THE REGULAR MONTHLY MEETING OF THE VILLAGE BOARD OF COLFAX WAS CALLED TO ORDER ON TUESDAY, SEPTEMBER 3, 2013 AT 7:00 P.M. BY MAYOR RICARDO ONKEN.

TRUSTEES PRESENT WERE: RICK VANCE - AYE; DAVID RATHKE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - AYE; KELLY GRADERT - AYE;

ALSO PRESENT WERE VILLAGE TREASURER LINDA HANSON, POLICE CHIEF MICHAEL SCOTT AND SUPERINTENDENT DAMON GETTY.

TRUSTEE JASON PIERCE MADE A MOTION TO DISPENSE WITH THE READING OF THE MINUTES AND APPROVE THE REGULAR MONTHLY MINUTES AND THE SPECIAL MEETING MINUTES AS PRESENTED. TRUSTEE DAVID RATHKE SECONDED THE MOTION. VOTE: RICK VANCE - ABSENT; DAVID RATHKE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - AYE; KELLY GRADERT - AYE; MOTION CARRIED.

VILLAGE TREASURER LINDA HANSON GAVE THE TREASURER'S REPORT FOR THE MONTH OF AUGUST, 2013.
BEGINNING BALANCE AS OF 08/01/2013 - $216,402.15
ENDING BALANCE AS OF 08/31/2013 - $279,466.36
INCREASE FOR MONTH OF AUGUST, 2013 - $ 63,064.21

THERE WAS SOME DISCUSSION REGARDING SOME OF THE BILLS TO BE PAID.

TRUSTEE LONNIE MEINER MADE A MOTION TO PAY THE BILLS AS PRESENTED. TRUSTEE KELLY GRADERT SECONDED THE MOTION. VOTE; RICK VANCE - AYE; DAVID RATHKE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - AYE; KELLY GRADERT - AYE; MOTION CARRIED.

TRUSTEE JASON PIERCE, CHAIRMAN OF THE FINANCE AND AUDIT COMMITTEE, REPORTED THAT THE VILLAGE HAS THE MONEY THAT WE BORROWED FOR THE WATER METER PROJECT. VILLAGE CLERK NANCY KIPER REPORTED THAT THIS MONEY WAS PUT INTO THE WATER AND SEWER MAINTENANCE ACCOUNT UNTIL WE HAVE TO PAY FOR THE METERS.

JASON REPORTED THAT THE PAYMENT FOR THE NEW LOAN WAS SETUP AS AN AUTO DEDUCTION FROM OUR WATER AND SEWER CHECKING ACCOUNT. JASON WAS GOING TO CHECK WITH TOM AND MAKE SURE THIS WAS OK. NANCY REPORTED THAT TOM CALLED RIGHT AFTER SHE SPOKE WITH JASON SO SHE ASKED HIM AND HE SAID AS LONG AS IT IS OKAY WITH VILLAGE TREASURER LINDA HANSON AND MYSELF THAT WAS FINE.

TRUSTEE DAVID RATHK, CHAIRMAN OF THE POLICE AND LIQUOR COMMITTEE, REPORTED THAT THE ACTIVITY REPORT FOR THE MONTH OF AUGUST, 2013 IS IN YOUR FILES.

DAVE ASKED POLICE CHIEF MICHAEL SCDOTT IF HE HAD ANYTHING TO REPORT. MIKE GAVE A REPORT AND UPDATE ON THE VARIOUS PROPERTIES IN THE VILLAGE.

MIKE REPORTED THAT HE SPOKE WITH ERICK AT KJP PROPERTIES, OWNER OF THE TRAILER COURT, AND THEY NOW HAVE THE TITLE IN THEIR POSSESSION FOR 401 S OAK. MIKE REPORTED THAT ERICK IS INTERESTED IN GIVING THIS TRAILER TO THE FIRE DEPARTMENT. MIKE SPOKE WITH CHRIST DOWELL, FIRE CHIEF AND HE IS TO GET IN CONTACT WITH ERICK ABOUT THIS.

