THE REGULAR MONTHLY MEETING OF THE VILLAGE BOARD OF COLFAX WAS CALLED TO ORDER ON MONDAY EVENING, MAY 5, 2014 AT 7:00 P.M. BY MAYOR RICARDO ONKEN.

MAYOR RICARDO ONKEN REPORTED THAT THE COMMITTEES FOR THE NEW YEAR WILL REMAIN THE SAME.

NEXT ON THE AGENDA WERE THE APPOINTMENTS FOR THE 2014-15 FISCAL YEAR.

TRUSTEE JASON PIERCE, CHAIRMAN OF THE FINANCE AND AUDIT COMMITTEE, HAD NOTHING TO REPORT AT THIS TIME.

TRUSTEE DAVID RATHKE, CHAIRMAN OF THE POLICE AND LIQUOR COMMITTEE, REPORTED THAT THE ACTIVITY REPORT FOR THE MONTH OF APRIL, 2014 FOR THE COLFAX POLICE DEPARTMENT IS IN THE FOLDERS.

POLICE CHIEF MICHAEL SCOTT GAVE AN UPDATE ON SOME PROPERTIES IN THE VILLAGE.
1. THE TRAILER ON THE PROPERTY AT 401 S OAK STREET IS COMPLETELY CLEANED UP REALLY NICE.
2. 102 S GROVE - MIKE REPORTED THAT HE SPOKE WITH CAROLYN BYRD AND SHE IS STILL ATTEMPTING TO SELL THE PROPERTY - THE PRICE IS NOW DOWN TO $14,900.00.
3. MIKE ALSO REPORTED ON THE PROPERTY AT 502 S GROVE STREET. MIKE REPORTED THAT TOM ALES HAS BEEN IN THE OFFICE AND REPORTED THAT TOM IS CONTRACTING WITH JIM BEITZ TO TAKE THE RESIDENCE DOWN WITHIN THE NEXT COUPLE OF WEEKS AND THEN TOM IS GOING TO HAUL AWAY.

MIKE REPORTED THAT HE IS GOING TO BE TRYING A NEW SCHEDULE BEGINNING WITH THE NEW FISCAL YEAR. THE TWO TIMES DURING THE DAY WHEN MY PRESENCE IS MOST REQUESTED IS EITHER BEFORE THEY LEAVE FOR WORK OR LATER IN THE AFTERNOON. MIKE WILL BE WORKING FROM 7:30 A.M. TO 5:00 P.M. MONDAY, TUESDAY, THURSDAY AND FRIDAY.

TRUSTEE LONNIE MEINER, CHAIRMAN OF THE WATER AND SEWER COMMITTEE, REPORTED THAT THE WATER SAMPLES LAST MONTH WERE NOT GOOD BUT DAMON STATED THAT THE SAMPLES FOR WELL #2 ARE GOOD NOW.

LONNIE REPORTED RECEIVING AN E-MAIL FROM DAMON. THIS WAS THE E-MAIL THAT HE RECEIVED FROM ENGINEER MIKE FRIEND REGARDING THE ADDITIONAL COST OF THE MAINTAINING/REPAINTING THE WATER TOWER WITH THE CIRBN EQUIPMENT ON IT. IT WILL BE AN ADDITIONAL COST OF $10,000 WITH A FIVE PERCENT (5%) INCREASE EACH YEAR. NEED TO ENTERTAIN THE PEOPLE THAT ARE MOST INVOLVED IN THIS.

LONNIE REPORTED THAT DAMON THINKS HE MIGHT HAVE FOUND WHERE THE PROBLEM OF WATER GETTING INTO THE SEWER. DAMON SUSPECTED THE DRAINS AT THE PARK - WATER GOING INTO THE SYSTEM THERE. DAMON HAS PUT GREEN DYE IN THE DRAINS AT THE POOL. THE PARK DISTRICT HAS JUST TURNED THE SEWER ON AND DAMON REPORTED THERE WAS LIME GREEN TODAY AT THE DISCHARGE - WILL SEE WHAT HAPPENS TOMORROW. THAT IS WHY WE ARE GETTING SUCH A QUICK FLOOD SITUATION WHEN WE HAVE A BIG RAINFALL.

LAST MONTH THE VILLAGE HAD SEVENTEEN (17) METERS LEFT TO INSTALL AND ARE BASICALLY DOWN TO ZERO (0) NOW.

TRUSTEE DAVID RATHKE ASKED WHEN THEY CAN COME AND START FIXING THE WELL. ALBRECHT'S WAS NOTIFIED.

MAYOR RIC ONKEN STATED THAT NOW THAT WE HAVE THE NUMBERS I CAN GET A LETTER SENT ABOUT CIRBN AND WILL ALSO GET A LETTER SENT TO THE PARK DISTRICT.

