THE RESCHEDULED MEETING OF THE VILLAGE BOARD OF COLFAX WAS CALLED TO ORDER ON MONDAY EVENING, JANUARY 13, 2014 AT 7:00 P.M. BY MAYOR RICARDO ONKEN.

TRUSTEES PRESENT WERE: RICK VANCE - AYE; DAVID RATHKE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - AYE; KELLY GRADERT - AYE;

ALSO PRESENT WERE VILLAGE TREASURER LINDA HANSON; VILLAGE ATTORNEY TOM SHIELDS; POLICE CHIEF MICHAEL SCOTT; AND SUPERINTENDENT DAMON GETTY.

MAYOR RIC ONKEN ASKED FOR ANY ADDITIONS OR CORRECTIONS TO THE MINUTES OF THE LAST MEETING. TRUSTEE KELLY GRADERT HAD A CORRECTION TO MAKE TO THE DECEMBER 2, 2013 MINUTES (A COPY IS ENCLOSED FOR YOUR REFERENCE)

TRUSTEE CAROL STEPHENSON MADE A MOTION TO DISPENSE WITH THE READING OF THE MINUTES AND APPROVE AS PRESENTED WITH KELLY GRADERT'S CORRECTIONS. TRUSTEE DAVID RATHKE SECONDED THE MOTION. VOTE: RICK VANCE - AYE; DAVID RATHKE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - AYE; KELLY GRADERT - AYE; MOTION CARRIED.

VILLAGE TREASURER LINDA HANSON GAVE THE TREASURER'S REPORT FOR THE MONTH OF DECEMBER, 2013.
BEGINNING BALANCE AS OF 12/01/2013 $311,511.80
ENDING BALANCE AS OF 12/31/2013 $298,273.34

DECREASE FOR DECEMBER, 2013 ($ 13,238.46)

VILLAGE CLERK NANCY KIPER REPORTED THAT THE $33,959.00 FOR THE BILLS TO WATER PRODUCTS FOR THE NEW WATER METERS WILL BE TRANSFERRED OUT OF THE WATER/SEWER MAINTENANCE ACCOUNT TO THE WATER AND SEWER CHECKING ACCOUNT FOR PAYMENT OF THESE BILLS.

TRUSTEE JASON PIERCE MADE A MOTION TO PAY THE BILLS AS PRESENTED. TRUSTEE LONNIE MEINER SECONDED THE MOTION. VOTE: RICK VANCE - AYE; DAVID RATHKE - AYE; JASON PEIRCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - AYE; KELLY GRADERT - AYE; MOTION CARRIED.

TRUSTEE JASON PIERCE, CHAIRMAN OF THE FINANCE AND AUDIT COMMITTEE, ASKED SUPERINTENDENT DAMON GETTY IF HE HAD A CHANCE TO PUT VERY MANY NEW WATER METERS IN. HOPING TO START GETTING SOME OF OUR MONEY BACK FROM THAT.

TRUSTEE DAVID RATHKE, CHAIRMAN OF THE POLICE AND LIQUOR COMMITTEE, REPORTED THAT THE ACTIVITY REPORT FOR THE MONTH OF DECEMBER, 2013 IS IN THE FOLDERS.

POLICE CHIEF MICHAEL SCOTT GAVE AN UPDATE ON THE PROPERTY AT 112 E MAIN STREET. MIKE REPORTED THAT AFTER SPEAKING TO SEVERAL OF THE OTHER RURAL CHIEFS HE HAS DECIDED TO USE THE FULL BRUNT OF ORDINANCE VIOLATIONS TO GET THE OWNER'S ATTENTION. MIKE REPORTED THAT HE STARTED SENDING DAILY VIOLATIONS ON 12/11/2013 AND HAS ISSUED ONE EVERY DAY SINCE. THE VIOLATIONS START AT $50.00 PER DAY UNTIL YOU REACH $500.00 AND THEN IT IS $500.00 PER DAY. MIKE REPORTED THAT TO DATE IT IS $6,200.00 THAT THE OWNER OWES THE VILLAGE. MIKE REPORTED THAT HAVE BEEN SENDING THESE PRIORITY MAIL THRU THE POST OFFICE BECAUSE THERE IS A TRACKING NUMBER BUT THERE IS A TRACKING NUMBER BUT HE DOESN'T HAVE TO GO TO THE POST OFFICE AND PICKUP/REJECT IT IS DELIVERED TO THE HOUSE.

TRUSTEE RICK VANCE ASKED THE ATTORNEY IF HE KNEW WHETHER THE STATE COULD GIVE US ANY RELIEF FROM REGULATIONS ON THIS BUILDING - FROM THE EPA. MAYBE NEED TO CONTACT OUR REPRESENTATIVES AND SEE. MIKE SCOTT STATED THAT HE CONTACTED THE ILLINOIS RURAL DEVELOPMENT REGARDING A POSSIBLE GRANT BUT THE VILLAGE'S MEDIAN INCOME IS TOO HIGH TO OBTAIN A GRANT.

