THE REGULAR MONTHLY MEETING OF THE VILLAGE BOARD OF COLFAX WAS CALLED TO ORDER ON TUESDAY EVENING, APRIL 8, 2014 AT 7:00 P.M. BY MAYOR RICARDO ONKEN.

CHAIRMAN OF THE FINANCE AND AUDIT COMMITTEE, TRUSTEE JASON PIERCE REPORTED ON THE FINANCE COMMITTEE MEETING THAT WAS HELD ON WEDNESDAY, MARCH 26, 2014.
JASON REPORTED THAT THE COMMITTEE DISCUSSED THAT SINCE THE VILLAGE HAS THE FUNDS IT WAS SUGGESTED PAYING OFF THE SEWER LOAN TO PEOPLES STATE BANK OF COLFAX. IT WAS SUGGESTED PAYING THIS OFF IN THIS FISCAL YEAR SINCE THE VILLAGE WILL HAVE THE WELL #2 REHABILITATION ON THE 2014-15 FISCAL YEAR.
TRUSTEE JASON PIERCE MADE A MOTION TO APPROVE THE PAYOFF OF LOAN #14801 AT PEOPLES STATE BANK OF COLFAX IN THE PAYOFF AMOUNT OF $13,135.04. TRUSTEE LONNIE MEINER SECONDED THE MOTION. VOTE: RICK VANCE - AYE; DAVID RATHKE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - AYE; KELLY GRADERT - AYE; MOTION CARRIED.
JASON REPORTED THAT THE COMMITTEE DISCUSSED WRITING A LETTER TO ALL OF THE ENTITIES THAT SHARE THE USE OF CIRBN FIBER OPTIC CABLE. THE COMMITTEE FEELS THAT SINCE ALL OF THE ENTITIES SHARE IN THE USE OF THE INTERNET AND SINCE THE VILLAGE OF COLFAX'S WATER TOWER IS WHERE THE EQUIPMENT IS ON AND THAT WHEN THE NEXT TOWER PAINTING COMES DUE THAT WILL INCREASE THE COST OF THE PAINTING $15,000 TO $20,000 DUE TO THIS EQUIPMENT ALL OF THE ENTITIES SHOULD HAVE TO PAY A PORTION OF THIS EXTRA CHARGE.
JASON REPORTED THAT MAYOR RIC ONKEN CAME TO HIM A COUPLE OF MONTHS AGO ABOUT A RETIREMENT PACKAGE FOR THE EMPLOYEES OF THE VILLAGE OF COLFAX. JASON STATED THAT HE SPOKE WITH A REPRESENTATIVE FROM EDWARD JONES AND GOT SOME INFORMATION ON THE LEAST EXPENSIVE WAY TO GO. JASON REPORTED THAT THEY LOOKED AT A COUPLE PLANS THAT THEY HAVE TO OFFER TO EVERYONE. JASON REPORTED THAT WITH THE SIMPLE IRA THE VILLAGE WOULD MATCH UP TO THREE PERCENT (3%) OF WHAT THE EMPLOYEE CONTRIBUTES.
EDWARD JONES' REPRESENTATIVE JOSH HARDT WAS HERE AT THE MEETING TO ANSWER ANY QUESTIONS FROM THE VILLAGE BOARD.
JASON ASKED IF THE VILLAGE COULD MAKE THIS RETRO TO JANUARY 1, 2014 BUT CANNOT DO THIS AND THE VILLAGE CANNOT PUT A LUMP SUM INTO THE SIMPLE IRA TO GET IT STARTED. THE EMPLOYEE CAN PUT IN UP TO $12,000. THIS WOULD BE PRE-TAX DOLLARS.
SUPERINTENDENT DAMON GETTY ASKED ABOUT IMRF. THEY EXPLAINED THAT WITH IMRF THE PERCENTAGE IS NINE PERCENT (9%) TO TEN PERCENT (10%) THAT THE VILLAGE AND EMPLOYEE WOULD HAVE TO CONTRIBUTE AND IT WOULD COST A LOT TO GET IT STARTED. SINCE DAMON IS ALREADY SETUP WITH A RETIREMENT PACKAGE WITH THE VILLAGE HE STILL HAS THE OPTION OF GOING WITH HIS PRESENT PACKAGE BUT CANNOT BE ENROLLED IN TWO (2) DIFFERENT PLANS AT THE SAME TIME.
JASON FEELS THAT THIS WOULD BE GOOD NOW AND FOR FUTURE EMPLOYEES.