TRUSTEE RICK VANCE, CHAIRMAN OF THE STREETS AND LIGHTS COMMITTEE, REPORTED DAMON HAS DONE SOME PATCH WORK AND FILLED SOME POTHOLES. RICK STATED DID TAKE A LOOK AT THE MILEAGE AND HOURS ON THE TRUCKS AND BACKHOES. RICK STATED THAT THE COMMITTEE WILL TALK ABOUT IT TOO.

VILLAGE CLERK NANCY KIPER REPORTED THAT THE VILLAGE RECEIVED $4,295.00 FROM THE STATE OF ILLINOIS FOR THE EXTRA MOTOR FUEL TAX MONEY THAT WAS BEING SENT OUT.

THE FIRST ITEM UNDER OLD BUSINESS WAS THE APPROVAL OF THE 2014-15 BUDGET APPROPRIATION ORDINANCE.

TRUSTEE CAROL STEPHENSON MADE A MOTION TO APPROVE THE 2014-15 BUDGET APPROPRIATION ORDINANCE WITH A 4.9% INCREASE. TRUSTEE LONNIE MEINER SECONDED THE MOTION. VOTE: RICK VANCE - AYE; DAVID RATHKE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - AYE; KELLY GRADERT - AYE; MOTION CARRIED.

THE SECOND ITEM OF OLD BUSINESS WAS THE 2014-15 MOTOR FUEL TAX RESOLUTION.

TRUSTEE RICK VANCE MADE A MOTION TO APPROVE THE 2014-15 RESOLUTION FOR MAINTENANCE OF STREETS & HIGHWAYS FOR MUNICIPALITY UNDER THE ILLINOIS HIGHWAY CODE IN THE AMOUNT OF $43,802.90. TRUSTEE LONNIE MEINER SECONDED THE MOTION. VOTE: RICK VANCE - AYE; DAVID RATHKE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - AYE; KELLY GRADERT - AYE; MOTION CARRIED.

VILLAGE RESIDENT VICTOR LANCASTER WAS HERE TO REGISTER A COMPLAINT ABOUT HIS HIGH WATER BILL STATING THAT IT DOUBLED. DAMON WILL GO CHECK THE METER AND SEE IF THERE IS A PROBLEM AND TAKE IT TO THE COMMITTEE MEETING. DAMON ASKED VICTOR IF HIS TOILET THAT WAS LEAKING BEFORE IS SHUT OFF.

NEXT ON THE AGENDA WERE THE EVALUATIONS OF EMPLOYEES.
TRUSTEE JASON PIERCE REPORTED ON THE EVALUATION OF VILLAGE CLERK NANCY KIPER. JASON REPORTED THAT ON THE PERFORMANCE SIDE OF IT ALL EXCELLENT; JOB KNOWLEDGE, EXPENSE CONTROL ALL EXCELLENT. JASON STATED THAT NANCY TAKES RESPONSIBILITY OF DUTIES NOT NECESSARILY HERS AND GOES ABOVE AND BEYOND. ONE THING THE VILLAGE IS WELL BEHIND ON IS GETTING THE MUNICIPAL CODES CODIFIED - IT HAS BEEN SINCE 1991 THAT THIS HAS BEEN DONE. TALKED A LITTLE ABOUT POSSIBLY TAKING CREDIT CARDS FOR WATER PAYMENTS. COMMUNICATION SKILLS ARE ALL EXCELLENT. COMMUNICATE A MORE EFFECTIVE WAY TO SERVE PEOPLE.

TRUSTEE DAVID RATHKE REPORTED ON THE POLICE DEPARTMENT EVALUATIONS. POLICE CHIEF MICHAEL SCOTT DID ALL OF THE PART TIME POLICE OFFICER EVALUATIONS AND THE POLICE COMMITTEE DID MIKE'S EVALUATION. DAVE REPORTED THAT MIKE DOES AN EXCELLENT JOB.

DAVE STATED THAT KELLY AND HIMSELF HAD A HARD TIME COMING UP WITH ANYTHING THAT WASN'T EXCELLENT. MIKE'S GOALS FOR THIS YEAR ARE TO TRAIN A PART TIME OFFICER TO FILL IN IF MIKE GOT SICK OR IS OUT OF TOWN. SO THEY WOULD HAVE THE TRAINING. ALSO TO GET ADDITIONAL TRAINING OR THE PART TIME OFFICERS - SOMETIMES HARD WITH THE SCHEDULES FOR THE PART TIME OFFICERS. ANOTHER GOAL IS TO KEEP APPLYING FOR THE GRANTS.

