THE REGULAR MONTHLY MEETING OF THE VILLAGE BOARD OF COLFAX WAS CALLED TO ORDER ON MONDAY EVENING, AUGUST 4, 2014 AT 7:00 P.M. BY MAYOR RICARDO ONKEN.

JASON REPORTED THAT ITEMS FROM THE FINANCE COMMITTEE MEETING WILL BE DISCUSSED DURING EXECUTIVE SESSION.
JASON REPORTED THAT THERE IS A NEW McLEAN COUNTY BOARD MEMBER FOR OUR AREA, KATHERINE METZGOR. SHE WOULD LIKE TO COME TO A MEETING TO MEET THE BOARD. JASON WILL CHECK WITH HER AND SEE IF SHE WANTS TO COME OUT TO THE SEPTEMBER MEETING.
TRUSTEE DAVID RATHKE, CHAIRMAN OF THE POLICE AND LIQUOR COMMITTEE, REPORTED THAT THE ACTIVITY REPORT FOR THE COLFAX POLICE DEPARTMENT FOR THE MONTH OF JULY, 2014 IS IN YOUR FOLDERS.
POLICE CHIEF MICHAEL SCOTT GAVE AN UPDATE ONT HE PROPERTY AT 309 S HARRISON STREET. BRIAN MOWED THE PROPERTY - TOOK 1 1/2 HOURS TO MOW IT.
MIKE REPORTED THAT HE HAS BEEN LOOKING AT SECURITY CAMERAS FOR AROUND THE BUILDING. MIKE REPORTED THAT HE HAS LEARNED THAT HE CAN DO A GRANT THROUGH CRIME DETECTION NETWORK FOR THESE. MIKE HAS APPLIED FOR A GRANT.
MIKE REPORTED TALKING WITH LEE FARMS ABOUT DOING A PROPOSAL FOR TEARING THE BUILDINGS DOWN ON MAIN STREET. MIKE REPORTED THAT HE SPOKE WITH THEM TODAY AND THEY SHOULD HAVE A QUOTE HERE WITH THE NEXT DAY OR TWO.
TRUSTEE LONNIE MEINER, CHAIRMAN OF THE WATER AND SEWER COMMITTEE, REPORTED ON THE WATER AND SEWER COMMITTEE MEETING HELD AT 6:00 P.M. ON MONDAY, AUGUST 4, 2014.
LONNIE REPORTED ON THE DISCUSSION REGARDING OCTAVIA POOL'S WATER USAGE THIS SUMMER. THE POOL USED 276,000 GALLONS THIS SUMMER DUE TO THE LEAKS IN THE POOL. LONNIE STATED THAT HE SPOKE WITH JEFF DOWELL, DIRECTOR OF OCTAVIA PARK DISTRICT, AND THEY DON'T FEEL THEY SHOULD BE CHARGED FOR WATER USAGE. THE VILLAGE WILL CHARGE FOR THE WATER USAGE BUT WILL WAVE SOME OF THE SEWER FEES. LONNIE STATED TRYING TO MEET THEM HALF WAY. THE TOTAL ADJUSTED BILL IS $2,046.00.
LONNIE ASKED SUPERINTENDENT DAMON GETTY IF HE WENT TO THE VILLAGE OF ANCHOR'S BOARD MEETING REGARDING GETTING SETUP FOR INSTALLING METERS AND THE VILLAGE OF COLFAX DOING THEIR BILLING. DAMON STATED THAT THE VILLAGE OF ANCHOR IS NOT SURE WHETHER THEY ARE GOING TO DO THIS PROJECT NOW.
LONNIE REPORTED THAT THE REFURBISHING OF WELL #2 IS DONE AND IT IS UP AND GOING. NANCY WILL BE TRANSFERRING THE MONEY FROM ILLINOIS FUNDS IN SPRINGFIELD TO COVER THE COST OF ALBRECHT'S BILL FOR THE PROJECT.
TRUSTEE RICK VANCE, CHAIRMAN OF THE STREETS AND LIGHTS COMMITTEE, HAD NOTHING TO REPORT AT THIS TIME.

MIKE SCOTT REPORTED ON THE PROGRAM "A CHILD IS MISSING ALERT PROGRAM" WHICH WE ARE MEMBERS OF. THIS PUTS AN ALERT OUT TO ALL CELLULAR PHONES AND IS FASTER THAN AMBER ALERT PROGRAM. THEY ARE ASKING FOR A $250.00 DONATION. MIKE REPORTED THAT THIS PROGRAM IS ALSO USED FOR THE ELDERLY WHO GO MISSING. MIKE SAID THIS IS A VERY GOOD PROGRAM.

A PROPOSAL WAS BROUGHT INTO MAYOR RIC ONKEN FROM JIM BEITZ FOR THE CULVERT/DRAINAGE WORK THAT NEEDS TO BE DONE ON GROVE STREET AND AT RITCHIE'S PAINT SHOP. THE QUOTE WAS FOR $23,200 - THE CULVERT IS $72.00 PER FOOT AND THE ROAD IS SIXTY FEET (60') WIDE. THE BID INCLUDES ROCK AND EVERYTHING. PUT ON AGENDA FOR THE SEPTEMBER MEETING.
JIM BEITZ WAS PRESENT TO ANSWER QUESTIONS. THE PRICE OF THE CULVERT IS FROM THREE OR FOUR MONTHS AGO. JIM LEFT A FLASH DRIVE WITH WHAT THE CULVERT LOOKS LIKE.
THE NEXT ITEM ON THE AGENDA WAS FOR THE RE-ZONING OF DAMON GETTY'S PROPERTY AT 507 E FIFER STREET. VILLAGE ATTORNEY TOM SHIELDS ASKED IF THERE HAD BEEN A PUBLIC NOTICE ISSUED FOR THIS TO LET ALL ADJOINING PROPERTIES KNOW THAT IT IS BEING CONSIDERED CHANGING THE PROPERTY FROM RESIDENTIAL TO COMMERCIAL PROPERTY. THERE HAS BEEN NO PUBLIC NOTICE ISSUED - TABLE UNTIL SEPTEMBER MEETING.
