THE REGULAR MONTHLY MEETING OF THE VILLAGE BOARD OF COLFAX WAS CALLED TO ORDER AT 7:00 P.M. ON MONDAY EVENING, JUNE 3, 2013 BY MAYOR RICARDO ONKEN.
TRUSTEES PRESENT WERE: RICK VANCE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - AYE; KELLY GRADERT - AYE;
TRUSTEE DAVID RATHKE WAS ABSENT.
ALSO PRESENT WERE VILLAGE TREASURER LINDA HANSON; VILLAGE ATTORNEY TOM SHIELDS; CHIEF OF POLICE MICHAEL SCOTT; AND SUPERINTENDENT DAMON GETTY.
TRUSTEE LONNIE MEINER MADE A MOTION TO DISPENSE WITH THE READING OF THE MINUTES AND APPROVE AS PRESENTED. TRUSTEE CAROL STEPHENSON SECONDED THE MOTION. VILLAGE TREASURER LINDA HANSON GAVE THE TREASURER'S REPORT FOR THE MONTH OF MAY, 2013.

TRUSTEE RICK VANCE MADE A MOTION TO PAY THE BILLS AS PRESENTED. TRUSTEE JASON PIERCE SECONDED THE MOTION. VOTE: RICK VANCE - AYE; DAVID RATHKE - ABSENT; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - AYE; KELLY GRADERT - AYE; MOTION CARRIED.
TRUSTEE JASON PIERCE, CHAIRMAN OF THE FINANCE AND AUDIT COMMITTEE, DOESN'T HAVE ANYTHING TO REPORT AT THIS TIME. HE WILL SCHEDULE A COMMITTEE MEETING THIS MONTH BEFORE THE NEXT BOARD MEETING.
VILLAGE CLERK NANCY KIPER REPORTED THAT THE BALANCE ON THE LOAN AT PEOPLES STATE BANK OF COLFAX IS $18,879.00. NANCY ALSO REPORTED GETTING ALMOST $13,000 THIS MONTH FOR OUR FIRST TAX DISTRIBUTION.
TRUSTEE DAVID RATHKE, CHAIRMAN OF THE POLICE AND LIQUOR COMMITTEE WAS ABSENT. POLICE CHIEF MICHAEL SCOTT STATED THAT THE ACTIVITY REPORT FOR THE MONTH OF MAY, 2013 IS IN YOUR FOLDERS. MIKE REPORTED THE OVERTIME ON THE ACTIVITY SHEET IS BECAUSE OUR TWO NEW OFFICERS TOOK LONGER TO GET UP AND RUNNING THAN ORIGINALLY PLANNED. MIKE THANKED DAMON FOR HELPING BUT BECAUSE OF THAT WE HAD TO PAY OUT MORE OVERTIME THAN WE WOULD HAVE LIKED TO. MIKE REPORTED THAT MIKE ALLSUP IS UP AND RUNNING AND WILL BE WORKING EVERY SATURDAY AND EVERY OTHER FRIDAY NIGHTS. BOB BRANDT WILL BE WORKING THE OTHER FRIDAY NIGHTS. MIKE STATED THAT MIKE ALLSUP WAS WAITING ON HIS PRIMARY EMPLOYER TO GIVE THEIR OKAY FOR A SECONDARY EMPLOYMENT APPROVAL. SHANE HARBISON CONTACTED MIKE SHORTLY AFTER OUR LAST MEETING AND STATED THAT IT WILL BE THE END OF JULY BEFORE HE IS READY TO START.
MIKE ALSO GAVE AN UPDATE ON VARIOUS PROPERTIES AROUND TOWN:
102 S GROVE IS SCHEDULED FOR MEDIATION THIS WEEK. MIKE TALKED TO MARK AND HE IS ABANDONED THE PROPERTY. MIKE REPOSTED THE BUILDING "NO OCCUPANCY - DANGER KEEP OUT" SIGNS ALL AROUND THE PROPERTY.
TRUSTEE LONNIE MEINER ASKED IF THE BANK IS AWARE OF WHAT THE VILLAGE'S FEELINGS ARE REGARDING THIS PROPERTY. MIKE HAS SPOKEN WITH THEM.
104 W OLIVE STREET AND 207 E MAIN STREET ARE BOTH UP FOR AUCTION IN JULY. MIKE REPORTED THAT ABE BROWN SHOWED UP TODAY REGARDING THE PROPERTY AT 104 W OLIVE STREET AND STATED HE WILL GET IT MOWED.
