THE REGULAR MONTHLY MEETING OF THE VILLAGE BOARD OF COLFAX WAS CALLED TO ORDER ON MONDAY, DECEMBER 1, 2014 AT 7:00 P.M. BY MAYOR RICARDO ONKEN.

TRUSTEES PRESENT WERE:
RICK VANCE - AYE; DAVID RATHKE - AYE; JASON PIERCE - AYE;
CAROL STEPHENSON - AYE; LONNIE MEINER - AYE; KELLY GRADERT - AYE

ALSO PRESENT WERE VILLAGE TREASURER LINDA HANSON; PUBLIC WORKS BRIAN HEREFORD AND POLICE CHIEF MICHAEL SCOTT.

TRUSTEE RICK VANCE MADE A MOTION TO DISPENSE WITH THE READING OF THE MINUTES AND APPROVE AS PRESENTED. TRUSTEE KELLY GRADERT SECONDED THE MOTION. VOTE: RICK VANCE - AYE; DAVID RATHKE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - AYE; KELLY GRADERT - AYE; MOTION CARRIED.

VILLAGE TREASURER LINDA HANSON GAVE THE TREASURER'S REPORT FOR THE MONTH OF NOVEMBER, 2014.
BEGINNING BALANCE AS OF 11/01/2014 $272,243.40
ENDING BALANCE AS OF 11/30/2014 $236,532.85
DECREASE FOR NOVEMBER, 2014 ($ 35,710.55)

TRUSTEE CAROL STEPHENSON MADE A MOTION TO PAY THE BILLS AS PRESENTED. TRUSTEE LONNIE MEINER SECONDED THE MOTION. VOTE: RICK VANCE - AYE; DAVID RATHKE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - AYE; KELLY GRADERT - AYE; MOTION CARRIED.

TRUSTEE JASON PIERCE, CHAIRMAN OF THE FINANCE AND AUDIT COMMITTEE, HAD NOTHING TO REPORT AT THIS TIME.

TRUSTEE DAVID RATHKE, CHAIRMAN OF THE POLICE AND LIQUOR COMMITTEE, REPORTED THAT THE ACTIVITY REPORT FOR THE MONTH OF NOVEMBER, 2014 IS IN YOUR FOLDERS.

POLICE CHIEF MICHAEL SCOTT REPORTED THAT HE RECEIVED A REJECTION LETTER FROM IDOT FOR THE SIDEWALK GRANT. BASICALLY THERE WERE 171 APPLICATIONS TOTALING $21 MILLION. MIKE STATED HE NOTICED CHENOA GOT ONE SO MIKE WILL CHECK AND SEE WHAT THEIR TRICK WAS.

MIKE REPORTED THAT HAD OUR DRILL AT SCHOOL AND ALL WENT WELL. YOU CAN TALK ABOUT POLICIES ALL DAY BUT UNTIL YOU ACTUALLY GO THRU THE DRILL.

MIKE REPORTED THAT RIDGEVIEW SCHOOL WOULD LIKE TO SEND HIM ALONG WITH ONE EMPLOYEE FROM SCHOOL TO THE ALICE (ALERT, LOCKDOWN, INFORM, COUNTER, EVACUATION) TRAINING IN CHAMPAIGN. THIS IS TWO (2) DAYS OF TRAINING AND IS HELD AT THE CHAMPAIGN POLICE DEPARTMENT. THE SCHOOL HAS REGISTERED MIKE FOR THIS AND IS PAYING FOR THE TRAINING WHICH IS $600.00 PER PERSON BUT MIKE IS WONDERING IF THE VILLAGE WOULD BE WILLING TO PAY HALF OF HIS TRAINING COST. MIKE REPORTED THAT WHEN TRAINING IS COMPLETED HE WILL BE A TRAINED INSTRUCTOR.

