THE REGULAR MONTHLY MEETING OF THE VILLAGE BOARD OF COLFAX WAS CALLED TO ORDER ON TUESDAY EVENING, SEPTEMBER 2, 2014 AT 7:00 P.M. BY MAYOR RICARDO ONKEN.
TRUSTEES PRESENT WERE: RICK VANCE - AYE; DAVID RATHKE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - AYE; KELLY GRADERT - AYE.
ALSO PRESENT WERE: VILLAGE TREASURER LINDA HANSON; VILLAGE ATTORNEY TOM SHIELDS; PUBLIC WORKS EMPLOYEE BRIAN HEREFORD; POLICE CHIEF MICHAEL SCOTT.

TRUSTEE DAVID RATHKE MADE A MOTION TO PAY THE BILLS AS PRESENTED. TRUSTEE RICK VANCE SECONDED THE MOTION. VOTE: RICK VANCE - AYE; DAVID RATHKE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON -AYE; LONNIE MEINER - AYE; KELLY GRADERT - AYE; MOTION CARRIED.
HARLEY DANIEL WAS PRESENT TO ADDRESS THE BOARD REGARDING HIS PURCHASE OF 116 EAST MAIN STREET, COLFAX ILLINOIS. HARLEY REPORTED HE WILL BE STABILIZING THE BUILDING AND WILL BE PUTTING A ROOF ON THEN IS PLANNING TO MAKE A TWO BEDROOM APARTMENT IN THE UPSTAIRS OF THE BUILDING. HE WILL BE DOING RENOVATIONS OF ANTIQUE INDUSTRIAL WOODWORKING EQUIPMENT AND POSSIBLY SELLING SOME OF THE PIECES.
HARLEY HAS SOME QUESTIONS REGARDING THE PLACEMENT OF THE DUMPSTER IN THE STREET DURING RENOVATION. HE WILL NEED SOME CLARIFICATION AS TO HOW TO GET APPROVED - HOPING TO GET ROOF DONE BEFORE WINTER. MR. DANIEL WILL BE RENOVATING THE BUILDING AND IS PLANNING TO START SOMETIME IN OCTOBER OR NOVEMBER. MAYOR RIC ONKEN TOLD HIM TO GET A HOLD OF BRIAN HEREFORD OR NANCY KIPER WHEN READY.
MR. DANIEL HAS BEEN TRYING TO CONTACT MR. CLARK REGARDING THE PROPERTY NEXT DOOR BUT HAS HAD NO RESPONSE FROM HIM. HE WOULD LIKE TO OBTAIN POSSESSION OF THAT BUILDING ALSO AND TEAR IT DOWN.
TRUSTEE KELLY GRADERT MADE A MOTION TO GO INTO CLOSED SESSION TO CONSIDER THE APPOINTMENT, EMPLOYMENT, COMPENSATION, DISCIPLINE, PERFORMANCE OR DISMISSAL OF THE VILLAGE OF COLFAX EMPLOYEES. TRUSTEE JASON PIERCE, CHAIRMAN OF THE FINANCE AND AUDIT COMMITTEE, HAD NOTHING TO REPORT AT THIS TIME.
TRUSTEE DAVID RATHKE, CHAIRMAN OF THE POLICE AND LIQUOR COMMITTEE, REPORTED THAT THE ACTIVITY REPORT FOR THE COLFAX POLICE DEPARTMENT IS IN THE FOLDERS.
POLICE CHIEF MIKE SCOTT TALKED ABOUT THE PROBLEMS THAT THE GUYS HAVE BEEN HAVING WITH THE LIGHT BAR. MIKE STATED THAT HE CAN PURCHASE A NEW LIGHT BAR WITH A FIVE (5) YEAR WARRANTY FOR $1,320.00. MIKE STATED THIS IS THRU A FAIRLY NEW COMPANY THAT RANDY ZIELSDORF WORKS FOR AND THAT RAND HAS OFFERED TO INSTALL FOR FREE AS LONG AS HE CAN DO THIS EVENINGS OR WEEKENDS.