JASON COMMENTED ON THE ISSUE REGARDING THE CONTROL HEAD ON THE SQUAD CAR RADIOS. JASON STATED THAT THEY ARE SWITCHING FROM ANALOG TO DIGITAL. JASON STATED THAT MOTOROLA TOOK IT UPON THEMSELVES TO SWITCH IT TO DIGITAL - THAT WOULD BE ABOUT $15,000.00. THERE WERE SOME UNEASY MOMENTS THINKING THE VILLAGE WOULD HAVE TO COME UP WITH THAT MONEY. JASON STATED THAT MIKE TOOK IT UPON HIMSELF AND WENT OUT ON E-BAY AND FOUND THE PART FOR $195.00. JASON STATED THAT WE ARE VERY LUCKY TO HAVE HIM. MIKE REPORTED THE PART CAME IN AND THEY HAVE IT UP AND GOING. MIKE STATED HE IS GOING TO KEEP HIS EYE OUT FOR ANOTHER JUST TO HAVE ON THE SHELF. MIKE STATED THAT SUPREME ALSO FOUND A GRANT THAT COULD POTENTIALLY TAKE CARE OF ALL OF THIS. HOPEFULLY WE WON'T HAVE TO SEE THIS KIND OF EXPENSE AND THE COUNTY WILL TAKE CARE OF THIS WITH THIS GRANT.
CHAIRMAN OF THE POLICE AND LIQUOR COMMITTEE, TRUSTEE DAVID RATHKE REPORTED THAT THE ACTIVITY REPORT FOR THE COLFAX POLICE DEPARTMENT FOR THE MONTH OF MARCH, 2014 IS IN YOUR FOLDERS.
MIKE REPORTED THAT HE SPOKE WITH THE OWNERS OF 401 S OAK STREET ABOUT THE TRAILER THAT IS STILL SITTING THERE GUTTED. MIKE TOLD THEM THEY HAVE THIRTY (30) DAYS TO GET IT CLEANED UP AND OUT OF THERE OR THE VILLAGE WILL START ISSUING DAILY ORDINANCE VIOLATIONS UNTIL IT IS DONE. THE OWNER OF THE PROPERTY ASSURED MIKE IT WOULD BE DONE.
MIKE REPORTED ON 102 S GROVE - HE SPOKE WITH CAROLINE BYRD AND FANNIE MAE REQUIRES THAT THEY HAVE TO PUT IT UP FOR SALE FOR TWENTY (20) DAYS. THE TWENTY (20) DAYS SHOULD BE UP SOON AND SHE ASSURED US ON THE TWENTY-FIRST (21ST) DAY THEY COULD SELL TO HIGHEST BIDDER.
CHAIRMAN OF THE WATER AND SEWER COMMITTEE, TRUSTEE LONNIE MEINER REPORTED THAT THERE ARE ONLY SEVENTEEN (17) METERS LEFT TO BE INSTALLED.
LONNIE STATED JASON TOUCHED ON SEVERAL THINGS WITH THE SEWER LOAN AND WATER TOWER. LONNIE STATED THAT WELL #2 WAS RUNNING GREAT FOR SEVERAL DAYS BUT THEN HAD A SETBACK. LONNIE ALSO REPORTED THAT THEY NEEDED MORE DETAILS ON THE PERMIT APPLICATION. LONNIE REPORTED THAT THE METERS ARE PAYING FOR THEMSELVES.
LONNIE TOUCHED ON THE WATER TOWER. LONNIE FEELS THAT IT IS A MATTER OF EVERYONE PULLING THEIR FAIR SHARE AND ALL OF THE PARTIES THAT ARE GETTING USE FROM THE CIRBN. TRUSTEE DAVID RATHKE STATED MAYBE WE CAN THINK ON A FLAT FEE FOR EVERYONE. MAYOR RIC ONKEN ASKED DAMON TO GET THE COSTS FOR WHAT IT WILL COST TO PAIN THE TOWER AND WILL WORK THE PERCENTAGES UP AND SEND A LETTER OUT.
CHAIRMAN OF THE STREETS AND LIGHTS COMMITTEE, TRUSTEE RICK VANCE REPORTED THAT HAVE BEEN LOOKING AT THE DRAINAGE PROBLEM OVER BY THE SOFTBALL DIAMOND ON RIVERVIEW DRIVE.
VILLAGE CLERK NANCY KIPER STATED THAT THE MFT IS IN THE PACKETS.
TRUSTEE CAROL STEPHENSON REPORTED THAT GARY WEBER RECENTLY MOVED INTO TOWN AND THERE IS A PROBLEM WITH THE TILE ON HIS PROPERTY. DAMON STATED THAT IT IS OUR DROP BOX BUT IT ISN'T OUR TILE. CAROL STATED THAT HE SAID THIS IS IN THE MIDDLE OF HIS PROPERTY. DAMON STATED THAT IS HIS TILE THAT SLOAN'S PUT IN WHEN THEY LIVED THERE.