MIKE REPORTED THAT THE TRAILER AT 403 S MAPLE - HE SENT PICTURES TO ERICK ON THIS TRAILER. IT IS TIME TO GET THIS PROPERTY CLEANED UP. ERICK CONTACTED MARY JANE CALDER, THE OWNER OF THE PROPERTY AND ADVISED HER TO COME TO THE BOARD MEETING TONIGHT. MARY JANE WAS PRESENT AND STATED THAT SHE INTENDS TO CLEAN OUT THE TRAILER AND THEN WOULD BE INTERESTED IN DONATING IT TO THE FIRE DEPARTMENT ALSO. SHE STATED IT WILL TAKE HER QUITE AWHILE TO CLEAN THIS UP. THE BOARD ADVISED HER TO GIVE A MONTHLY UPDATE ON THE PROGRESS SHE IS MAKING. MIKE ASKED MARY JANE IF IT WOULD BE OK IF HE HAS ANY COMMUNITY SERVICE KIDS - WOULD SHE OBJECT IF THEY CAME AND HELPED. SHE WOULD APPRECIATE ANY HELP SHE CAN GET.

MIKE STATED THAT HE SPOKE WITH BRIAN HARRIS REGARDING THE PROPERTY AT 206 W WOOD STREET. THEY ARE STILL PLANNING ON TEARING THIS DOWN BUT JUST DON'T HAVE THE FUNDS RIGHT NOW TO DO IT. HE PROMISED MIKE THAT THEY WILL KEEP IT SECURE SO THAT NO ON CAN GET INTO THE BUILDING.

MIKE REPORTED THAT THE PROPERTY AT 112-114 EAST MAIN STREET AND THE TWO CERTIFIED LETTERS SENT TO TODD CLARK HAVE NOT BEEN RETURNED FROM THE POST OFFICE NOR HAVE THE "RETURN RECEIPT CARDS" FROM HIM PICKING THE LETTERS UP BEEN RETURNED. IF WE DON'T HEAR ANYTHING BY FRIDAY FROM MR. CLARK, MIKE WILL GO LOOKING FOR THIS GUY AND HAND DELIVER THE ORDINANCE VIOLATION TO HIM.

MAYOR RIC ONKEN ASKED MIKE IF HE HAS HEARD ANYTHING FROM THE BANK ABOUT 102 S GROVE. RIC ASKED THE BOARD IF IT IS OKAY FOR MIKE TO CONTACT THE BANK ABOUT THE VILLAGE CLEANING THE PROPERTY UP AT 102 S GROVE.

MIKE REPORTED THAT THE RIDGEVIEW EDUCATION FOUNDATION AT SCHOOL IS PLANNING A 5K RUN ON SATURDAY, SEPTEMBER 21ST AT 8:00 A.M. THERE WILL BE TWO (2) OFFICERS ON DUTY DURING THE RACE TO HELP ALONG THE ROUTE. TRUSTEE KELLY GRADERT REPORTED THAT THERE ARE SEVERAL VOLUNTEERS AT SCHOOL ALSO WHO NEED COMMUNITY VOLUNTEER CREDITS THAT CAN HELP OUT AT SOME INTERSECTIONS.

TRUSTEE LONNIE MEINER, CHAIRMAN OF THE WATER AND SEWER COMMITTEE, REPORTED THAT ALL OF THE WATER METERS HAVE BEEN ORDERED. HE REPORTED THAT THE BIGGER METERS WILL BE DELIVERED BEFORE THE REST OF THEM.

LONNIE REPORTED THAT THERE ARE SEVERAL SHUTOFFS AND DELINQUENCIES FOR WATER BILLS. NANCY IS WORKING ON THEM BUT CAN'T GET A RESPONSE OUT OF SOME OF THEM.

TRUSTEE RICK VANCE, CHAIRMAN OF THE STREETS AND LIGHTS COMMITTEE, STATED HE HAD EVEN LESS TO REPORT THAN LONNIE. DAMON STATED EVERYTHING IS GOOD.

TRUSTEE CAROL STEPHENSON REPORTED THAT THERE IS A HOLE IN THE STREET AT THE INTERSECTION OF HIGH AND CENTER STREETS THAT HAS BEEN THERE ALL SUMMER IF YOU CAN FILL THAT IN. RICK ONKEN REPORTED THERE IS ALSO ONE AT COOPER AND CENTER STREETS.

