THE REGULAR MONTHLY MEETING OF THE VILLAGE BOARD OF COLFAX WAS CALLED TO ORDER ON MONDAY EVENING, JULY 1, 2013 AT 7:00 P.M. BY MAYOR RICARDO ONKEN.

TRUSTEES PRESENT WERE: RICK VANCE - AYE; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - AYE; KELLY GRADERT - AYE;

TRUSTEE DAVID RATHKE WAS ABSENT.

ALSO PRESENT WERE VILLAGE TREASURER LINDA HANSON; VILLAGE ATTORNEY TOM SHIELDS; POLICE CHIEF MICHAEL SCOTT AND SUPERINTENDENT DAMON GETTY.

TRUSTEE LONNIE MEINER MADE A MOTION TO DISPENSE WITH THE READING OF THE MINUTES AND APPROVE AS PRESENTED. TRUSTEE CAROL STEPHENSON SECONDED THE MOTION. VOTE: RICK VANCE - AYE; DAVID RATHKE - ABSENT; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - AYE; KELLY GRADERT - AYE; MOTION CARRIED.

VILLAGE TREASURER LINDA HANSON GAVE THE TREASURER'S REPORT FOR THE MONTH OF JUNE, 2013.
BEGINNING BALANCE AS OF JUNE 1, 2013 $220,330.72
ENDING BALANCE AS OF JUNE 30, 2013 $217,740.15

DECREASE FOR JUNE, 2013 ($ 2,590.57)

VILLAGE CLERK NANCY KIPER REPORTED THAT THE $2,500.00 TO IL EPA WAS FOR ANNUAL SEWER FEE AND THE $500.00 TO HARRIS COMPUTER IS FOR THE WATER BILLING PROGRAM ANNUAL FEE. MAYOR RIC ONKEN ASKED WHAT THE BILL TO REYNOLDS EXPRESS WAS - IT IS FOR HAULING CHIPS.

TRUSTEE RICK VANCE MADE A MOTION TO PAY THE BILLS AS PRESENTED. TRUSTEE CAROL STEPHENSON SECONDED THE MOTION. VOTE; RICK VANCE - AYE; DAVID RATHKE - ABSENT; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - AYE; KELLY GRADERT - AYE; MOTION CARRIED.

TRUSTEE JASON PIERCE, CHAIRMAN OF THE FINANCE AND AUDIT COMMITTEE REPORTED ON THE FINANCE COMMITTEE MEETING HELD AT 6:00 P.M. PRIOR TO THE REGULAR BOARD MEETING.

JASON REPORTED THAT ONE OF THE MAIN ITEMS DISCUSSED IS TO START PLANNING FOR SOME OF THE LARGER PROJECTS THAT WILL BE COMING UP - SIDEWALKS; WATER MAIN PROJECT ON SOUTH HARRISON STREET BY THE SCHOOL; NEW SEWAGE LAGOON - SO AS NOT TO GET HIT WITH A BIG TICKET ITEM ALL AT ONCE.

ONE ITEM THAT JASON ASKED SUPERINTENDENT DAMON GETTY TO DO IS TO KEEP THE PART-TIME WORKER'S HOURS IN CHECK - NEED TO LIMIT THAT EXPENSE. KNOW THIS IT TIME TO GET ALOT OF THINGS DONE BUT NEED TO WATCH HOURS.

TALKED ABOUT GETTING THE NEW WATER METERS. JASON ASKED DAMON WHAT IT WOULD TAKE TO HAVE THE WATER METER AT THE SCHOOL CHANGED OUT. DAMON STATED THAT IS A THREE (3") OR 4 IN METER. JASON SAID THIS WOULD BE A GOOD TIME WHILE SCHOOL IS SHUT DOWN TO GET IT CHANGED.

TRUSTEE LONNIE MEINER STATED WITH THE INCREASED INCOME FROM MORE ACCURATE METERS THEY ARE BASICALLY PAYING FOR THEMSELVES. ANOTHER GOOD METER TO GET CHANGED IS THE NURSING HOME. DAMON WILL GET PRICING AND LONNIE WILL BE BACK IN TOUCH IN A COUPLE DAYS.

VILLAGE CLERK NANCY KIPER REPORTED THAT CANNY ACCOUNTING GOT THE AUDIT DONE LAST WEEK.