MIKE ALSO REPORTED THAT THE NEW LIGHT BAR IS INSTALLED AND THAT WHEN RANDY ZIELSDORF WAS CHECKING THE SQUAD CAR OUT HE REPORTED THAT THE ENTIRE CAR WAS WIRED WRONG AND THAT IS WHY KEEP BLOWING FUSES. RANDY SPENT AN ENTIRE DAY REWIRING THE SQUAD CAR AND WANTED NO MONETARY COMPENSATION FOR THIS. MIKE IS WONDERING IF THE VILLAGE SHOULDN'T GIVE HIM SOMETHING FOR ALL OF THIS TIME SPENT DOING THIS.

TRUSTEE LONNIE MEINER, CHAIRMAN OF THE WATER AND SEWER COMMITTEE, REPORTED THAT BRIAN HAS LEARNED A LOT ABOUT THE WATER TREATMENT. BRIAN REPORTED ON THE QUOTES THAT HE RECEIVED REGARDING A NEW CHLORINATOR FOR THE WATER PLANT. BRIAN EXPLAINED THE DIFFERENCES IN THE OPTIONS THAT WERE PRESENTED. BASICALLY, THE VILLAGE CAN FIX THE SYSTEM THAT WE HAVE FOR $4,000 OR CAN REPLACE THE ENTIRE SYSTEM FOR AROUND $9,000. BRIAN ALSO REPORTED ON THE QUOTE FOR THE RE-OX SYSTEM.

LONNIE WANTS TO CHECK WITH ANDREWS ENGINEERING REGARDING THIS. BRIAN HAS QUESTIONS REGARDING HOW THIS SYSTEM WAS ORIGINALLY SET UP. LONNIE REPORTED FROM BRIAN TESTING THE IRON IS WAY DOWN AND USING A LOT LESS WATER NOW. LONNIE STATED WENT THRU THE PATH OF RE-OX BEFORE. THE BOARD ASKED WHY QUIT USING IT. BRIAN STATES IT IS BASICALLY TO CLEAN OUT THE LINES.

BRIAN STATED THAT HE HAS NO WAY O TELLING HOW MUCH CHLORINE IS BEING PUT INTO THE SYSTEM. BRIAN ISN'T SURE IF THE VILLAGE WILL HAVE TO HAVE A NEW PERMIT OR NOT.

TRUSTEE JASON PIERCE ASKED IF $9,000 WOULD COVER THE OPTION THAT YOU WANT TO FIX THIS. BRIAN STATED THAT THIS DOESN'T INCLUDE THE PVC PIPE AND FITTINGS THAT HE WOULD DO HIMSELF BUT THAT WOULDN'T BE THAT MUCH.

THE FIRST ITEM UNDER OLD BUSINESS WAS THE QUOTE PRESENTED TO THE BOARD BY BRIAN HEREFORD FOR A NEW CHLORINATION SYSTEM AT THE WATER DEPARTMENT. BRIAN EXPLAINED TO THE BOARD WHY THE VILLAGE NEEDS THIS SYSTEM FOR THE WATER. BRIAN SUGGESTED THAT HE WILL CHANGE THE CHLORINE TANKS AT NINETY (90) POUNDS SO HE WILL NEVER RUN OUT OF CHLORINE.

TRUSTEE LONNIE MEINER MADE A MOTION THAT WITH THE APPROVAL OF ANDREWS ENGINEERING TO PURCHASE OPTION #3 FROM WATER SOLUTIONS UNLIMITED FOR UP TO $10,000/00 FOR A CHLORINATION SYSTEM. TRUSTEE KELLY GRADERT SECONDED THE MOTION. VOTE: RICK VANCE - AYE; DAVID RATHKE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - AYE; KELLY GRADERT - AYE; MOTION CARRIED.

TRUSTEE RICK VANCE, CHAIRMAN OF THE STREETS AND LIGHTS COMMITTEE, REPORTED THAT HE SPOKE WITH CURT MEINER ABOUT THE GROVE STREET RAILROAD CROSSING. CURT REPORTED HE HAS A MEETING WITH THE RAILROAD REGARDING THAT AND HE WILL GET BACK TO HIM.