TRUSTEE LONNIE MEINER REPORTED THAT THE SIDES OF THE STREETS LOOK GOOD. LONNIE ASKED DAMON IF THAT IS COLD PATCH. IF THAT HOLDS UP DURING THE WINTER IT HAS REALLY HELPED THE STREETS. CAROL ASKED DAMON WHEN THEY WILL BE CLOSING CENTER STREET FOR FALL HARVEST. DAMON STATED THEY WANT IT CLOSED SEPTEMBER 15TH. TRUSTEE KELLY GRADERT ASKED ABOUT THE TRUCK ROUTE. SHE THOUGHT THEY WERE ONLY ALLOWED TO USE HARRISON STREET BUT THERE ARE A LOT OF TRUCKS ON RIVERVIEW DRIVE TOO. MIKE REPORTED THAT IF THEY HAVE A DELIVERY THEY HAVE TO DRIVE ON OTHER STREETS. TRUSTEE CAROL STEPHENSON STATED THERE ARE STILL A LOT OF TRUCKS ON GROVE STREET - SHE THINKS THEY DO NOT SEE THE SIGN UNTIL AFTER THEY ARE ALREADY TURNED ONTO SOUTH GROVE STREET. THERE NEEDS TO BE A SIGN ON THE COUNTY HIGHWAY TOO. THERE ARE A LOT OF PEOPLE THOUGH WHO LIVE HERE AND AREN'T DELIVERING ANYTHING WHO DRIVE THROUGH ALL OF THE STREETS WITH SEMIS.

TRUSTEE LONNIE MEINER ASKED DAMON WHAT THEY ARE MAKING FOR DOWN AT THE ELEVATOR. DAMON STATED THAT HE MADE 10 FOOT BARRICADES THAT WERE ACTUALLY METAL THAT HE CAN LAG TO THE GROUND. THEY WILL BE BETTER THAN THE PLASTIC ONES. DAMON REPORTED HE IS HAVING GARY MILTON MAKE NEW "ROAD CLOSED" SIGNS THAT WILL HOLD UP. HE STATED THAT HE TALKED TO ALLIANCE GRAIN AND THE WILL HELP PAY FOR THESE.

MAYOR RIC ONKEN STATED I KNOW IT IS GETTING A LITTLE LATE FOR THIS SEASON TO DO ANY SIDEWALKS BUT NEED TO PUT THAT DOWN FOR NEXT YEAR. THE VILLAGE IS LIABLE IF ANYONE FALLS AND GETS HURT.

CAROL STATED THERE WAS A NOTE IN THE MINUTES ABOUT STREET LIGHTS UPTOWN. SHE ASKED IF THERE ARE A BUNCH OF THOSE OUT. DAMON STATED THEY HAVE BEEN FIXED BUT THERE ARE SOME SOCKETS THAT ARE BAD AND DANE SIMPSEN IS LOOKING FOR SOCKETS FOR US NOW.

THERE WAS NO NEW BUSINESS TO REPORT.

THE ONLY ITEM FOR OLD BUSINESS WAS REGARDING THE GARBAGE AND RECYCLING CONTRACT.

MAYOR RIC ONKEN REPORTED THAT THE BOARD NEEDS TO APPROVE THE GARBAGE AND RECYCLING CONTRACT FROM ALLIED WASTE. THE BOARD HAD PREVIOUSLY APPROVED THE GARBAGE CONTRACT BEFORE THEY DECIDED ON THE RECYCLING PART ALSO.

TRUSTEE RICK VANCE MADE A MOTION TO ACCEPT THE THREE-YEAR CONTRACT WITH ALLIED WASTE SERVICE FOR GARBAGE AND RECYCLING SERVICES WITH RATES AT $14.00 PER MONTH FOR THE FIRST YEAR; $14.42 PER MONTH FOR THE SECOND YEAR; AND $14.85 PER MONTH FOR THE THIRD YEAR. TRUSTEE JASON PIERCE SECONDED THE MOTION. VOTE: RICK VANCE - AYE; DAVID RATHKE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - AYE; KELLY GRADERT - AYE; MOTION CARRIED.