TRUSTEE LONNIE MEINER, CHAIRMAN OF THE WATER AND SEWER COMMITTEE, REPORTED AS WE JUST DISCUSSED GETTING THE NEW WATER METERS INSTALLED AT THE SCHOOL AND THE NURSING HOME. LONNIE ASKED DAMON IF THERE IS ANY WAY WE CAN GET A DEAL IF WE ORDER ALL OF THE METERS THAT WE NEED. IF WE BUY 100+ WILL GET A DEAL. THE NEW COMPANY IS SAYING 4-6 WEEKS DELIVERY ON NEW METERS. THIS IS THE FIRST ORDER THAT HE HAS PLACE WITH THE NEW COMPANY.

LONNIE ASKED DAMON IF BRENT IS BECOMING VERY KNOWLEDGEABLE ENOUGH TO DO IN HOUSE METERS. WHEN WE START GOING INTO THE HOUSES IS IT POSSIBLE THAT ON SATURDAYS THAT YOU COULD BE INDIVIDUAL AND GO AROUND AND GET THESE DONE. LONNIE ASKED DAMON IF HE IS MAKING A RECORD OF ALL OF THE METERS WE ARE PUTTING. DAMON REPORTED THAT WE HAVE A BOOK WITH THE METER NUMBERS BY THE ADDRESSES AND THE METER SLIPS WITH THEM.

LONNIE ASKED DAMON IF HE HAS FLUSHED ANY HYDRANTS. SHOOTING FOR WEDNESDAY!

LONNIE ASKED DAMON ABOUT THE FIRE HYDRANT AT THE W WOOD STREET AND S GROVE STREET INTERSECTION. THE HYDRANT IS LEANING - LONNIE ASKED DAMON IF HE HAS A FLEX FLAG OR SOMETHING TO PUT OVER IT.

TRUSTEE CAROL STEPHENSON ASKED DAMON, "NOW THAT HYDRANT WORKS, RIGHT?" DAMON STATED, "YES."

DAMON STATED THAT HE TALKED TO HARPER ABOUT FIXING THE SIDEWALK IN FRONT OF THE WELDING SHOP. LONNIE ASKED IF WE TOOK CLEAN DIRT AND HAVE IT HAULED IN THE SEWER PLANT. DAMON SAID CAN START STOCK PILING FOR FIXING THE SEWER WALL - NEED CLAY AND FLEXIBLE ROCK.

TRUSTEE RICK VANCE, CHAIRMAN OF THE STREETS AND LIGHTS COMMITTEE.

MAYOR RIC ONKEN ASKED DAMON IF HE GOT WITH ANDREW HARPER REGARDING THE SIDEWALK IN FRONT OF THE WELDING SHOP. DAMON STATED THAT ANDREW HAS BEEN BUSY. RIC TALKED ABOUT TAKING THE OLD CONCRETE SIDEWALKS OUT IN SOME PLACE AND JUST PUT GRAVEL IN SO THAT THE VILLAGE DOESN'T HAVE A TRIP HAZARD. TRUSTEE LONNIE MEINER STATED THAT ON THE NORTH SIDE OF MAIN STREET IN FRONT OF MARK MILLER INSURANCE THAT IS SETTLING AT THE CURB. LONNIE ASKED IF ANDREW CAN DRILL A HOLE AND JACK THE SIDEWALK UP - DAMON SAID HE DOESN'T DO THAT.

DAMON ASKED THE BOARD HE SAID A COUPLE OF YEARS AGO IF THEY COULD RENT A TWO MAN LIFT AND TRIM THE TREES OVER THE ROADS AND SIDEWALKS - JUST DOWN THE ROADWAYS. RIC ONKEN TOLD DAMON TOM GET A COST.

