THE REGULAR MONTHLY MEETING OF THE VILLAGE BOARD OF COLFAX WAS CALLED TO ORDER ON MONDAY EVENING, JULY 7, 2014 AT 7:00 P.M. BY MAYOR RICARDO ONKEN.

TRUSTEES PRESENT WERE:
RICK VANCE - ABSENT; DAVID RATHKE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - AYE; KELLY GRADERT - AYE;

ALSO PRESENT WERE VILLAGE TREASURER LINDA HANSON; POLICE CHIEF MICHAEL SCOTT; VILLAGE ATTORNEY TOM SHIELDS; SUPERINTENDENT DAMON GETTY.

TRUSTEE CAROL STEPHENSON MADE A MOTION TO DISPENSE WITH THE READING OF THE MINUTES AND APPROVE AS PRESENTED. TRUSTEE KELLY GRADERT SECONDED THE MOTION. VOTE: RICK VANCE - ABSENT; DAVID RATHKE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - AYE;LONNIE MEINER - AYE; KELLY GRADERT - AYE; MOTION CARRIED.

VILLAGE TREASURER LINDA HANSON GAVE THE TREASURER'S REPORT FOR THE MONTH OF JUNE, 2014.
BEGINNING BALANCE AS OF JUNE 1, 2014 $252,899.07
ENDING BALANCE AS OF JUNE 30, 2014 $259,596.43
INCREASE FOR MONTH OF JUNE, 2014 $ 6,697.36

TRUSTEE LONNIE MEINER MADE A MOTION TO PAY THE BILLS AS PRESENTED. TRUSTEE DAVID RATHKE SECONDED THE MOTION. VOTE: RICK VANCE - ABSENT; DAVID RATHKE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - AYE; KELLTY GRADERT - AYE; MOTION CARRIED.

ROBIN BIDWELL, RIDGEVIEW HIGH SCHOOL, WAS PRESENT TO ADDRESS THE BOARD REGARDING THE NEW COOP PROGRAM THAT THE SCHOOL IS HOPING TO START FOR THIS SCHOOL YEAR AND THE VILLAGE IS INTERESTED IN PARTICIPATING IN. ROBIN EXPLAIN THE PROGRAM TO THE BOARD AND REPORTED THAT THIS WILL BE A STRUCTURED METHOD WITH THE STUDENTS GOING TO ONE TO TWO PERIODS OF CLASSROOM EXPERIENCE PER DAY AND THEN GO TO JOB. ROBIN STATED IT IS UP TO THE EMPLOYER IF THE STUDENTS ARE PAID. THIS PROGRAM USUALLY REQUIRES ANNUAL DUES OF $25.00 AND THERE WILL BE FORMAL TRAINING FOR EACH OF THE SCHOOL STARTING. SINCE THIS IS THE FIRST YEAR OF THE PROGRAM WILL BE SELECTIVE, LOOKING AT THE STUDENT'S CAREER INTEREST AND TRYING TO MATCH UP AN EMPLOYER WITH THOSE INTERESTS.

TRUSTEE JASON PIERCE, CHAIRMAN OF THE FINANCE AND AUDIT COMMITTEE, REPORTED ON THE FINANCE COMMITTEE MEETING HELD AT 6:30 P.M. ON MONDAY, JULY 7, 2014.

JASON REPORTED THAT THE COMMITTEE TALKED ABOUT ITEMS TO BE DISCUSSED DURING EXECUTIVE SESSION.

TRUSTEE DAVID RATHKE, CHAIRMAN OF THE POLICE AND LIQUOR COMMITTEE, REPORTED THAT THE ACTIVITY REPORT FOR THE MONTH OF JUNE, 2014 IS IN YOUR FOLDERS.

POLICE CHIEF MICHAEL SCOTT REPORTED THAT CAROLINE BYRD REPORTED THAT THE PROPERTY AT 102 S GROVE IS NOW DOWN TO $10,000 - BUT WILL PROBABLY TAKE LESS.

MIKE REPORTED TO THE BOARD WHY THE LOCKS WILL BE CHANGED ON THE POLICE DEPARTMENT DOORS. MIKE ALSO REPORTED THAT HE IS LOOKING INTO PUTTING CAMERAS ON THE BUILDING. MIKE THINKS HE CAN GET THIS FOR AROUND $1,000.

MIKE REPORTED THAT HE AND VILLAGE ATTORNEY TOM SHIELDS MET LAST WEEK REGARDING THE PROPERTY AT 114 E MAIN STREET. TOM SUGGESTED ISSUING NEW ORDINANCE VIOLATIONS WITH OUR NEW TICKETS. MIKE REPORTED THAT TOME IS NOT COMFORTABLE PROSECUTING ON OUR OLD OV TICKETS. TALKED ABOUT REISSUING NEW OV'S WITH OUR NEW TICKETS BUT EITHER WAY ARE GOING TO END UP IN COURT.

MIKE REPORTED THAT TOM CALLED VILLAGE ENGINEER MIKE FRIEND AND ASKED WHAT IT WOULD COST FOR A STRUCTURAL ENGINEER.

MIKE FRIEND SAID THAT THIS IN ON THE CONSERVATIVE ESTIMATE.

MAYOR RIC ONKEN STATED MY CONCERN IS THAT IF WE DON'T DO ANYTHING AND IT COLLAPSES THEN WE ARE GOING TO STUCK WITH THE BUILDING. TOM STATED THAT MIKE AND I WANTED TO MAKE SURE WE HAD BOARD APPROVAL TO PROCEED WITH THE EXPENSE.

TRUSTEE JASON PIERCE ASKED IF STRUCTURAL ENGINEER NEEDS TO BE THERE THE FIRST TIME IT GOES BEFORE A JUDGE OR WILL THE JUDGE TAKE THE REPORT. TOM STATED IF THE DEFENDANT HAS ANY KIND OF AN ATTORNEY WHO HAS GRADUATED FROM LAW SCHOOL YES THE STRUCTURAL ENGINEER WILL NEED TO BE THERE. JASON ASKED IF TOM WOULD KNOW AHEAD OF TIME IF THE DEFENDANT HAS AN ATTORNEY. TRUSTEE DAVID RATHKE ASKED WHAT WE WOULD BE TAKING HIM TO COURT FOR THE ORDINANCE VIOLATIONS. MIKE STATED FOR THE DANGEROUS BUILDING WHICH IS HWY WE NEED THE STRUCTURAL ENGINEER TO CONVINCE THE JUDGE. MIKE EXPLAINED THAT MOST OF THE ISSUES ARE INTERNAL - INSIDE THE BUILDING SO WILL NEED ACCESS TO THE BUILDING AND WILL NEED TO GET AN ADMINISTRATIVE WARRANT AND STRUCTURAL ENGINEER.

TOM WENT ON TO EXPLAIN THE WHOLE SITUATION. TOM STATED THAT MIKE HAD THE LETTER AND OPINION FROM ENGINEER MIKE FRIEND AND TOM STATED HE WOULD HAVE GLADLY USED IT TO TRY TO TAKE TO COURT BUT IN THE LETTER ITSELF MIKE FRIEND STATED THAT, "i AM NOT A STRUCTURAL ENGINEER".

TRUSTEE LONNIE MEINER ASKED WHAT IS THE RESPONSIBLE THING TO DO HERE.