312 W FIFER - THE DEMOLITION IS DONE THERE.
401 S MAPLE - SLOW BEING TORN DOWN BUT HE IS WORKING ON IT. THE OWNERS OF THE TRAILER PARK GAVE HIM SIXTY (60) DAYS TO TEAR DOWN.
MIKE REPORTED THE LAST THING I HAVE IS REGARDING MR. KELLAR WHO WAS HERE LAST MONTH WITH A REQUEST TO OPEN A MICRO/DISTILLERY IN THE OLD MICHAEL'S HARDWARE STORE. MIKE REPORTED THAT HE WAS MADE AWARE OF SOME INFORMATION THAT THE BOARD NEEDS TO BE AWARE OF. MIKE REPORTED THAT HE WAS CONTACTED BY A LIEUTENANT AT THE SHERIFF'S DEPARTMENT REGARDING MR. KELLAR. MIKE STATED HE DID SOME INVESTIGATION AND FOUND THAT MR. KELLAR IS UNDER INDICTMENT FOR CRIMINAL DRUG CONSPIRACY - MANUFACTURING WITH THE INTENT TO DELIVER. THESE ARE CHARGES BROUGHT FORTH IN FEBRUARY OF THIS YEAR AND THEY ARE STILL PENDING.
TRUSTEE CAROL STEPHENSON ASKED ABOUT THE OLD FINCHAM BUILDING. MIKE STATED THAT HE WENT THROUGH IT WITH OUR ENGINEER, MIKE FRIEND. MIKE FRIEND STATED IT WOULD TAKE MORE MONEY THAN IT'S WORTH TO REPAIR THE BUILDING. CAROL STATED SO WHAT'S GOING TO HAPPEN. MIKE STATED HE TALKED TO REAL ESTATE PERSON. MIKE ASKED IF ANYONE KNEW WHETHER SCOTT TONGATE IS STILL INTERESTED IN BUYING. NO ONE HAS HEARD ANYTHING ELSE.
MAYOR RIC ONKEN STATED THAT HE BROUGHT THIS UP TO THE MAYOR'S ASSOCIATION AND EVERY TOWN IS FACING THE SAME PROBLEMS WITH OLD BUILDINGS. RIC STATED THAT SOME OF THE OTHER MAYORS STATED THAT THEY STAYED ON THE OWNERS/BANK UNTIL THE SITUATION WAS CORRECTED. RIC STATED WE NEED TO TAKE ACTION ON THIS. VILLAGE ATTORNEY TOM SHIELDS STATED CAN SEND A LETTER TO THE BANK AND SEE IF WE CAN GET SOMETHING GOING.
TRUSTEE LONNIE MEINER, CHAIRMAN OF THE WATER AND SEWER COMMITTEE, ASKED SUPERINTENDENT DAMON GETTY IF HE GOT ANY METERS IN THIS MONTH - DAMON REPORTED A COUPLE. LONNIE ASKED WHEN HYDRANTS WERE GOING TO BE FLUSHED - DAMON STATED THE MIDDLE OF THE MONTH. LONNIE ASKED HOW LONG HAS IT BEE THREE OR FOUR MONTHS.
LONNIE REPORTED HE WAS OUT AT THE SEWER PLANT AND HE NOTICED THERE WAS A LOT OF GARBAGE AROUND. DAMON STATED THAT IS WHERE WE FLOODED. DAMON REPORTED THAT HE AND THE MAYOR MET WITH OUR ENGINEERS ABOUT SCOPING THE SEWER MAINS AND UNDERNEATH THE CREEK TO SEE IF WE ARE GETTING INFILTRATION AND WE ARE PUMPING OUT TWICE AS MUCH AS WE SHOULD. LONNIE ASKED WOULD YOU DO THIS THIS SUMMER WHEN IT ID DRY. DAMON STATED IF WE CAMERA IT WE CAN DO IT ANYTIME.
LONNIE STATED THAT WE HAVE GOTTEN OUR STORM SEWER ACCOUNT BUILT UP AND ASKED DAMON WHERE IF ANY PLACE IN THE VILLAGE WHERE WE NEED DRAINAGE THE MOST. DAMON STATED EAST FIFER AND EAST WOOD STREETS. THE SUMP PUMPS RUNS CONSTANTLY. LONNIE STATED HE THOUGHT THAT BECAUSE HE WAS AROUND THAT WAY THE OTHER DAY.
