��������� The regular monthly meeting of the Village Board of Colfax was called to order by Mayor Ricardo Onken on Monday evening April 6, 2009 at 7:00 p.m.

��������� Village Treasurer Linda Hanson was absent but submitted a financial report for the Board's review.

��������� Village Engineer Ed Duran was present to give the report on the 2009-10 Motor Fuel Tax Program.� Ed stated going to put the Village under a Maintenance Only MFT Program.�� Someone, probably Rick Carden, will do the Slurry Seal Coat for the Village.� There is another place out of Eureka but it is not worth their time to come over here.��

��������� Ed explained that this year was hard on salt - normally the Village would use approximately fifty (50) tons but this winter has depleted our supply.� The building is pretty much empty this year so will have to order 200 tons to fill the shed back up.
�
��������� The total estimate for this year's MFT budget is $63,000.00.� Ed said that sounds like a lot but another big project that is in there is a lot of sidewalk work on Main Street in front of the welding shop and the post office.� The sidewalk project includes some sidewalks throughout the Village too.� This project will cost approximately $15,000.00.
�
��������� Ed explained there is also another to be fixed is on Center Street south of Main to fix some of the inlets in front of the Laundrymat.
�
��������� This resolution needs to be passed.

��������� Ed Duran proposed having bid openings for June, 2009 meeting.

��������� Trustee Dennis Farney made a motion to go into closed session to consider the appointment, compensation and performance of the Village of Colfax Police Department pursuant to the Open Meetings Act to discuss personnel issues involving the Police Department.� Trustee Carol Stephenson seconded the motion.� Vote:� Donna Poppe - Absent; Dennis Farney - Aye; Bruce Green - Aye; Carol Stephenson - Aye; Lonnie Meiner - Aye; Rick Wagoner - Aye; Motion carried.

��������� The Village Board of Colfax came out of closed session.
��������� Trustee Lonnie Meiner, Chairman of the Finance and Audit Committee, reported on the Finance Committee meeting of� Tuesday, March 24, 2009.� Lonnie stated everyone noticed our account balances and the Village only owes Peoples State Bank of Colfax $10,000.
�
��������� This meeting was for the discussion of an IMRF Retirement.� There will be a representative here to talk with everyone April 15th.
�
��������� Lonnie feels this would be something good for the employees but not sure if the Village can afford this.� Will find out from the representative what it will cost the village.
�
��������� Will need to get some numbers in order to put it in the budget.� Nancy Kiper stated can go until June if we need to wait and pass the budget then.��
�
��������� Table this until next meeting.

��������� Chairwoman of the Police and Liquor Committee, Trustee Carol Stephenson reported on the activities of the Police Department for the month of March.�
�
��������� Nancy reported sending out the letters for Liquor License renewals.� Have received one back, the rest will be renewed by the end of the month.
�
��������� Trustee Rick Wagoner, Chairman of the Water and Sewer Committee, reported haven't heard anything back from the stimulus grants.� Lonnie and Damon have talked to some people from ADS - it is a different type of difuser system for the Sewer Plant.� There is one of these systems being put in at Odell.� This is a cheaper option to put in and would be some cost savings there.� Ed has contacted some other towns which had this put in and they have been satisfied with them.

��������� Lonnie reported this is a user friendly system.� Damon and Dave can install this with the supervision from the Company.� Lonnie cannot believe how simple it is and still does the job.� Lonnie stated it boils down to the Village could use the same blowers although don�t want to because of efficiency.� Lonnie stated that Ed Duran is impressed with this.�

��������� The superintendent from Odell invited us up to look at their new system.� Lonnie stated it's a very simple system and blowers we have need something more efficient.� It is very user friendly.� The biggest problem is taking out what is there.� Lonnie stated probably want to use a more efficient type of equipment.� Lonnie said that if we go this cheaper route depending on what kind of money we get from the government, the building at the Sewer Plant needs repaired.� Damon would like to tear it down and put up a new one.

��������� Rick Wagoner thanked Lonnie and Damon for their help.� Unfortunately since he doesn't work in town anymore, he's relying on them for some of this.��

��������� Ric stated that he got a hold of Shane Cultra's office and unfortunately the money goes to the State first.� Ric did contact Halverson's office, she is against money going to the state.��������������������

��������� The only item under Old Business was the donation to The Show Bus.� Village Clerk Nancy Kiper reported that there were ninety (90) people that ride the Show Bus from Colfax.� Last year the Village donated $500.00.

��������� Trustee Rick Wagoner made a motion to donate $500.00 to Show Bus.� Trustee Dennis Farney seconded the motion.� Vote:� Donna Poppe - absent; Dennis Farney - Aye; Bruce Green - Aye; Carol Stephenson - Aye; Lonnie Meiner - Aye; Rick Wagoner - Aye; Motion carried.

��������� The first thing under New Business was the creek that runs behind Betty Rathbun's house.� Carol explained the situation and explained that she talked to Damon about this.� Damon said they will get them cleaned out.� Everything is coming downstream.� Carol said there is a lot of stuff dumped in there.�

��������� Tom stated that we need to get an easement for her property.� Nancy has the easements from last years when the Village fixed the tile.� Damon stated that the creek is the property owner's responsibility to clean out.

��������� Ric stated that AmerenIP is responding very well to calls of power outages.� They are going to try to get the insulators taken care of as soon as the ground dries out enough for them to get in there.� Next month evaluations are due.� Ric stated he is going to attempt to meet with all of the Board members before next month's meeting.� He would like some feed back from the Trustees.� Marty looked over the website.� Need to streamline and fine tune the website to attract new business.

��������� Rick Wagoner asked if there is anything that we can do - there is a business that may be moving out of town and the Village does not want them leaving another mess.�
