THE REGULAR MONTHLY MEETING OF THE VILLAGE BOARD OF COLFAX WAS CALLED TO ORDER ON MONDAY EVENING, AUGUST 5, 2013 AT 7:00 P.M. BY MAYOR RICARDCO ONKEN.

TRUSTEE PRESENT WERE: RICK VANCE - AYE; DAVID RATHKE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - AYE; KELLY GRADERT.

ALSO PRESENT WERE POLICE CHIEF MICHAEL SCOTT; VILLAGE ATTORNEY TOM SHIELDS; SUPERINTENDENT DAMON GETTY.

TRUSTEE CAROL STEPHENSON MADE A MOTION TO DISPENSE WITH THE READING OF THE MINUTES AND APPROVE AS PRESENTED. TRUSTEE LONNIE MEINER SECONDED THE MOTION. VOTE: RICK VANCE - AYE; DAVID RATHKE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - AYE; KELLY GRADERT - AYE; MOTION CARRIED.

VILLAGE TREASURER LINDA HANSON WAS ABSENT BUT THE JULY, 2013 TREASURER'S REPORT WAS IN FOLDERS
BEGINNING BALANCE AS OF JULY 1, 2013 $217,740.15
ENDING BALANCE AS OF JULY 31, 2013 $216,402.15

INCREASE (DECREASE) IN INCOME FOR JULY 2013 ($ 1,338.00)

VILLAGE CLERK NANCY KIPER REPORTED THAT THE CANNY ACCOUNTING BILL IS ON THE BILLS TO BE PAID THIS MONTH. THE AUDIT IS $2,000.00 LESS THAN LAST YEAR'S AUDIT.

TRUSTEE RICK VANCE MADE A MOTION TO PAY THE BILLS AS PRESENTED. TRUSTEE LONNIE MEINER SECONDED THE MOTION. VOTE: RICK VANCE - AYE; DAVID RATHKE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - AYE; KELLY GRADERT - AYE; MOTION CARRIED.

TRUSTEE JASON PIERCE, CHAIRMAN OF THE FINANCE AND AUDIT COMMITTEE, REPORTED THAT THE VILLAGE OWES JUST OVER $17,000.00 ON THE LOAN AT PEOPLES STATE BANK OF COLFAX.

TRUSTEE DAVID RATHKE, CHAIRMAN OF THE POLICE AND LIQUOR COMMITTEE, REPORTED THAT THE ACTIVITY REPORT FOR THE MONTH OF JULY, 2013 IS IN YOUR FOLDERS.

POLICE CHIEF MICHAEL SCOTT HAD UPDATES ON SOME OF THE PROPERTIES IN THE VILLAGE. MIKE REPORTED THAT THE JUDGMENT WAS ENTERED ON JULY 24, 2013 FOR 102 S. GROVE STREET AND IS NOW IN THE POSSESSION OF THE BANK AND THEY ARE IN THE PROCESS OF SCHEDULING A SALE. MIKE REPORTED THAT HE SENT A CERTIFIED LETTER AND ISSUED AN ORDINANCE VIOLATION FOR DANGEROUS BUILDING TO THE OWNER OF 112-114 EAST MAIN STREET BUT THE LETTER HAS NOT BEEN PICKED UP YET. MIKE STATED HE DID SOME EXTRA RESEARCH AND FOUND ANOTHER POSSIBLE ADDRESS SO AS SOON AS THAT LETTER COMES BACK WILL SEND OUT AGAIN TO NEW ADDRESS.

TRUSTEE CAROL STEPHENSON ASKED ABOUT THE PROGRESS OF THE TRAILER THAT IS BEING TORN DOWN. MIKE REPORTED THAT HE CONTACTED THE OWNERS OF THE TRAILER COURT AGAIN AND THEY HADN'T GOT BACK TO HIM. CAROL STATED THAT THERE HAS BEEN NO PROGRESS IN TEARING THE TRAILER DOWN AT 401 S OAK. VICTOR LANCASTER WAS TO HAVE BEEN TEARING THIS DOWN BUT NOTHING HAS BEEN DONE IN MORE THAN A MONTH. MIKE CONTACTED VICTOR AND HE HAS ANOTHER JOB. MIKE WILL CONTACT THE OWNERS OF THE TRAILER COURT AGAIN. THEY TOLD MIKE BEFORE THAT THEY WOULD GET SOMEONE ELSE TO DO THIS IF NOT DONE SOON. MAYOR RIC ONKEN ASKED IF WE CAN ISSUE ORDINANCE VIOLATIONS ON IT. MIKE STATED WE COULD BUT IT WOULD GO TO THE OWNERS OF THE TRAILER COURT NOT TO VICTOR. MIKE STATED VICTOR ASSURED HIM HE WOULD BE WORKING ON IT THIS WEEKEND. MIKE WILL CALL THE PROPERTY OWNERS TOMORROW AND TELL THEM THAT THE BOARD WANTS PROGRESS OR ORDINANCE VIOLATIONS WILL BE ISSUED.