TRUSTEE RICK VANCE ASKED HOW MUCH THE OPTION IS FOR AN ARROW STICK LIGHT THAT POINTS RIGHT OR LEFT FOR TRAFFIC TO MOVE OVER. MIKE STATED IT IS AN ADDITIONAL $120.00. RICK STATED IT IS WELL WORTH THAT. MIKE STATED WE HAVE $24,000 IN THE VEHICLE FUND SO WILL BE TAKING IT OUT OF THERE.
MIKE REPORTED THAT THEY WILL BE HOLDING AN ACTIVE SHOOTER DRILL AT THE SCHOOL IN NOVEMBER.
TRUSTEE CAROL STEPHENSON ASKED POLICE CHIEF MICHAEL SCOTT WHY WE NEED A POLICE OFFICER ON DUTY EVERY SUNDAY MORNING. MIKE STATED THAT IF WE KNEW WHEN WE WERE GOING TO NEED A POLICE OFFICER. CAROL STATED I THINK IT IS A WASTE. MIKE STATED WE HAVE AN OFFICER WHO WORKS SUNDAY AND HE CAN PICK AND CHOOSE HIS HOURS. MIKE STATED WHAT WE DON'T WANT TO DO IT PUBLICIZE WHEN WE ARE ON AND WHEN WE ARE OFF DUTY. IT GIVES A GREATER POLICE PRESENCE.
MIKE REPORTED THAT WE HAD AN ORDINANCE VIOLATION FOR A DOG AT LARGE CITATION THAT TOME REPRESENTED THE VILLAGE WENT SUCCESSFULLY THRU THE SYSTEM AND WENT TO COURT. THE PERSON SHOWED UP FOR COURT APPEARANCE AND PAID HIS FIND AND COURT COSTS.
TOM REPORTED THAT THE VILLAGE MAYBE NEEDS TO LOOK AT RAISING THE COST OF ORDINANCE VIOLATIONS IF THEY ARE GOING TO COURT. NEED TO SET A MINIMUM AMOUNT FOR COURT ACTION. MIKE AND TOM WILL TRY TO WORK THIS OUR AND COME UP WITH SOME OPTIONS.
TRUSTEE JASON PIERCE ASKED HOW MUCH THE GUY AT THE BUILDING NEXT TO THE HARDWARE STORE HAS ACCRUED IN ORDINANCE VIOLATIONS - IS THERE SOME WAY WE CAN LET HIM KNOW THAT WE HAVE SOMEONE WILLING TO TAKE CARE OF THIS PROPERTY FOR YOU. THE VILLAGE WILL LET THESE VIOLATIONS GO IF YOU TURN THIS PROPERTY OVER TO THE NEW OWNER OF THE HARDWARE STORE. MIKE STATED THAT HE WILL CALL THE REAL ESTATE PERSON AND SEE IF HE CAN GET A HOLD OF HIM.
TRUSTEE LONNIE MEINER, CHAIRMAN OF THE WATER AND SEWER COMMITTEE, REPORTED THAT THE REHAB OF WELL #2 IS DONE AND EVERYTHING IS PAID WAS AT ESTIMATE OR BELOW. JUST STILL NEED TO DO THE TESTING.
LIGHTENING ZAPPED ONE OF THE AERATOR AND REGULATOR AT THE SEWER PLANT ON MONDAY, AUGUST 25, 2014.
TRUSTEE RICK VANCE, CHAIRMAN OF THE STREETS AND LIGHTS COMMITTEE, HAD NOTHING TO REPORT AT THIS TIME.
MAYOR RIC ONKEN STATED THAT HE TALKED TO BRANDON BAKER AND HE IS GOING TO BE WORKING ONT HE LIGHTS ON THE SOUTH SIDE OF MAIN STREET.
THE MAYOR STATED THE COOP PROGRAM AT SCHOOL WAS TO BE STARTED RIGHT AFTER SCHOOL STARTED BUT THERE WAS NOT INFORMATION AND NEED TO DISCUSS WHETHER THE VILLAGE IS GOING TO PAY THEM. BRIAN STATED WE ARE WAITING TO SEE WHETHER WE ARE GOING TO PAY THEM OR NOT.