TRUSTEE DAVID RATHKE REPORTED ON THE EVALUATION FOR BRENT BLAIR, ANIMAL CONTROL OFFICER. DAVE STATED THAT BRENT DOES A VERY GOOD JOB. ONE GOAL FOR BRENT IS TO GET HIS LICENSE FOR WILD LIKFE TRAP AND RELEASE. TRUSTEE KELLY GRADERT REPORTED THAT ALSO TALKED ABOUT THE FACT THAT BRENT WAS OVERLOOKED THE LAST FEW YEARS FOR RAISES WHEN EVERYONE ELSE RECEIVED A FIVE PERCENT (5%) RAISE. BRENT HAS ONLY HAD A RAISE ONCE SINCE HE FIRST STARTED. KELLY STATED THAT BRENT DOES A LOT OF STUFF WITHOUT GETTING PAID FOR.

LONNIE REPORTED ON SUPERINTENDENT DAMON GETTY'S EVALUATION FOR THE YEAR. LONNIE STATED THAT DAMON HAS DONE GREAT THIS LAST YEAR. LONNIE STATED YOU DON'T HEAR ANYONE IN TOWN BEATING UP ON DAMON. LONNIE STATED HE IS GOOD WITH PEOPLE.

TRUSTEE KELLY GRADERT GAVE FAVORABLE MARKS FOR DAMON BUT NOT TO GIVE HIGHEST BECAUSE ALWAYS ROOM FOR IMPROVEMENT BUT WILL GIVE GOOD CREDIT WHERE IT IS DESERVED. DAMON WANTS TO MAKE WATER PLANT BETTER.

LONNIE REPORTED THAT DAMON IS REQUESTING A FULL TIME/PART TIME AND THAT BRIAN HEREFORD IS WILLING TO WORK THIRTY-TWO (32) HOURS A WEEK FOR $15.50 AN HOUR WITH NO INSURANCE. TRUSTEE CAROL STEPHENSON STATED THAT HE DOESN'T LIVE IN THE VILLAGE LIMITS. SHE THINKS THAT WILL BE AN ISSUE. WHEN DAVE WAS HIRED HE WAS GIVEN A CERTAIN PERIOD OF TIME TO GET MOVED INTO TOWN.

MAYOR RIC ONKEN ASKED IF THERE WAS ANYTHING ABOUT RAISES. TRUSTEE JASON PIERCE STATED I THINK WE ALL HAVE IDEAS ON THIS BUT HAVEN'T DISCUSSED IT AS A BOARD YET. THE BOARD CAN TABLE UNTIL NEXT MONTH AND THEN RETRO IT BACK TO MAY 1ST. MAYOR RIC ONKEN STATED THAT ONE THING THE BOARD HASN'T LOOKED AT EITHER IS A RAISE FOR THE TREASURER. TABLE THIS UNTIL NEXT MEETING.

TRUSTEE RICK VANCE STATED THAT THE STREET COMMITTEE ALSO DID AN EVALUATION OF DAMON GETTY. RICK STATED THAT DAMON DOES A GOOD JOB AND HE IS THE ONE THAT IS ALWAYS GOING TO GET GRIPPED AT. RICK STATED THAT NEED TO APPRECIATE A LOT OF THE STUFF THAT HE DOES.

TRUSTEE KELLY GRADERT STATED THAT SHE HASN'T HEARD ANYTHING FROM ROBIN YET ON THE INTERNSHIP PROGRAM.

VILLAGE CLERK NANCY KIPER REPORTED THE NEW GARBAGE/RECYCLE RATES FOR 2014-15 FISCAL YEAR WILL BE $14.42 FOR RECYCLE/GARBAGE - FORTY-TWO CENT INCREASE AND $13.75 FOR GARBAGE ONLY PICKUP. THERE WAS SOME DISCUSSION AS TO WHETHER THE VILLAGE WOULD BE ABLE TO GO TO BI-MONTHLY PICKUPS FOR RECYCLING. NANCY WILL CALL AND FIND OUT IF THIS IS POSSIBLE.

RICK ASKED ABOUT PURSUING A DOLLAR GENERAL STORE. THE BOARD FEELS LIKE IT WOULD BE GOOD TO GO AHEAD WITH THIS IF POSSIBLE. CAROL FEELS LIKE THERE ARE A LOT OF LOW INCOME PEOPLE THAT GO OUT OF TOWN TO SHOP AT DOLLAR GENERAL. DAVE REPORTED ONT HE IDEAS FROM THE "STRONG TOWNS" SEMINAR THAT HIM AND RIC WENT TOO. THE SPEAKER STATED THAT IS A BIG PROBLEM IN SMALL TOWNS WITH STORE FRONTS. THEY SAY TO FIND SOMETHING UNIQUE ABOUT YOUR TOWN AND BUILD ON THAT. TRY TO MAKE SMALL CHANGES AT A TIME. IT'S NOT BECAUSE WE ARE SO SMALL BUT IT'S BECAUSE THE PEOPLE - NOT THE GOVERNMENT - STARTED PAINTING AND IT DREW PEOPLE IN. DAVE SAID HE SAW A DOCUMENTARY ABOUT GRANTS THRU THE EPA FOR HELPING WITH THESE BUILDINGS.
