AMEREN BROKE BY PUTTING A POLE THRU IT. IS WONDERING IF IT IS AMEREN'S RESPONSIBILITY TO FIX THAT? ALSO BRIAN REPORTED THAT DENNIS FARNEY, MANAGER OF ALLIANCE GRAIN IN COLFAX SAYS THERE IS A SHUT OFF LEAKING INTO THE PIT UP AT THE ELEVATOR. BRIAN SAID IT IS WHERE THE OLD OFFICE USED TO BE. BRIAN SAID THE WHOLE AREA WOULD HAVE TO BE DUG UP AND IS WONDERING IF THAT IS OUR RESPONSIBILITY TO FIX. BRIAN STATED WE ARE NOT LOSING THAT MUCH WATER SO WONDERING IF IT IS A WATER LEAK OR SOMETHING ELSE IS CAUSING THE PROBLEM.
MAYOR RIC ONKEN STATED THAT THE STRUCTURAL ENGINEER THAT ANDREWS ENGINEERING RECOMMENDED IS FROM ESCA ENGINEERING AT THE COST OF $104.00 PER HOUR PLUS FIFTY (50) CENTS PER MILE. THE MAYOR WOULD LIKE TO VOTE ON THIS BEFORE THE FEBRUARY MEETING.
SINCE THERE CAN BE NO ACTION TAKEN ON ANY OF THE BUSINESS THE BOARD MEETING WILL BE CONTINUED UNTIL MONDAY EVENING, JANUARY 12, 2015 AT 7:00 P.M.

TRUSTEE JASON PIERCE MADE A MOTION TO DISPENSE WITH THE READING OF THE MINUTES AND APPROVE AS PRESENTED. TRUSTEE LONNIE MEINER SECONDED THE MOTION. VOTE: RICK VANCE - ABSENT; DAVID RATHKE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - AYE; KELLY GRADERT - AYE; MOTION CARRIED.
THE ONLY ADDITION TONIGHT TO THE COMMITTEE REPORTS WAS ON THE WATER AND SEWER COMMITTEE.
BRIAN HEREFORD REPORTED THAT HE DID A WATER AUDIT FOR LAST MONTH'S PUMPED USAGE AND BILLED AMOUNTS. BRIAN REPORTED THAT THE VILLAGE HAS ONLY A TWO PERCENT (2%) LOSS FOR THE ENTIRE MONTH - THE EPA WANTS TOWNS TO GET THEIR LOSS DOWN TO TEN PERCENT (10%).
TRUSTEE LONNIE MEINER, CHAIRMAN OF THE WATER AND SEWER COMMITTEE, THANKED BRIAN FOR THE REPORT AND STATED THAT THEY HAVE NEVER HAD THAT REPORT BEFORE.
THE FIRST ITEM UNDER OLD BUSINESS, MAYOR RICARDO ONKEN REPORTED THAT HE SPOKE WITH ESCA CONSULTANTS REGARDING A STRUCTURAL ENGINEER. THEY CHARGE $104.00 PER HOUR AND FIFTY (50) CENTS PER MILE. RIC STATED THEY COULD NOT GIVE AN ESTIMATED TIME OF HOW LONG IT WOULD TAKE UNTIL THEY GET INSIDE THE BUILDING. RIC REPORTED TO THE BOARD THAT THIS NEEDS TO BE DONE IN ORDER FOR THE VILLAGE TO PROCEED WITH THE NEXT STEP AND FOR VILLAGE ATTORNEY TOM SHIELDS TO TAKE THE OWNER TO COURT.
TRUSTEE JASON PIERCE MADE A MOTION TO HIRE ESCA CONSULTANTS AT $104.00 PER HOUR AND FIFTY (50) CENTS PER MILE TO INSPECT THE PROPERTY AT 112 & 114 EAST MAIN STREET. TRUSTEE CAROL STEPHENSON SECONDED THE MOTION. VOTE: RICK VANCE - ABSENT; DAVID RATHKE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - AYE; KELLY GRADERT - AYE; MOTION CARRIED.
NEXT ON THE AGENDA WAS THE CODIFICATION OF THE MUNICIPAL CODE. VILLAGE CLERK NANCY KIPER RECEIVED A QUOTE FROM MUNICODE FOR CODIFYING THE VILLAGE ORDINANCE BOOK. THE QUOTE WAS FOR OVER $13,000.00. VILLAGE ATTORNEY TOM SHIELDS TOLD THE BOARD THAT VILLAGE CLERK NANCY KIPER COULD DO THIS FOR A LOT LESS MONEY. THE MAYOR WANTS NANCY TO GIVE THE BOARD A PRICE AT NEXT MONTH'S MEETING ON WHAT IS WOULD COST FOR HER TO DO THIS.
NEXT ON THE AGENDA WAS IF THE BOARD WANTED TO DONATE TO SHOW BUS. ALL OF THE TRUSTEES AGREED THAT THIS A VERY GOOD SERVICE TOT HE SENIOR CITIZENS OF COLFAX. LAST YEAR THE VILLAGE DONATED $250.00.