VILLAGE CLERK NANCY KIPER REPORTED THAT IN THE FOLDERS IS A COPY OF ONE OF THE RESIDENT'S WATER THAT HAS BEEN HIGH FOR TWO OR THREE MONTHS. DAMON HAS BEEN DOWN THERE NUMEROUS TIMES TO CHECK THE READINGS AND CHECK FOR LEAKS. HICKSGAS CAME IN AND CHECKED THE WATER SOFTENER AND DAMON WAS THERE. HICKSGAS SAID IT HAD TO BE THE METER. DAMON PUT A NEW METER IN ON MAY 9TH AND SEN THE OLD METER IN AND JUST GO THE REPORT TODAY THAT THE METER IS OKAY. NANCY STATED THAT SHE WILL CONTACT HER AND LET HER KNOW THE METER IS OKAY.
MAYOR RIC ONKEN STATED THAT WILL BE MEETING WITH HAER CONSTRUCTION REGARDING THE COST OF LAGOON/RESERVOIR. HE CAN CAMERA THE SEWER AND SEE WHERE ALL OF THE EXTRA WATER IS COMING FROM. DAMON THINKS IT IS COMING FROM THE NORTH SIDE OF THE TRACKS. WILL MEET WITH HIM TO GET AN ESTIMATE COST.
RICK ALSO REPORTED THAT THEY ALSO INSPECTED THE LAGOON AND THE SIDES ARE BEING WASHED AWAY BECAUSE OF THIS WATER AND NEEDS TO BE REPAIRED. THIS WOULD INVOLVE PACKING CLAY INTO THE SIDES.
CHAIRMAN OF THE STREETS AND LIGHTS COMMITTEE AND TRUSTEE RICK VANCE STATED THAT SUPERINTENDENT DAMON GETTY GOT THE NEW STREET DRAIN IN ON BROOKE STREET BY THE AMBULANCE SHED.
SUPERINTENDENT ASKED THE BOARD IF THE VILLAGE STILL PAYS 1/2 FOR REPLACING SIDEWALKS IF THE OWNERS WANT TO REPLACE THEIR OWN, SINCE THAT'S HOW IT HAS ALWAYS BEEN. THERE WAS NOTHING SET UP IN MFT FOR SIDEWALKS.
DAMON STATED THAT SOMETHING NEEDS TO BE DONE WITH THE SIDEWALK IN FRONT OF THE WELDING SHOP ON MAIN STREET. MAYOR RIC ONKEN ASKED DAMON IF HE HAS A PRICE ON WHAT IT WOULD COST TO FIX.
TRUSTEE RICK VANCE STATED THAT CAN PROBABLY TAKE SOME EQUIPMENT COSTS AND REDUCE THE HOURS AND PUT TOWARD SIDEWALKS.
DAMON REPORTED THAT THE YIELD SIGN AT THE CORNER OF BROOKE AND COOPER STREET COMING OUT OF THE PARK WOULD LIKE TO CHANGE TO A STOP SIGN. IT IS VERY CONGESTED UP THERE DURING THE MONTH OF JUNE WITH ALL OF THE BALLGAMES GOING ON. JASON STATED SUNDAYS IT IS A ZOO. CAROL STATED IT IS VERY DANGEROUS WITH ALL OF THE LITTLE KIDS UP THERE.
NOTHING UNDER OLD OR NEW BUSINESS. RIC ONKEN STATED THAT HE DID TRY TO CONTACT MR. KELLAR REGARDING THE OLD HARDWARE STORE BUILDING AND IS STILL INTERESTED. RIC STATED THAT THE NEW CIRBN AGREEMENT WILL GO THROUGH IT AND HAVE TO HAVE IT TURNED BACK IN BY JUNE 10TH.
IF ANYONE IS INTERESTED THERE IS AN ECONOMIC UPDATE DEVELOPMENT MEETING ON TUESDAY, JUNE 18, 2013. IT IS FOR ELECTED OFFICIALS. WILL LEAVE INFORMATION WITH NANCY.
RIC ONKEN STATED THAT NANCY WENT TO A CONFERENCE LAST MONTH PUT ON BY ILLINOIS RURAL WATER AT FAIRVIEW HEIGHTS, IL. NANCY EXPLAINED SOME OF THE INFORMATION THAT WAS LEARNED DURING THE CONFERENCE.
RIC ONKEN ASKED SUPERINTENDENT DAMON GETTY IF HE GOT THE FIRE HYDRANT FIXED LAST MONTH. DAMON STATED "NO I DID NOT!" STAQTED HE HAS TO DIG IT UP AND REPLACE IT. CAROL ASKED, "WHEN." THE MAYOR ASKED CAROL TO STAY ON TOP OF IT.
