��������� The regular monthly meeting of the Village Board of Colfax was called to order on Monday evening, May 4, 2009 at 7:00 p.m. by Mayor Ricardo Onken.

��������� Mayor Ric Onken explained who would be on the committees for the� new fiscal year.� Copies of the new list were distributed to the Board.� Ric stated that the past committees we had did an excellent job.� There are three committee members in town during the day wanted to keep them as committee heads.�

��������� Trustee Lonnie Meiner, Chairman of the Finance and Audit Committee, reported on the 2009-10 Budget Appropriation and reported that it is 6.4% less than the 2008-09 budget.� Lonnie reported the major changes for 2009-10.� The total appropriation is $910,009 which is a decrease of $52,483 or 6.4%.

��������� Lonnie reported that there is an increase of forty cents (40) or 4% in the garbage rate for 2009-10.� This will begin with the May billing cycle on the water bills.�
�
��������� Lonnie reported that the representative was here from IMRF and was very knowledgeable of all of the information for this retirement fund.� Are waiting on the cost study which was sent in and they will have to get back to us on the amount that the Village would have to pay.� Lonnie reported that Nancy Kiper filled out the paperwork to fill out and be evaluated.��
��������� Mayor Ric Onken reported that Nancy put that budget together but if there is anything that needs to be changed get together with her and let her know so that she can change it.

��������� Trustee Carol Stephenson, Chairwoman of the Police and Audit Committee, reported on the Police Department for the month of April.����
�
��������� Village Clerk Nancy Kiper reported that all liquor licenses have been renewed.� Trustee Rick Wagoner asked how many liquor licenses - stated we should still have one open for what used to be Finchams.
�
��������� Mayor Ric Onken asked Mike to report on the grants that have been applied for.� Mike stated he put together a packet for the new Police Committee that should bring everyone up-to-date.� Should know one way or other by the end of September.

��������� Trustee Rick Wagoner, Chairman of the Water and Sewer Committee, reported for that there was nothing new for the month of April.� Damon reported talking to the Superintendent at Odell about coming up and seeing the new sewer system.� It should be ready to go look at in two - three weeks.

��������� Street and Lights Committee reported that everything has been approved for the 2009-10 MFT program.�
�
��������� Mayor Ric Onken reported meeting with all of the Board members this last month and the Committees stated that they would like to meet at least once a month and/or at least every two months.� Ric stated the Board members liked the working session that we had, so we might try to do that more often to discuss.
�
��������� Next on the agenda was Old Business.� Police Chief Mike Scott reported on the property at 102 South Grove Street and asked the Village Board to make a decision about issuing Ordinance Violations against the owners. �Mike reported tagging the cars on at least seven (7) occasions and having them towed - only to be returned to the property.� The owners have been trying to solve� the "ordinance" by putting tarps over the cars - "so they are out of pubic view".� Damon asked how much the Violations would be - it is $50.00 per day for each day they remain in violation of the Ordinance.�
��������� First on New Business was Christina Rodgers, representative from Congresswoman Halverson's office.�

��������� Next under new business was reappointment of Ridgeview Recycling and Allied Waste.

��������� Trustee Lonnie Meiner stated there will be a forty cent (40) per month increase for garbage pickup.� Lonnie asked if there was any competition for garbage pickup.� Lonnie stated that will be $1.30 increase over three years.� Rick Wagoner reported that the ordinance is already in place for the new rates.

��������� Trustee Bruce Green asked if there was a reason why there was this big of increase.� Village Clerk Nancy Kiper stated that when she spoke with Dan Winters he stated they did not charge us for any fuel increases or anything just a flat fee and Rick stated they pickup everything.
