THE REGULAR MONTHLY MEETING OF THE VILLAGE BOARD OF COLFAX WAS CALLED TO ORDER ON MONDAY EVENING, JUNE 2, 2014 AT 7:00 P.M. BY MAYOR RICARDO ONKEN.

TRUSTEES PRESENT WERE:
RICK VANCE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - AYE;
LONNIE MEINER - AYE; KELLY GRADERT - AYE;

TRUSTEE DAVID RATHKE WAS ABSENT.

ALSO PRESENT WERE VILLAGE TREASURER LINDA HANSON; POLICE CHIEF MICHAEL SCOTT; SUPERINTENDENT DAMON GETTY.

TRUSTEE LONNIE MEINER MADE A MOTION TO DISPENSE WITH THE READING OF THE MINUTES AND APPROVE AS PRESENTED. TRUSTEE KELLY GRADERT SECONDED THE MOTION. VOTE: RICK VANCE - AYE; DAVID RATHKE - ABSENT; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - AYE; KELLY GRADERT - AYE; MOTION CARRIED.

VILLAGE TREASURER LINDA HANSON GAVE THE TREASURER'S REPORT FOR THE MONTH OF MAY, 2014.
BEGINNING BALANCE AS OF 05/01/2014 $234,446.21
ENDING BALANCE AS OF 05/31/2014 $252,899.07
INCREASE FOR MONTH OF MAY, 2014 $ 18,452.86

TRUSTEE RICK VANCE MADE A MOTION TO PAY THE BILS AS PRESENTED. TRUSTEE CAROL STEPHENSON SECONDED THE MOTION. VOTE: RICK VANCE - AYE; DAVID RATHKE - ABSENT; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - AYE; KELLY GRADERT - AYE; MOTION CARRIED.

TRUSTEE JASON PIERCE, CHAIRMAN OF THE FINANCE AND AUDIT COMMITTEE, HAD NOTHING TO REPORT AT THIS TIME. TABLE SALARY INCREASES UNTIL NEXT MONTH.

VILLAGE CLERK NANCY KIPER REPORTED THAT THE AUDIT IS SCHEDULED FOR TUESDAY, JULY 8TH.

POLICE AND LIQUOR COMMITTEE CHAIRMAN DAVID RATHKE WAS ABSENT. POLICE CHIEF MICHAEL SCOTT REPORTED THAT THE ACTIVITY REPORT FOR THE MONTH OF MAY, 2014 FOR THE COLFAX POLICE DEPARTMENT IS IN YOUR FOLDERS.

MIKE STATED THAT AFTER GOING TO OTHER TOWNS, GOING TO VISIT TOM, AND GOING TO THE COUNTY CLERK'S OFFICE A NEW PROCEDURE THAT WILL DEFINITELY HOLD UP IN COURT HAS BEEN DONE. MIKE EXPLAINED THE NEW ORDINANCE VIOLATION TICKETS TO THE BOARD. MIKE STATED THAT ON THESE NEW TICKETS YOU PICK A DAY TO GO TO COURT IF YOU HAVE ANY VIOLATIONS TO TAKE THAT MONTH. MIKE STATED THAT THE BIGGEST EXPENSE IS THE NEW TICKETS.

AT WHAT POINT SHOULD WE TRY TO FILE INTO COURT ON THE BAR AND GRILL - THAT IS $26,000 IN ORDINANCE VIOLATIONS. MIKE STATED THAT IF WE CAN AT LEAST GET A JUDGEMENT THAT WILL HELP.

RICK VANCE ASKED WHAT THE VILLAGE'S LIABILITY IS IF THE ROOF CAVES IN AND PULLS THE 'COMMON WALL" BETWEEN THE BOWLING ALLEY OR OLD HARDWARE STORE DOWN - WHAT IS THE VILLAGE'S RESPONSIBILITY. RIC ONKEN IS GOING TO CALL AND SEE IF THERE ARE ANY GRANTS AVAILABLE FOR TEARING THESE PROPERTIES DOWN.