RIC ASKED DAMON GETTY IF HE GOT WELL #2 SAMPLED. I KNOW THAT WE ALREADY TOLD THE EPA THAT WE ARE GOING TO PLUG IT. TRUSTEE LONNIE MEINER ASKED HOW MUCH IT WILL COST TO SAMPLE IT. DAMON STATED IT WOULD COST $600.00.

MAYOR RIC ONKEN STATED THAT WILL BE MEETING WITH HAER CONSTRUCTION REGARDING THE COST OF LAGOON/RESERVOIR. HE CAN CAMERA THE SEWER AND SEE WHERE ALL OF THE EXTRA WATER IS COMING FROM. DAMON THINKS IT IS COMING FROM THE NORTH SIDE OF THE TRACKS. WILL MEET WITH HIM TO GET AN ESTIMATE COST.
RICK ALSO REPORTED THAT THEY ALSO INSPECTED THE LAGOON AND THE SIDES ARE BEING WASHED AWAY BECAUSE OF THIS WATER AND NEEDS TO BE REPAIRED. THIS WOULD INVOLVE PACKING CLAY INTO THE SIDES.
CHAIRMAN OF THE STREETS AND LIGHTS COMMITTEE AND TRUSTEE RICK VANCE STATED THAT SUPERINTENDENT DAMON GETTY GOT THE NEW STREET DRAIN IN ON BROOKE STREET BY THE AMBULANCE SHED.
SUPERINTENDENT ASKED THE BOARD IF THE VILLAGE STILL PAYS 1/2 FOR REPLACING SIDEWALKS IF THE OWNERS WANT TO REPLACE THEIR OWN, SINCE THAT'S HOW IT HAS ALWAYS BEEN. THERE WAS NOTHING SET UP IN MFT FOR SIDEWALKS.
DAMON STATED THAT SOMETHING NEEDS TO BE DONE WITH THE SIDEWALK IN FRONT OF THE WELDING SHOP ON MAIN STREET. MAYOR RIC ONKEN ASKED DAMON IF HE HAS A PRICE ON WHAT IT WOULD COST TO FIX.
TRUSTEE RICK VANCE STATED THAT CAN PROBABLY TAKE SOME EQUIPMENT COSTS AND REDUCE THE HOURS AND PUT TOWARD SIDEWALKS.
DAMON REPORTED THAT THE YIELD SIGN AT THE CORNER OF BROOKE AND COOPER STREET COMING OUT OF THE PARK WOULD LIKE TO CHANGE TO A STOP SIGN. IT IS VERY CONGESTED UP THERE DURING THE MONTH OF JUNE WITH ALL OF THE BALLGAMES GOING ON. JASON STATED SUNDAYS IT IS A ZOO. CAROL STATED IT IS VERY DANGEROUS WITH ALL OF THE LITTLE KIDS UP THERE.
NOTHING UNDER OLD OR NEW BUSINESS. RIC ONKEN STATED THAT HE DID TRY TO CONTACT MR. KELLAR REGARDING THE OLD HARDWARE STORE BUILDING AND IS STILL INTERESTED. RIC STATED THAT THE NEW CIRBN AGREEMENT WILL GO THROUGH IT AND HAVE TO HAVE IT TURNED BACK IN BY JUNE 10TH.
IF ANYONE IS INTERESTED THERE IS AN ECONOMIC UPDATE DEVELOPMENT MEETING ON TUESDAY, JUNE 18, 2013. IT IS FOR ELECTED OFFICIALS. WILL LEAVE INFORMATION WITH NANCY.
RIC ONKEN STATED THAT NANCY WENT TO A CONFERENCE LAST MONTH PUT ON BY ILLINOIS RURAL WATER AT FAIRVIEW HEIGHTS, IL. NANCY EXPLAINED SOME OF THE INFORMATION THAT WAS LEARNED DURING THE CONFERENCE.
RIC ONKEN ASKED SUPERINTENDENT DAMON GETTY IF HE GOT THE FIRE HYDRANT FIXED LAST MONTH. DAMON STATED "NO I DID NOT!" STAQTED HE HAS TO DIG IT UP AND REPLACE IT. CAROL ASKED, "WHEN." THE MAYOR ASKED CAROL TO STAY ON TOP OF IT.
RIC ASKED DAMON GETTY IF HE GOT WELL #2 SAMPLED. I KNOW THAT WE ALREADY TOLD THE EPA THAT WE ARE GOING TO PLUG IT. TRUSTEE LONNIE MEINER ASKED HOW MUCH IT WILL COST TO SAMPLE IT. DAMON STATED IT WOULD COST $600.00.