TRUSTEE LONNIE MEINER REPORTED THAT DAMON HAS BEEN PUTTING DYE IN AT THE PARK TO SEE WHERE THE EXTRA WATER IS COMING FROM AT THE SEWER. DAMON STATED THAT THE SEWER IS STILL SHUT OFF AT THE PARK AT THE PRESENT SO CAN'T TELL YET IF THAT IS WHERE IT IS COMING FROM.
NEXT ON THE AGENDA WAS DISCUSSION OF THE 2014-15 BUDGET APPROPRIATION ORDINANCE. TRUSTEE LONNIE MEINER STATED THAT THE MAYOR, DAMON AND MYSELF HAD A COUPLE MEETINGS AND WHAT WE TRIED TO DO WAS BRING UP TO PRESENT TIMES THE DIFFERENT LINE ITEMS. LONNIE EXPLAINED THAT EVERYTHING WAS A 4.9% INCREASE AND READJUSTED SOME OF THE LINE ITEM EXPENSES. THERE WERE A FEW THINGS WE ADJUSTED DOWN - ENGINEERING AND CHEMICALS IN WATER AND SEWER. LONNIE REPORTED ENGINEERING HAS CHANGED SOMEWHAT. MAYOR RIC ONKEN STATED WE WILL APPROVE NEXT MONTH.
LONNIE STATED THAT DISCUSSED ADDING ANOTHER LINE ITEM FOR EQUIPMENT MAINTENANCE. THERE WAS SOME DISCUSSION ABOUT SETTING A TIMELINE FOR WHEN SOME OF THE EQUIPMENT WILL NEED TO BE REPLACED. MAYOR RIC ONKEN ASKED TRUSTEE RICK VANCE TO GET WITH SUPERINTENDENT DAMON GETTY TO GO OVER WHEN SOME OF THIS WILL NEED TO BE DONE.
MAYOR RIC ONKEN STATED THAT EVALUATIONS ARE DUE NEXT MONTH SO PLEASE HAVE THOSE DONE.
TRUSTEE LONNIE MEINER MADE A MOTION TO APPROVE THE FINAL MUNICIPAL MAINTENANCE EXPENDITURE STATEMENT FOR THE 2013-14 MOTOR FUEL TAX YEAR. TRUSTEE CAROL STEPHENSON SECONDED THE MOTION. VOTE: RICK VANCE - AYE; DAVID RATHKE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - AYE; KELLY GRADERT - AYE; MOTION CARRIED.
TRUSTEE RICK VANCE WILL HAVE A COMMITTEE MEETING BEFORE THEY APPROVE THE NEW 2014-15 MFT. WILL APPROVE NEXT MONTH - NEW MFT YEAR STARTS ON MAY 1ST.
MAYOR RIC ONKEN REPORTED THAT HIMSELF AND TRUSTEE DAVE RATHKE WILL BE ATTENDING THE "STRONG TOWNS" MEETING IN BLOOMINGTON TOMORROW. RIC IS HOPING THEY HAVE SOME GOOD IDEAS.
RIC ALSO REPORTED THAT THE VILLAGE RECEIVED A LETTER FROM PUBLIC HEALTH FOR HAVING PERFECT COMPLIANCE REGARDING FLUORIDATION IN THE WATER.
THE MAYOR REPORTED ON THE SAYBROOK/ARROWSMITH FIRE PROTECTION DISTRICT BOARD AND EMCAA MEETING. THEY VOTED TO DISCONTINUE THE PRESENT CONTRACT WITH EMCAA.

LONNIE STATED JASON TOUCHED ON SEVERAL THINGS WITH THE SEWER LOAN AND WATER TOWER. LONNIE STATED THAT WELL #2 WAS RUNNING GREAT FOR SEVERAL DAYS BUT THEN HAD A SETBACK. LONNIE ALSO REPORTED THAT THEY NEEDED MORE DETAILS ON THE PERMIT APPLICATION. LONNIE REPORTED THAT THE METERS ARE PAYING FOR THEMSELVES.
LONNIE TOUCHED ON THE WATER TOWER. LONNIE FEELS THAT IT IS A MATTER OF EVERYONE PULLING THEIR FAIR SHARE AND ALL OF THE PARTIES THAT ARE GETTING USE FROM THE CIRBN. TRUSTEE DAVID RATHKE STATED MAYBE WE CAN THINK ON A FLAT FEE FOR EVERYONE. MAYOR RIC ONKEN ASKED DAMON TO GET THE COSTS FOR WHAT IT WILL COST TO PAIN THE TOWER AND WILL WORK THE PERCENTAGES UP AND SEND A LETTER OUT.