THERE WAS MUCH DISCUSSION ON THIS MATTER. MIKE STATED THAT EVENTUALLY WILL PROBABLY HAVE TO GO GET AN ADMINISTRATIVE WARRANT AND WILL HAVE TO GET A STRUCTURAL ENGINEER. MIKE STATED THERE SHOULD BE NO PROBLEM IN PROVING THAT IT IS A DANGEROUS BUILDING.

CAROL ASKED MIKE ABOUT THE STORAGE TRAILER IN THE TRAILER COURT. MIKE STATED HE HAS DONE EVERYTHING EXCEPT START ISSUING ORDINANCE VIOLATIONS THERE. IT IS UP TO THE BOARD IF THEY WANT HIM TO DO THAT.

MIKE REPORTED THAT HE CALLED CAROLINE BYRD AS LATE AS 6:30 BEFORE THE MEETING AND SHE DID NOT ANSWER HIS CALL REGARDING 102 S GROVE.

TRUSTEE LONNIE MEINER, CHAIRMAN OF THE WATER AND SEWER COMMITTEE, REPORTED ON THE WATER AND SEWER COMMITTEE MEETING HELD AT 6:00 P.M. ON JUNE 2, 2014.

LONNIE STATED THAT ONE OF THE MAIN TOPICS TALKED ABOUT WAS REGARDING THE VILLAGE OF ANCHOR'S REQUEST TO HELP WITH WATER METER READING AND BILL IF THE VILLAGE INSTALLS THE AUTOMATIC READ WATER METERS. LONNIE IS WONDERING WHAT COLFAX WOULD NEED FROM ANCHOR AS FAR AS ANYTHING THAT IS INVOLVED AS FAR US DOING THEIR WATER SERVICE.

LONNIE ASKED DAMON ABOUT THE WELL #2 REHABILITATION. DAMON REPORTED THAT ENGINEER MIKE FRIEND HAS BEEN IN TOUCH WITH ALBRECHT WELL DRILLING ABOUT GETTING A TIMELINE GOING BEFORE TIME EXPIRES FROM THE STATE.

LONNIE REPORTED GOT A RESPONSE FROM THE PARK AND THEY HAVE UNTIL HE 23RD OF THIS MONTH TO GET THIS FIXED.

LONNIE REPORTED REGARDING A PART-TIME EMPLOYEE STATING THAT BASICALLY THEY ARE NOT REQUIRED TO LIVE IN THE VILLAGE OF COLFAX. ANY PART TIME EMPLOYEE CANNOT WORK OVER THIRTY (30) HOURS PER WEEK OR THE VILLAGE IS REQUIRED TO PAY BENEFITS.

TABLE THE PART-TIME EMPLOYEE ITEM UNTIL NEXT MONTH. RIC ONKEN WOULD LIKE TO SEE WHOEVER IS HIRED TO BE ON A SIX-MONTH TRIAL BASIS. CAROL STATED WHOEVER IT IS THEY CAN ONLY WORK THIRTY (30) HOURS PER WEEK.

LONNIE REPORTED THAT WOULD LIKE A WAGE OF $15.50 FOR THE PART-TIME PERSON. RIC STATED WILL GO AHEAD AND TABLE THIS UNTIL NEXT MONTH.

DAMON IS CHECKING INTO GETTING ADDITIONAL WATER FILTERS TO TRY AND GET SOME OF THE IRON OUT OF THE WATER.

TRUSTEE RICK VANCE, CHAIRMAN OF THE STREETS AND LIGHTS COMMITTEE, REPORTED ON THE STREETS COMMITTEE MEETING HELD AT 6:30 P.M. PRIOR TO THE BOARD MEETING.

DAMON REPORTED THAT HE HAS RECEIVED A QUOTE FROM GAIL RITCHIE TO PAINT THE SHED. QUOTES ARE A LITTLE STEEP. CAROL FEELS LIKE NEED TO GET ADDITIONAL QUOTES FOR THIS.

RICK WOULD LIKE TO SEE MONEY BEING PUT ASIDE FOR NEW EQUIPMENT/VEHICLES.

