OCTOBER BOARD MEETING MINUTES | Wednesday, November 26, 2014
THE REGULAR MONTHLY MEETING OF THE VILLAGE BOARD OF COLFAX WAS CALLED TO ORDER AT 7:00 P.M. ON MONDAY EVENING, OCTOBER 6, 2014 BY MAYOR RICARDO ONKEN.
TRUSTEES PRESENT WERE: RICK VANCE - AYE; DAVID RATHKE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; KELLY GRADERT - AYE;
TRUSTEE LONNIE MEINER WAS ABSENT.
ALSO PRESENT WERE VILLAGE ATTORNEY TOM SHIELDS AND PUBLIC WORKS BRIAN HEREFORD.
TRUSTEE KELLY GRADERT MADE A MOTION TO DISPENSE WITH THE READING OF THE MINUTES AND APPROVE AS PRESENTED. TRUSTEE CAROL STEPHENSON SECONDED THE MOTION. VILLAGE TREASURER LINDA HANSON WAS ABSENT BUT THE TREASURER'S REPORT FOR THE MONTH OF SEPTEMBER, 2014 WAS IN THE TRUSTEE'S FOLDERS.
BEGINNING BALANCE AS OF SEPTEMBER 1, 2014 $230,265.99
ENDING BALANCE AS OF SEPTEMBER 30, 2014 $256,235.80
INCREASE IN INCOME FOR SEPTEMBER, 2014 $ 25,869.81
VILLAGE CLERK NANCY KIPER REPORTED THAT THE ELECTRIC PUMP BILL WAS FROM THE PUMP THAT GOT HIT BY LIGHTING AT THE SEWER PLANT. ALL OF THAT HAS BEEN TURNED INTO INSURANCE.
TRUSTEE DAVID RATHKE MADE A MOTION TO PAY THE BILLS AS PRESENTED. TRUSTEE RICK VANCE SECONDED THE MOTION. VOTE: RICK VANCE - AYE; DAVID RATHKE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - ABSENT; KELLY GRADERT - AYE; MOTION CARRIED.
TRUSTEE JASON PIERCE, CHAIRMAN OF THE FINANCE AND AUDIT COMMITTEE, REPORTED THAT HE FOUND OTHER RETIREMENT OPTIONS BUT THE MOST COST EFFECTIVE ONE WOULD BE THE SEP IRA WHICH IS PAID TOTALLY BY THE EMPLOYER VS THE OTHER RETIREMENT PACKAGE WHICH THE EMPLOYEE CONTRIBUTES TO ALSO. THE CONTRIBUTION CAN GET PRETTY HIGH. THE ONLY THING IS THAT A NEW EMPLOYEE HAS TO WORK FOR THREE (3) YEARS BEFORE THEY CAN JOIN. THE SIMPLE IRA THAT WE HAVE NOW THE ADMINISTRATIVE COST IS VERY LOW. DON'T KNOW IF THIS IS THE WAY THE VILLAGE SHOULD BE GOING ESPECIALLY WITH THE THREE (3) YEARS STIPULATION. SINCE JUST STARTED THE SIMPLE IRA LAST YEAR DON'T KNOW IF THERE IS ANYWHERE TO GO AT THIS POINT.
TRUSTEE DAVID RATHKE, CHAIRMAN OF THE POLICE AND LIQUOR COMMITTEE, REPORTED THAT THE ACTIVITY REPORT FOR THE COLFAX POLICE DEPARTMENT IS IN YOUR FOLDERS.
POLICE CHIEF MIKE SCOTT REPORTED THAT THE GRANT MONEY FROM THE CRIME DETECTION NETWORK CAME THRU AND BECAUSE WHEN THE INSTALLER CAME BY HE DETERMINED THAT THE VILLAGE DIDN'T NEED AS MANY CAMERAS AS ORIGINALLY THOUGHT SO IT WILL BE $500.00 CHEAPER. MIKE HAS ASKED THE CRIME DETECTION PERSONNEL IF THE VILLAGE COULD USE THE $500.00 TO PURCHASE A SECURED CABINET TO PUT THE DVR IN. HE HAS NOT HEARD BACK ABOUT THIS YET. THEY SHOULD BE INSTALLING CAMERAS IN A COUPLE WEEKS OR SO.
MIKE REPORTED SENDING OUT THREE (3) PROPERTY LETTERS TO RESIDENTS. HE REPORTED GOOD RESULTS FROM THESE THREE (3) THAT WERE SENT OUT.
MIKE STATED THAT HE CONTACTED IDOT AND VOICED A CONCERN REGARDING THE INTERSECTION OF ROUTE 165 AND HARRISON STREET. MIKE SAID THAT THEY CAME OUT AND LOOKED AT THE INTERSECTION FOR ITS DANGERS AND THEY ARE LOOKING AT THREE DIFFERENT OPTIONS. MIKE STATED THAT THEIR DATA DIDN'T SUPPORT LOWERING THE SPEED LIMIT ALONG THIS STRETCH OF ROUTE 165. ANOTHER OPTION WAS FOR THEM TO TRIM THE EVERGREEN TREES ON THE JOHNSON PROPERTY. IDOT ALSO STATED THEY WILL PUT UP SIGNS BOTH FROM THE NORTH AND FROM THE SOUTH ON HARRISON STREET STATING THE "CROSSROAD TRAFFIC DOES NOT STOP".