MIKE REPORTED THAT OUR SAFE ROUTES TO SCHOOL GRANT HAS REOPENED BUT IS HAS CHANGED. MIKE STATED THAT HE HAS EVERYTHING READY AND MADE A WHOLE NEW APPLICATION PROCESS AND HAS TO BE DONE BY JANUARY 31, 2014. THE GOOD NEWS IS THAT THIS APPLICATION IS A LOT SIMPLER AND IS DOABLE. THIS IS WHERE HAVE TO PAY UPFRONT THEN GET REIMBURSED. MIKE NEEDS A MAXIMUM DOLLAR AMOUNT THAT THE VILLAGE WANTS TO PAY AND PUT IN THE GRANT. THE OLD GRANT WAS REIMBURSED 100%; THIS IS REIMBURSED 80%. MIKE STATED HE THINKS THE CLOSER THE SIDEWALKS ARE TO THE SCHOOL THINK THE GRANT READERS WOULD LOOK AT CLOSER.

THERE WAS MUCH DISCUSSION ON THIS AND MAYOR RICARDO ONKEN ASKED THE BOARD HOW MUCH THEY WANTED TO SPEND ON THE SIDEWALK PROJECT. TRUSTEE JASON PIERCE ASKED MIKE IF HE KNEW HOW MUCH IT WOULD COST TO FIX EVERYTHING THAT NEEDS FIXED. LONNIE SAID HE HAS HAD PEOPLE QUESTION HIM ABOUT SIDEWALKS DOWN BY THE SCHOOL.

MIKE STATED THAT THERE IS A $200,000 MAXIMUM OR $2,000 MINIMUM. WE HAVE TO SEND IT OFF WITH WHAT WE ARE WANTING SO IF WE GET APPROVED THEN WE ARE COMMITTED AND HAVE TO PAY THE WHOLE AMOUNT UP FRONT. VILLAGE ATTORNEY TOM SHIELDS STATED THAT WITH THE RIGHT WORDING COULD USE THE STORM WATER FUND TO PAY FOR THIS.

TRUSTEE DAVID RATHKE ASKED MIKE IF YOU APPLY FOR THE GRANT HOW LONG BEFORE YOU KNOW IF WE GOT IT OR NOT. MIKE STATED HE DIDN'T SEE IT ON THE SIGHT BUT WILL DOUBLE CHECK TO SEE IF IT SAYS WHEN WILL KNOW.

MIKE REPORTED THAT THERE WAS A COMPANY CALLED IOWA STEAKS COMING THROUGH TOWN - MIKE REPORTED THEY ARE AN "F" RATING - MIKE DENIED THE PERMIT. MIKE REPORTED THAT THE ILLINOIS CONCEALED CARRY LAW I HAVE IN THE OFFICE IF ANYONE WANTS TO SEE IT. MIKE REPORTED ON SOME OF THE OTHER NEW LAWS THAT WENT INTO EFFECT ON JANUARY 1, 2014.

TRUSTEE LONNIE MEINER, CHAIRMAN OF THE WATER AND SEWER COMMITTEE, REPORTED ON THE WATER AND SEWER COMMITTEE MEETING HELD PRIOR TO THE BOARD MEETING. LONNIE REPORTED THAT DAMON REPORTED THAT THERE ARE 352 METERS INSTALLED WITH 132 METERS REMAINING. DAMON IS ESTIMATING THAT THEY SHOULD HAVE ALL METERS INSTALLED SOMETIME IN MARCH. THE HARDEST PART NOW IS SETTING UP APPOINTMENTS WITH THE PEOPLE THAT WORK DURING THE DAY. WILL HAVE TO START MAKING PHONE CALLS AND SETTING UP EVENING AND WEEKEND APPOINTMENTS. EVERYTHING IS WORKING WELL WITH THE READER.

SUPERINTENDENT DAMON GETTY REPORTED THAT THE PUMP FOR THE WELL IS STILL ON BACKORDER.

TRUSTEE RICK VANCE, CHAIRMAN OF THE STREETS AND LIGHTS COMMITTEE, REPORTED THAT DAMON SAID THEY HAVE PLOWED SNOW.

DAMON REPORTED THAT THE RAILROAD TRACKS ON GROVE STREET SANK. DAMON HAS CONTACTED THE RAILROAD TO SEE WHAT THEY ARE GOING TO DO ABOUT IT. DAMON PUT SIGNS UP AND IF IT GETS ANY WORSE WILL HAVE TO CLOSE IT.

THE FIRST ITEM UNDER NEW BUSINESS, TRUSTEE GRADERT GAVE AN UPDATE ON THE CO-OP PROJECT.

NANCY KIPER, VILLAGE CLERK GAVE THE BOARD AN UPDATE ON THE SITUATION WITH EMCAA AND SAYBROOK/ARROWSMITH FIRE BOARD WITH REGARD TO THE CONTRACT AND THAT THEY ARE STILL HOLDING MONEY THAT IS DUE EMCAA.

THE ONLY ITEM UNDER NEW BUSINESS WAS WHETHER THE VILLAGE WANTED TO MAKE A DONATION TO SHOW BUS AGAIN THIS YEAR. THE VILLAGE GAVE $250.00 LAST YEAR.

TRUSTEE CAROL STEPHENSON MADE A MOTION TO DONATE $250.00 TO SHOW BUS. TRUSTEE LONNIE MEINER SECONDED THE MOTION. VOTE: RICK VANCE - AYE; DAVID RATHKE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - AYE; KELLY GRADERT - AYE; MOTION CARRIED.

TRUSTEE RICK VANCE MADE A MOTION TO ADJOURN. TRUSTEE LONNIE MEINER SECONDED THE MOTION. VOTE: RICK VANCE - AYE; DAVID RATHKE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - AYE; KELLY GRADERT - AYE; MOTION CARRIED.