TRUSTEE DAVID RATHKE ASKED WHAT KIND OF WORK WILL THE STUDENTS BE DOING AND HOW LONG ARE THEY GOING TO BE WORKING. THEY WOULD BE WORKING 1 1/2 HOURS PER DAY FOR FIVE (5) DAYS. JASON ASKED IF IT WOULD BE BENEFICIAL TO HAVE THIS PERSON. BRIAN STATED I CAN FIND SOMETHING FOR HIM TO DO BUT WITH NO LONGER THAN HE IS GOING TO BE WORKING WON'T BE ABLE TO TEACH HIM MUCH. BRIAN STATED THIS IS MODELED AFTER THE ONE THEY HAVE IN GIBSON CITY BUT THEY WORK THREE (3) OR FOUR (4) HOURS PER DAY.
PUBLIC WORKS EMPLOYEE BRIAN HEREFORD REPORTED THAT THE SALT SHED NEEDS SOME REPAIRS BEFORE THE NEW LOAD OF SALT GETS HERE. BRIAN REPORTED THAT THERE WAS A BID TO POUR THE CONCRETE SLAB FROM ANDREW HARPER FOR $6,000. BRIAN REPORTED THAT THE CONCRETE SLAB WOULD COST $1,980 FOR HIM TO INSTALL. HE WOULD LIKE TO PUT PVC PANELS WITH STAINLESS STEEL SCREWS ON THE WALLS BECAUSE ALL OF THAT IS ROTTING. THIS WOULD COST $2,200. BASICALLY THIS WOULD BE WHITE CORRUGATED PVC PANEL.
TRUSTEE LONNIE MEINER MADE A MOTION FOR BRIAN HEREFORD TO FIX THE SALT SHED WITH THE CONCRETE SLAB AT $1,980 AND THE SIDE PANELS AT $2,200. TRUSTEE CAROL STEPHENSON SECONDED THE MOTION. TRUSTEE RICK VANCE ASKED ABOUT THE CULVERT ON GROVE STREET - WONDERS IF WE CAN DO THE WORK OURSELVES. BRIAN HEREFORD STATED HE DOESN'T KNOW IF OUR BACKHOE IS BIG ENOUGH TO DIG THIS. HE HAS CALLED DAVID KENNEDY SEVERAL TIMES BUT HASN'T RECEIVED ANYTHING FROM HIM. BRIAN STATED REMOVING THE OLD WILL BE THE HARDEST PART OF THAT - DON'T KNOW WHAT IS IN THERE. MAYOR RIC ONKEN ASKED IF WE CAN JUST CONTRACT SOMEONE TO DIG FOR US AND THE THE VILLAGE DOES EVERYTHING ELSE.
MAYOR RIC ONKEN STATED THIS HAS BE TABLED AND NEEDS TO MAKE A DECISION ON THIS. RIC REMINDED THE BOARD OF WHAT THE BID WAS FROM JIM BEITZ. THERE WAS MUCH DISCUSSION REGARDING REPAIRING THIS CULVERT. RICK VANCE RECOMMENDED HAVING IT JULIED AND HAVE EVERYTHING MARKED.
MAYOR RIC ONKEN STATED THAT THE VILLAGE WILL CONTINUE TO USE RICHARD ALWOOD'S OPERATOR LICENSE UNTIL THINGS GET IRONED OUT.

HE HAS CALLED DAVID KENNEDY SEVERAL TIMES BUT HASN'T RECEIVED ANYTHING FROM HIM. BRIAN STATED REMOVING THE OLD WILL BE THE HARDEST PART OF THAT - DON'T KNOW WHAT IS IN THERE. MAYOR RIC ONKEN ASKED IF WE CAN JUST CONTRACT SOMEONE TO DIG FOR US AND THE THE VILLAGE DOES EVERYTHING ELSE.
MAYOR RIC ONKEN STATED THIS HAS BE TABLED AND NEEDS TO MAKE A DECISION ON THIS. RIC REMINDED THE BOARD OF WHAT THE BID WAS FROM JIM BEITZ. THERE WAS MUCH DISCUSSION REGARDING REPAIRING THIS CULVERT. RICK VANCE RECOMMENDED HAVING IT JULIED AND HAVE EVERYTHING MARKED.
MAYOR RIC ONKEN STATED THAT THE VILLAGE WILL CONTINUE TO USE RICHARD ALWOOD'S OPERATOR LICENSE UNTIL THINGS GET IRONED OUT.