THERE WAS ALSO DISCUSSION REGARDING THE GARAGE ON THE WEST CORNER PROPERTY AT HARRISON AND ROUTE 165.
TRUSTEE LONNIE MEINER, CHAIRMAN OF THE WATER AND SEWER COMMITTEE, WAS ABSENT. BRIAN HEREFORD REPORTED THAT DAVE WOULD LIKE TO HOOK THE RE-OX BACK UP AND THAT THEY ARE PUTTING THE PHOSPHATE BACK IN THE WATER.
BRIAN ALSO REPORTED THAT LONNIE SAID SOMETHING ABOUT DOING THE CONCRETE WORK AROUND THE PERIMETER AT THE SEWER PLANT NEXT YEAR. THE LAGOON IS ERODING QUITE A LOT.
TRUSTEE RICK VANCE, CHAIRMAN OF THE STREETS AND LIGHTS COMMITTEE, HAD BRIAN REPORT ON THE CONCRETE WORK DONE. BRIAN HEREFORD REPORTED THAT THE CONCRETE HAS BEEN POURED AT THE SALT SHED. BRIAN ALSO STATED THAT THE CONCRETE WAS POURED ON CENTER STREET WHERE THE VILLAGE HAD THAT WATER MAIN BREAK AND AT THE INTERSECTION OF WEST NORTH STREET AND CENTER STREET.
FIRST ITEM UNDER NEW BUSINESS WAS THE FINE ORDINANCE. VILLAGE ATTORNEY TOM SHIELDS REPORTED THAT HE COULDN'T FIND ANY ORDINANCES WHERE A FINE AMOUNT WAS SET IF YOU PAID WITHIN THIRTY (30) DAYS AND ANOTHER AMOUNT WAS SET IF THE ORDINANCE VIOLATION WENT TO COURT. TOM SUGGESTED THAT THE VILLAGE MAKE THE BOTTOM LINE FINE AT $75.00 AND THE MAXIMUM SET AT $750.00. TOM FEELS LIKE IF AN ORDINANCE VIOLATION ENDS UP IN COURT THE JUDGE WILL RUBBER STAMP THE WHOLE SYSTEM UNLESS THERE IS A PROBLEM. THESE FINES APPLY IN CASES WHERE THERE IS NOT AN ESTABLISHED FINE. TOM STATED THAT HE AND MIKE WILL HAVE A LOOK AT THE OTHER ORDINANCES AND REVIEW THOSE FINES TOO. TOM READ THE PROPOSED ORDINANCE AND THE PROPOSED CHANGE TO THE VILLAGE BOARD. TOM EXPLAINED THAT IF FINE IS TO HIGH PEOPLE WILL TRY TO FIGHT THAT.

MAYOR RICARDO ONKEN ASKED THE BOARD IF THEY WANTED TO CONTRIBUTE TO THE KOREY COOPER BENEFIT. RITCHIE COOPER HAS WORKED FOR THE VILLAGE FOR TWENTY (20) YEARS. VILLAGE ATTORNEY STATED THAT THE VILLAGE COULD CONTRIBUTE THROUGH ANOTHER CHARITABLE AGENCY.
TRUSTEE JASON PIERCE MADE A MOTION TO DONATE $500.00 TO COLFAX FIRE DEPARTMENT WITH THE RECOMMENDATION THAT IT IS TO BE USED FOR THE KOREY COOPER BENEFIT. TRUSTEE CAROL STEPHENSON SECONDED THE MOTION. VOTE: RICK VANCE - AYE; DAVID RATHKE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - ABSENT; KELLY GRADERT - AYE; MOTION CARRIED.
MAYOR RIC ONKEN GAVE AN UPDATE ON THE CULVERT WORK TO BE DONE ON GROVE STREET AT RITCHIE'S PAINTS. RIC STATED THAT HE HAS TALKED TO JIM BEITZ AND HAS THE COST DOWN TO $20,000 AND COULD BE CHEAPER BECAUSE OF THE COST OF THE CULVERT. DUE TO THE FACT THAT CENTER STREET IS CLOSED FOR HARVEST AND THE VILLAGE DID NOT WANT TWO STREETS CLOSED OFF AT THE SAME, THE VILLAGE IS GOING TO POSTPONE THIS WORK UNTIL SPRING.
THE MAYOR ASKED THE BOARD IF THEY HAD A CHANCE TO REVIEW THE JOB DESCRIPTION FOR PUBLIC WORKS AND IF ANYONE HAD ANY CHANGES. THIS WILL BE GIVEN TO VILLAGE ATTORNEY TOM SHIELDS TO MAKE AN ORDINANCE CHANGE.