CHAIRMAN OF THE STREETS AND LIGHTS COMMITTEE, TRUSTEE RICK VANCE REPORTED THAT HAVE BEEN LOOKING AT THE DRAINAGE PROBLEM OVER BY THE SOFTBALL DIAMOND ON RIVERVIEW DRIVE.
VILLAGE CLERK NANCY KIPER STATED THAT THE MFT IS IN THE PACKETS.
TRUSTEE CAROL STEPHENSON REPORTED THAT GARY WEBER RECENTLY MOVED INTO TOWN AND THERE IS A PROBLEM WITH THE TILE ON HIS PROPERTY. DAMON STATED THAT IT IS OUR DROP BOX BUT IT ISN'T OUR TILE. CAROL STATED THAT HE SAID THIS IS IN THE MIDDLE OF HIS PROPERTY. DAMON STATED THAT IS HIS TILE THAT SLOAN'S PUT IN WHEN THEY LIVED THERE.
TRUSTEE LONNIE MEINER REPORTED THAT DAMON HAS BEEN PUTTING DYE IN AT THE PARK TO SEE WHERE THE EXTRA WATER IS COMING FROM AT THE SEWER. DAMON STATED THAT THE SEWER IS STILL SHUT OFF AT THE PARK AT THE PRESENT SO CAN'T TELL YET IF THAT IS WHERE IT IS COMING FROM.
NEXT ON THE AGENDA WAS DISCUSSION OF THE 2014-15 BUDGET APPROPRIATION ORDINANCE. TRUSTEE LONNIE MEINER STATED THAT THE MAYOR, DAMON AND MYSELF HAD A COUPLE MEETINGS AND WHAT WE TRIED TO DO WAS BRING UP TO PRESENT TIMES THE DIFFERENT LINE ITEMS. LONNIE EXPLAINED THAT EVERYTHING WAS A 4.9% INCREASE AND READJUSTED SOME OF THE LINE ITEM EXPENSES. THERE WERE A FEW THINGS WE ADJUSTED DOWN - ENGINEERING AND CHEMICALS IN WATER AND SEWER. LONNIE REPORTED ENGINEERING HAS CHANGED SOMEWHAT. MAYOR RIC ONKEN STATED WE WILL APPROVE NEXT MONTH.
LONNIE STATED THAT DISCUSSED ADDING ANOTHER LINE ITEM FOR EQUIPMENT MAINTENANCE. THERE WAS SOME DISCUSSION ABOUT SETTING A TIMELINE FOR WHEN SOME OF THE EQUIPMENT WILL NEED TO BE REPLACED. MAYOR RIC ONKEN ASKED TRUSTEE RICK VANCE TO GET WITH SUPERINTENDENT DAMON GETTY TO GO OVER WHEN SOME OF THIS WILL NEED TO BE DONE.
MAYOR RIC ONKEN STATED THAT EVALUATIONS ARE DUE NEXT MONTH SO PLEASE HAVE THOSE DONE.
TRUSTEE LONNIE MEINER MADE A MOTION TO APPROVE THE FINAL MUNICIPAL MAINTENANCE EXPENDITURE STATEMENT FOR THE 2013-14 MOTOR FUEL TAX YEAR. TRUSTEE CAROL STEPHENSON SECONDED THE MOTION. VOTE: RICK VANCE - AYE; DAVID RATHKE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - AYE; KELLY GRADERT - AYE; MOTION CARRIED.
TRUSTEE RICK VANCE WILL HAVE A COMMITTEE MEETING BEFORE THEY APPROVE THE NEW 2014-15 MFT. WILL APPROVE NEXT MONTH - NEW MFT YEAR STARTS ON MAY 1ST.
MAYOR RIC ONKEN REPORTED THAT HIMSELF AND TRUSTEE DAVE RATHKE WILL BE ATTENDING THE "STRONG TOWNS" MEETING IN BLOOMINGTON TOMORROW. RIC IS HOPING THEY HAVE SOME GOOD IDEAS.
RIC ALSO REPORTED THAT THE VILLAGE RECEIVED A LETTER FROM PUBLIC HEALTH FOR HAVING PERFECT COMPLIANCE REGARDING FLUORIDATION IN THE WATER.
THE MAYOR REPORTED ON THE SAYBROOK/ARROWSMITH FIRE PROTECTION DISTRICT BOARD AND EMCAA MEETING. THEY VOTED TO DISCONTINUE THE PRESENT CONTRACT WITH EMCAA.