TRUSTEE JASON PIERCE MADE A MOTION TO APPOINT BRIAN HEREFORD AS PERMANENT FULL TIME PUBLIC WORKS EMPLOYEE AT A RATE OF $20.00 PER HOUR. TRUSTEE CAROL STEPHENSON SECONDED THE MOTION. VOTE: RICK VANCE - ABSENT; DAVID RATHKE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - AYE; KELLY GRADERT - AYE; MOTION CARRIED.
MAYOR RIC ONKEN EXPLAINED THE NEW SUPERINTENDENT OF PUBLIC WORKS JOB DESCRIPTION TO BRIAN AND TOLD HIM AS SOON AS HE GETS HIS SEWER LICENSE THEY WILL MAKE HIM SUPERINTENDENT OF SEWER AND THEN WHEN HE GETS HIS WATER LICENSE WILL BE SUPERINTENDENT OF BOTH WATER AND SEWER.
TRUSTEE CAROL STEPHENSON SAID SHE WAS APPROACHED BY A RESIDENT IN SUNSET SUBDIVISION ABOUT WHY IT TOOK SO LONG TO PLOW THEIR STREETS. BRIAN EXPLAINED THAT HE DOES MAIN STREET FIRST BECAUSE IF YOU DON'T THEN THERE ARE WAY TO MANY CARS ON IT. HE STATED THAT HE KNOWS SCHOOL IS PRIORITY AND WILL GET IT OPENED EARLIER. THEY STARTED ON THE NORTH END OF TOWN BECAUSE THE AREA AT CEILO VIEW AND COOPER WERE DRIFTED IN TOTALLY. HE WILL TRY TO GET THE AREA AROUND THE SCHOOL OPENED EARLIER.

NEXT ON THE AGENDA WAS THE CODIFICATION OF THE MUNICIPAL CODE. VILLAGE CLERK NANCY KIPER RECEIVED A QUOTE FROM MUNICODE FOR CODIFYING THE VILLAGE ORDINANCE BOOK. THE QUOTE WAS FOR OVER $13,000.00. VILLAGE ATTORNEY TOM SHIELDS TOLD THE BOARD THAT VILLAGE CLERK NANCY KIPER COULD DO THIS FOR A LOT LESS MONEY. THE MAYOR WANTS NANCY TO GIVE THE BOARD A PRICE AT NEXT MONTH'S MEETING ON WHAT IS WOULD COST FOR HER TO DO THIS.
NEXT ON THE AGENDA WAS IF THE BOARD WANTED TO DONATE TO SHOW BUS. ALL OF THE TRUSTEES AGREED THAT THIS A VERY GOOD SERVICE TOT HE SENIOR CITIZENS OF COLFAX. LAST YEAR THE VILLAGE DONATED $250.00.

MAYOR RIC ONKEN EXPLAINED THE NEW SUPERINTENDENT OF PUBLIC WORKS JOB DESCRIPTION TO BRIAN AND TOLD HIM AS SOON AS HE GETS HIS SEWER LICENSE THEY WILL MAKE HIM SUPERINTENDENT OF SEWER AND THEN WHEN HE GETS HIS WATER LICENSE WILL BE SUPERINTENDENT OF BOTH WATER AND SEWER.
TRUSTEE CAROL STEPHENSON SAID SHE WAS APPROACHED BY A RESIDENT IN SUNSET SUBDIVISION ABOUT WHY IT TOOK SO LONG TO PLOW THEIR STREETS. BRIAN EXPLAINED THAT HE DOES MAIN STREET FIRST BECAUSE IF YOU DON'T THEN THERE ARE WAY TO MANY CARS ON IT. HE STATED THAT HE KNOWS SCHOOL IS PRIORITY AND WILL GET IT OPENED EARLIER. THEY STARTED ON THE NORTH END OF TOWN BECAUSE THE AREA AT CEILO VIEW AND COOPER WERE DRIFTED IN TOTALLY. HE WILL TRY TO GET THE AREA AROUND THE SCHOOL OPENED EARLIER.