MAYOR RIC ONKEN ASKED JASON PIERCE ABOUT SALARY INCREASES. JASON IS LOOKING INTO SOMETHING - TABLE UNTIL NEXT MONTH.

MAYOR RIC ONKEN REPORTED THAT SHORTLY AFTER LAST MONTH'S MEETING HE SPOKE WITH CHRIS AT DOLLAR GENERAL - HE IS SENDING INFORMATION TO CORPORATE.

RICK REPORTED THAT MEDIACOM IS SAYING THAT THE VILLAGE OWES $1,300. RIC EXPLAINED THAT WE HAVE CALLED AND CALLED BUT NO ONE CALLS BACK. NANCY EXPLAINED WHAT WAS GOING ON WITH THEM.

UNDER OLD BUSINESS IS THE LETTER THAT THE MAYOR DRAFTED REGARDING CIRBN TO ALL OF THE USERS. THERE IS A DRAFT IN ALL OF THE FOLDERS - IF ANYONE WANTS CHANGES LET NANCY KNOW AND WILL GET THAT SENT OUT TO ALL OF THE USERS.

POLICE CHIEF MIKE SCOTT IS WONDERING IF THE VILLAGE NEEDS TO LOOK AT RAISING THE LOWER END OF THE ORDINANCE VIOLATION FINES SINCE THE VILLAGE WILL HAVE ADDED EXPENSE IF GOING TO TAKE MORE OF THESE TO COURT. MIKE REPORTED THAT THE OBJECT IS TO GET THESE PEOPLE TO PAY THIS AND IF THE FINE IS TO HIGH THEN MIGHT HAVE A PROBLEM GETTING THEM TO PAY WITHIN THE THIRTY (30) DAYS.

RICK VANCE ASKED ABOUT THE AW BUILDING - WHEN THE BRICK COLLAPSED WERE THEY RESPONSIBLE FOR FIXING THE BUILDING - MIKE STATED THEY WERE BUT THEN THEY SOLD IT. MIKE STATED THAT HE SAID SOMEONE CAME IN AND TOOK OFF ALL OF THE LOOSE BRICK AND THEY WERE GOING TO PUT SOMETHING UP.

RITCHIE'S PAINTING HAS A DRAINAGE ISSUE - CULVERT IS COLLAPSING. DAMON WILL GET NUMBERS AND BRING BACK TO BOARD NEXT MONTH. DAMON NEEDS TO GET A COST ON WHAT IT WOULD COST TO FIX THE CULVERT. TABLE UNTIL NEXT MONTH.

DAMON GETTY WANTS A ZONING CHANGE TO HIS PROPERTY DUE TO HAVING GETTY LANDSCAPING BUSINESS PARKING HIS EQUIPMENT THERE AND RUNNING THE BUSINESS OUT OF HIS SHED THERE. MAYOR RIC ONKEN STATED NEED TO GET THE ZONING BOARD INVOLVED WITH THIS. THE VILLAGE WILL ALLOW TO CONTINUE UNTIL APPOINTMENT OF ZONING BOARD NEXT MONTH.

MAYOR RIC ONKEN HAS TALKED WITH THE FOLLOWING PEOPLE AND THEY HAVE AGREED TO BE ON THE ZONING BOARD:

THE ITEM DIDN'T GET ON THIS MONTH'S AGENDA SO THESE PEOPLE WILL BE APPOINTED AT NEXT MONTH'S MEETING.

LONNIE STATED THE LAST TIME TOM WAS HERE HE SAID SOMETHING ABOUT HOW SOME OF THE STORM WATER MONEY COULD BE USED FOR SIDEWALKS. LONNIE EXPLAINED WHAT SIDEWALKS NEED REPLACED.

TRUSTEE LONNIE MEINER MADE A MOTION TO ADJOURN. TRUSTEE CAROL STEPHENSON SECONDED THE MOTION. VOTE: RICK VANCE - AYE; DAVID RATHKE - ABSENT; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - AYE; KELLY GRADERT - AYE; MOTION CARRIED.