CAROL ASKED ABOUT THE OTHER TRAILER THAT IS VIRTUALLY USED ONLY FOR STORAGE. MIKE WILL SAY SOMETHING TO THE PROPERTY OWNERS AGAIN. CAROL STATED THAT SHE WALKED OVER THERE THE OTHER DAY AND THERE ARE SOME WINDOWS BROKEN ON THE SOUTH SIDE OF THE TRAILER. MIKE WILL GO TAKE A LOOK AGAIN.

MIKE REPORTED THAT THE CHANGES HAVE BEEN MADE TO THE ENTRANCE OF BROOKE STREET AND COOPER STREET GOING INTO THE PARK - PENDING PASSAGE OF THE ORDINANCE. MIKE STATED THE CROSS WALKS HAVE BEEN PAINTED AND THE SIGNAGE CHANGED.

MIKE STATED THAT HE HAS TALKED TO RIDGEVIEW SUPERINTENDENT GUY GRADERT ABOUT THE PICKUP OF STUDENTS IN THE AFTERNOONS AT THE ELEMENTARY SCHOOL. MR. GRADERT FEELS THERE NEEDS TO BE A CHANGE IN THE WAY THIS IS DONE AND THEY ARE TRYING TO WORK THIS OUT NOW. THERE WAS SOME DISCUSSION ON THIS MATTER AND SOME SUGGESTIONS. MIKE STATED THAT THE SCHOOL BOARD WANTED TO ALLOW PARKING ON HARRISON STREET BUT THAT IS TOO DANGEROUS FOR KIDS RUNNING ACROSS.

TRUSTEE RICK VANCE, CHAIRMAN OF THE STREETS AND LIGHTS COMMITTEE, REPORTED THAT DAMON HAS BEEN ASPHALTING THE EDGES OF THE STREETS. RICK STATED LOOKS VERY GOOD AND THAT OVER TIME WILL FIND THIS IS ONE OF THE CHEAPEST WAYS TO SAVE THE STREETS.

RICK ALSO REPORTED THAT THE STOP SIGN UP BY MY DAUGHTER'S HOUSE WAS A WELCOMED SIGHT AND SHE WANTS TO THANK YOU ALL.

TRUSTEE CAROL STEPHENSON REPORTED THAT THERE IS A STREET LIGHT OUT AT THE CORNER OF BROOKE STREET AND WOOD STREET. IT HAS BEEN OUT FOR QUITE A WHILE.

RIC ASKED DAMON ABOUT THE STREET LIGHTS ON MAIN STREET. DAMON REPORTED THAT HIS HELPER IS OFF ALL NEXT WEEK SO WE WILL TAKE CARE OF IT.

TRUSTEE LONNIE MEINER, CHAIRMAN OF THE WATER AND SEWER COMMITTEE, REPORTED ON THE WATER AND SEWER COMMITTEE MEETING HELD AT 6:00 P.M. JUST PRIOR TO OUR REGULAR BOARD MEETING.

LONNIE STATED THAT THE MAIN TOPIC DISCUSSED THE NEW WATER METERS. LONNIE REPORTED THAT THERE IS A QUOTE IN YOUR FOLDERS FOR THE WATER METERS THAT ARE STILL NEEDED TO COMPLETE INSTALLATION FOR THE REMAINDER OF THE VILLAGE. LONNIE REPORTED THAT THE COST OF THE REST OF THE METERS WOULD BE APPROXIMATELY $50,840.00 WHICH INCLUDES NEW METERS AT THE SCHOOL AND THE NURSING HOME. THE TOTAL NUMBERS OF METERS THAT ARE NEEDED IS 240. LONNIE REPORTED THAT THE METER AT THE SCHOOL IS THE ORIGINAL METER FROM WHEN THE SCHOOL WAS BUILT. LONNIE ALSO STATED THAT SUPERINTENDENT DAMON GETTY STATED THAT HE WOULD MAKE THIS A PRIORITY FOR GETTING THESE METERS INSTALLED. LONNIE ASKED DAMON HOW LONG IT WOULD TAKE TO INSTALL THESE ONCE YOU GET THE METERS.

SINCE ALL OF THE METERS LEFT TO INSTALL ARE INSIDE METERS THIS WILL INVOLVE SETTING UP APPOINTMENTS WITH PEOPLE TO GET IN THE HOUSE AND INSTALL THESE NEW METERS. THE PROCESS ONLY TAKES ABOUT 15 MIN PER METER IF NO PROBLEMS. SINCE THERE IS A 4 - 6 WEEK DELIVERY TIME NEED TO GET ON THIS SO THAT DON'T RUN INTO WEATHER ISSUES GOING INTO WINTER.