RICK SAYS THAT HE HAS WANTED TO HAVE SOUTH HARRISON STREET BY THE SCHOOL MARKED FOR ONE TO ONE AND ONE-HALF YEARS TO SEE WHERE ALL OF THE UTILITIES ARE UNDER THAT STREET. RICK ASKED BRIAN TO DO THIS LAST MONTH - IT IS DONE! RICK SAID THEY SAID THE OTHER SIDE IS WORSE. VILLAGE CLERK NANCY KIPER REPORTED THAT THE JULIE LOCATOR PERSON SAID THAT THE VILLAGE NEEDS TO CALL AND ASK FOR A DESIGN ON THIS STREET THAT IT WOULD SHOW EVERYTHING. NANCY REPORTED CALLING AND THEY SAID CAN'T GET A DESIGN BECAUSE YOU HAVE ALREADY HAD IT JULIE'D. BASICALLY, THEY SAID IF YOU DIG IT BY HAND YOU SHOULDN'T HIT ANYTHING.

RIC ASKED BRIAN IF HE KNOWS WHERE THE SHUT OFF IS IF NEEDED. BRIAN SAID THERE IS ONE ON RIVERVIEW AND SCHOOL AND PROBABLY ONE ON EUCLID. RICK VANCE SAID WAS VERY HAPPY WITH BRIAN BEING RIGHT TOP OF THIS.

THE NEXT ITEM WAS TO APPROVE THE TAX LEVY FOR THE FISCAL YEAR 2014-15 FOR THE VILLAGE OF COLFAX.

TRUSTEE RICK VANCE MADE A MOTION TO APPROVE THE 2014-15 TAX LEVY. TRUSTEE LONNIE MEINER SECONDED THE MOTION. VOTE: RICK VANCE - AYE; DAVID RATHKE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - AYE; KELLY GRADERT - AYE; MOTION CARRIED.

RIC CALLED HEYWORTH ABOUT THE STRUCTURAL ENGINEER BUT THEIR ENGINEER ISN'T A STRUCTURAL ENGINEER. HE CALLED ANDREWS ENGINEERING AND THEY REFERRED HIM TO A FIRM IN CHAMPAIGN BUT THE GUY HASN'T CALLED BACK YET. RIC WILL CALL HIM BACK THIS WEEK.

THE FIRST ITEM UNDER NEW BUSINESS WAS FOR THE VILLAGE TO PAY HALF OF THE ALICE TRAINING FOR MICHAEL SCOTT.

TRUSTEE KELLY GRADERT MADE A MOTION TO PAY RIDGEVIEW SCHOOL $300.00 TOWARD ALICE TRAINING FOR MICHAEL SCOTT. TRUSTEE CAROL STEPHENSON SECONDED THE MOTION. VOTE: RICK VANCE - AYE; DAVID RATHKE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - AYE; KELLY GRADERT - AYE; MOTION CARRIED.

JASON PIERCE ADDRESSED THE BOARD REGARDING COMPENSATION FOR RANDY ZIELSDORF WITH A GIFT CARD FROM CASEY'S.

TRUSTEE JASON PIERCE MADE A MOTION TO PURCHASE A $100.00 GIFT CARD FOR RANDY ZIELSDORF. TRUSTEE CAROL STEPHENSON SECONDED THE MOTION. VOTE: RICK VANCE - AYE; DAVID RATHKE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - AYE; KELLY GRADERT - AYE; MOTION CARRIED.

TRUSTEE RICK VANCE MADE A MOTION TO GO INTO CLOSED SESSION TO CONSIDER THE APPOINTMENT, EMPLOYMENT, COMPENSATION, DISCIPLINE, PERFORMANCE, OR DISMISSAL OF THE VILLAGE OF COLFAX EMPLOYEES. TRUSTEE CAROL STEPHENSON SECONDED THE MOTION. VOTE: RICK VANCE - AYE; DAVID RATHKE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - AYE; KELLY GRADERT - AYE; MOTION CARRIED.