THE MAYOR EXPLAINED TO THE BOARD THAT UNLESS THE VILLAGE CAN MEET WHAT HE HAS NOW IN BENEFITS THE VILLAGE WILL ONLY BE CONTRACTING WITH DAVID HINRICHSEN TO USE HIS WATER AND SEWER LICENSE - HE WILL NOT BE RE-EMPLOYED. RIC EXPLAINED THE CONTRACTS THAT CONTRACTED PERSONNEL HAVE TO SEND INTO THE EPA. RIC EXPLAINED THAT THESE ARE ON THE EPA WEBSITE. RIC STATED THAT RICHARD ALWOOD IS DONE AS OF YESTERDAY OCTOBER 5, 2014. HIRING DAVE GIVES US SOME TIME TO ALLOW BRIAN TO WORK TOWARD GETTING HIS LICENSES. BRIAN CANNOT TAKE THE WATER LICENSE TEST UNTIL HE HAS THREE (3) YEARS OF EXPERIENCE UNDER A LICENSED OPERATOR. BRIAN CAN TAKE THE SEWER LICENSE TEST AFTER ONE (1) YEAR OF EXPERIENCE.
TRUSTEE RICK VANCE MADE A MOTION TO APPROVE THE OPERATOR CONTRACTS FOR USING DAVID HINRICHSEN'S WATER AND SEWER LICENSES AT A COST OF $300.00 PER MONTH FOR WATER AND $300.00 PER MONTH FOR SEWER FROM OCTOBER 7, 2014 TO APRIL 30, 2015. TRUSTEE JASON PIERCE SECONDED THE MOTION. VOTE: RICK VANCE - AYE; DAVID RATHKE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON -AYE; LONNIE MEINER - ABSENT; KELLY GRADERT - AYE; MOTION CARRIED.
TRUSTEE CAROL STEPHENSON ASKED IF HARLEY DANIELS IS WORKING ON MICHAEL'S HARDWARE'S OLD BUILDING YET. POLICE CHIEF MIKE SCOTT STATED NOT THAT I KNOW OF YET - MIKE STATED THAT THE LAST TIME HE CONTACTED HIM HE WAS FINISHING UP ANOTHER JOB SITE BEFORE HE STARTED THIS ONE AND WAS HOPING TO START IN OCTOBER.
MAYOR RIC ONKEN STATED THAT BRANDON BAKER IS TO GET STARTED ON THE STREET LIGHTS ON MAIN STREET. BRIAN HEREFORD STATED THAT HE CAME AND LOOKED AT THEM AND IS FIGURING OUT THE BEST WAY TO FIX THEM. HE WILL BE DOING THE SOUTH SIDE OF THE STREET THIS YEAR AND WILL DO THE NORTH SIDE NEXT YEAR.
TRUSTEE JASON PIERCE ASKED ABOUT THE SIDEWALK ACROSS FROM THE SCHOOL. BRIAN SAID HE COULD TEAR THE SIDEWALK OUT AND PUT GRAVEL IN THERE.

RIC STATED THAT RICHARD ALWOOD IS DONE AS OF YESTERDAY OCTOBER 5, 2014. HIRING DAVE GIVES US SOME TIME TO ALLOW BRIAN TO WORK TOWARD GETTING HIS LICENSES. BRIAN CANNOT TAKE THE WATER LICENSE TEST UNTIL HE HAS THREE (3) YEARS OF EXPERIENCE UNDER A LICENSED OPERATOR. BRIAN CAN TAKE THE SEWER LICENSE TEST AFTER ONE (1) YEAR OF EXPERIENCE.
TRUSTEE RICK VANCE MADE A MOTION TO APPROVE THE OPERATOR CONTRACTS FOR USING DAVID HINRICHSEN'S WATER AND SEWER LICENSES AT A COST OF $300.00 PER MONTH FOR WATER AND $300.00 PER MONTH FOR SEWER FROM OCTOBER 7, 2014 TO APRIL 30, 2015. TRUSTEE CAROL STEPHENSON ASKED IF HARLEY DANIELS IS WORKING ON MICHAEL'S HARDWARE'S OLD BUILDING YET. POLICE CHIEF MIKE SCOTT STATED NOT THAT I KNOW OF YET - MIKE STATED THAT THE LAST TIME HE CONTACTED HIM HE WAS FINISHING UP ANOTHER JOB SITE BEFORE HE STARTED THIS ONE AND WAS HOPING TO START IN OCTOBER.
MAYOR RIC ONKEN STATED THAT BRANDON BAKER IS TO GET STARTED ON THE STREET LIGHTS ON MAIN STREET. BRIAN HEREFORD STATED THAT HE CAME AND LOOKED AT THEM AND IS FIGURING OUT THE BEST WAY TO FIX THEM. HE WILL BE DOING THE SOUTH SIDE OF THE STREET THIS YEAR AND WILL DO THE NORTH SIDE NEXT YEAR.
TRUSTEE JASON PIERCE ASKED ABOUT THE SIDEWALK ACROSS FROM THE SCHOOL. BRIAN SAID HE COULD TEAR THE SIDEWALK OUT AND PUT GRAVEL IN THERE.
