TRUSTEE RICK VANCE MADE A MOTION TO APPOINT TRUSTEE JASON PIERCE AS ACTING MAYOR FOR THE MONDAY EVENING, FEBRUARY 3, 2014 MEETING OF THE VILLAGE BOARD OF COLFAX. TRUSTEE KELLY GRADERT SECONDED THE MOTION. VOTE: RICK VANCE - AYE; DAVID RATHKE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - ABSENT; KELLY GRADERT - AYE; MOTION CARRIED.
THE REGULAR MONTHLY MEETING OF THE VILLAGE BOARD OF COLFAX WAS CALLED TO ORDER ON MONDAY EVENING, FEBRUARY 3, 2014 AT 7:00 P.M. BY ACTING MAYOR/TRUSTEE JASON PIERCE.
TRUSTEES PRESENT WERE: RICK VANCE - AYE; DAVID RATHKE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; KELLY GRADERT - AYE;
TRUSTEE LONNIE MEINER WAS ABSENT.
ALSO PRESENT WERE VILLAGE TREASURER LINDA HANSON; POLICE CHIEF MICHAEL SCOTT; SUPERINTENDENT DAMON GETTY.
TRUSTEE DAVID RATHKE STATED THE COMMITTEE NAME ON LAST MONTH'S MINUTES FOR THE CHAIRMAN OF THE FINANCE AND AUDIT COMMITTEE SHOULD HAVE BEEN THE POLICE AND LIQUOR COMMITTEE.
TRUSTEE RICK VANCE MADE A MOTION TO DISPENSE WITH THE READING OF THE MINUTES AND APPROVE AS PRESENTED WITH THE ABOVE CHANGE. TRUSTEE DAVID RATHKE SECONDED THE MOTION. TRUSTEE JASON PEIRCE, CHAIRMAN OF THE FINANCE AND AUDIT COMMITTEE, HAD NOTHING TO REPORT AT THIS TIME.
TRUSTEE DAVID RATHKE, CHAIRMAN OF THE POLICE AND LIQUOR COMMITTEE, REPORTED THAT THE ACTIVITY REPORT FOR THE POLICE DEPARTMENT FOR THE MONTH OF JANUARY, 2014 IS IN YOUR FOLDERS.
POLICE CHIEF MIKE SCOTT REPORTED THAT THE SAFE ROUTES TO SCHOOL GRANT HAS BEEN SENT. MIKE STATED THAT THE $15,000 WOULD COVER APPROXIMATELY 900 - 1000 FEED OF SIDEWALK. MIKE CHOSE THE 300 BLOCK OF SOUTH HARRISON STREET ACROSS THE STREET FROM THE SCHOOL AND WILL RUN FROM THE BALL DIAMOND PARKING LOT TO WOOD STREET. THE SECOND SECTION WILL RUN ON THE SOUTH SIDE OF WOOD STREET FROM CENTER STREET TO THE SCHOOL PARKING LOT - WHICH PRESENTLY HAS NO SIDEWALK AT ALL. HOPEFULLY EVERYTHING WILL WORK AND WILL MOVE ONTO NEXT YEAR.
MIKE STATED THAT HE HAS BEEN WORKING WITH ANDREW HARPER ON THE COSTS FOR THE GRANT. MIKE REPORTED THAT HE IS SURE THAT IF WE GET THE GRANT - THEY WILL PROBABLY HAVE DIFFERENT RULES TO FOLLOW AND WILL HAVE TO HAVE MORE PROPOSALS.
MIKE REPORTED THAT HE WILL BE ATTENDING THE ILEAS CONVENTION IN SPRINGFIELD THE FIRST MONDAY AND TUESDAY IN MARCH. MIKE STATED THEY WILL HAVE THE LATEST AND GREATEST IN VENDORS. THE GUYS REPORTED HAVING AN ISSUE WITH THE LIFE SPAN LIGHT BAR ON THE SQUAD CAR. MIKE STATED HE RECEIVED A QUOTE FROM RANDY ZIELSDORF BUT MIKE WANTS TO SEE WHAT THERE IS AT THIS CONVENTION ALSO.
MIKE STATED THAT HE WAS CONTACTED BY TWO AREA VILLAGES THAT OSHA HAS BEEN IN THE AREA. ONE OF THE AREAS THEY WERE DINGED ON WAS FOR NOT HAVING A WRITTEN POLICY FOR DISEASE CONTROL SO MIKE PUT A MANUAL TOGETHER.
MIKE REPORTED THAT AN UPDATE ON 112 EAST MAIN STREET. MIKE STATED AFTER HE MAILS THE OV'S FOR JANUARY THAT WILL PUT IT AT $16,200.00 OWED TO THE VILLAGE FROM MR. CLARK. MIKE STATED HE THOUGHT MAYBE THIS WOULD GET HIS ATTENTION AND HE WOULD CONTACT THE VILLAGE. MIKE STATED NEED TO MAKE SOME SERIOUS DECISIONS ON WHAT THE NEXT OPTION WILL BE. NEXT OPTION WOULD BE WHETHER WE WANT TO GO TO COURT. SOME OF THE EXPENSE WILL BE HAVING A STRUCTURAL ENGINEER TO GO THROUGH THE BUILDING AND GIVE US A REPORT. MIKE STATED THAT HE SPOKE WITH ANDREWS ENGINEERING AND THEY HAVE A STRUCTURAL ENGINEER AVAILABLE THAT THE VILLAGE CAN USE.
TRUSTEE DAVID RATHKE ASKED IF ANYTHING IS HAPPENING WITH THE STICKLEN PROPERTY. MIKE HASN'T HEARD ANYTHING BUT WILL MAKE A CALL TOMORROW.
WITH THE ABSENCE OF WATER AND SEWER COMMITTEE CHAIRMAN LONNIE MEINER, SUPERINTENDENT DAMON GETTY REPORTED THERE ARE APPROXIMATELY 80 METERS LEFT TO BE INSTALLED.
HAVING SOME ISSUES WITH SOME WATER THAT NEEDS SHUT OFF BUT WITH THE COLD WEATHER CANNOT DO THAT. THE FIRST WARM STRETCH WILL START DOING SHUTOFFS TO WAKE THE PEOPLE UP.
TRUSTEE DAVID RATHKE ASKED ABOUT THE WATER MAIN BREAK. DAMON STATED IT WAS AT CENTER AND NORTH STREET. VALVES BLEW OUT AND DRAINED THE TOWER IN ABOUT 40 MINUTES.
TRUSTEE RICK VANCE, CHAIRMAN OF THE STREETS AND LIGHTS COMMITTEE, REPORTED DAMON HAS BEEN PLOWING SNOW. RICK ALSO REPORTED ON THE "BOX TO PUSH SNOW". THIS GOES IN FRONT OF YOUR BACKHOE TO PUSH SNOW. THEY USUALLY RUN ABOUT $7,000.00 -- WE GOT OURS FOR $810.00.