THE FIRST ITEM UNDER NEW BUSINESS, JIM KERN FROM EMCAA WAS HERE TO ADDRESS THE BOARD REGARDING SOME CONCERNS THAT HAVE COME UP. EVERYTHING HAS BEEN GOING SMOOTH WITH OCTAVIA FIRE PROTECTION DISTRICT BUT EMCAA HAS RUN INTO SOME PROBLEMS WITH SAYBROOK/ARROWSMITH FIRE PROTECTION DISTRICT BOARD. JIM STATED THEY WANT TO CHANGE OUR CONTRACT. WE HAVE AN AUTOMATIC UPDATE ON OUR CONTRACTS EVERY YEAR AND THEY ASSESS FOR THE FULL THIRTY CENTS AND THEN THEY JUST PAY US THAT - BOTH DISTRICTS DO. JIM REPORTED THAT IN THE LAST FEW MONTHS THEY HAVE QUESTIONED MULTIPLE THINGS. JIM REPORTED THAT WE ACTUALLY HAVE A MEETING WITH THEM TOMORROW NIGHT. EMCAA BOARD IS GOING TO MEETING WITH SAFPD BOARD AND DISCUSS OUR CONTRACT. JIM STATED THAT HE HAS HEARD RUMORS THAT SAFPD WANTS TO GO BACK TO WHAT THEY USE TO PAY US WHEN WE FIRST STARTED THE CONTRACT BACK IN 2005 AND WHEN THE WINDMILLS CAME IN IT BUMPED IT UP CONSIDERABLY WHICH IN TURN HELPED US PAY OUR ON-CALL PEOPLE TO KEEP THEM ON-CALL. WE USE TO PAY $1.00 PER HOUR SO WITH THE INCREASE ALLOWED US TO PAY $7.00 PER HOUR. SAYBROOK WANTS TO GO BACK TO PAYING $70,000. JIM STATED THAT IF THAT IS THE CASE WE ARE PROBABLY GOING TO HAVE TO GO BACK TO PAYING EMTS WHAT THEY USE TO THEN WHICH WAS $1.00 PER HOUR AND IT WILL AFFECT THE OCTAVIA FIRE PROTECTION DISTRICT ALSO. JIM STATED THAT HE TALKED TO THE OCTAVIA FIRE BOARD AND THEY ARE GOING TO SEND REPRESENTATION TO THE BOARD MEETING TOMORROW NIGHT TOO.

RIC ONKEN ASKED WHAT TIME THE MEETING IS - JIM STATED IT IS AT 7:00 P.M. TRUSTEE LONNIE MEINER ASKED WHY DO THEY WANT TO CUT SERVICES. JIM STATED HE HAS HEARD A LOT OF STUFF - ANYTHING FROM BUYING A NEW FIRE TRUCK TO CUTTING THE TAXES SO THAT THEY CAN ISSUE BONDS.

LONNIE ASKED THEN THEY WOULDN'T HAVE AN AMBULANCE DOWN THERE. LONNIE STATED FROM EVERYTHING I HEAR EVERYONE IS VERY HAPPY WITH THE GREAT SERVICE THAT WE HAVE.

JIM EXPLAINED SOME MORE ISSUES THAT SAFPD HAS BROUGHT UP. JIM STATED WE AVERAGE 350 CALLS A YEAR.

JASON ASKED JIM IF HE EXPECTS THEM TO VOTE ON THIS TOMORROW NIGHT. JIM EXPLAINED THAT HE DOESN'T KNOW WHAT TO EXPECT. WE HAVE BEEN HERE FOR OVER THIRTY-FIVE (35) YEARS. JIM STATED EMCAA WAS ESTABLISHED IN 1975 AND HAVE ALWAYS TRIED TO DO WHAT IS BEST FOR THE COMMUNITIES.

RICK VANCE ASKED IF ARROWSMITH IS COMBINED WITH SAYBROOK AS ONE FIRE PROTECTION DISTRICT. JIM STATED YES IT IS SAYBROOK/ARROWSMITH FIRE PROTECTION DISTRICT. RICK ASKED IF THE WINDMILLS ARE TRYING TO SUCCEED. JIM STATED, "NO, IT'S NOT A QUESTION OF THE WINDMILLS THEY ARE PAYING AND SAFPD IS GETTING THEIR TAX MONEY.

JIM WOULD LIKE SOMEONE TO COME TOMORROW NIGHT TO BOARD MEETING.

IN THE ABSENCE OF TRUSTEE DAVID RATHKE, CHAIRMAN OF THE POLICE AND LIQUOR COMMITTEE, POLICE CHIEF MICHAEL SCOTT REPORTED THAT THE ACTIVITY REPORT FOR THE MONTH OF JUNE, 2013 IS IN YOUR FOLDERS.

MIKE REPORTED THAT THERE IS ALSO A REPORT ON THE TRAINING THAT WAS HELD AT THE SCHOOL AND THERE ARE COPIES OF THE PANTAGRAPH ARTICLE THAT WAS DONE. MR. GRADERT STATED THAT CAN USE THE FACILITY ANYTIME FOR ANYMORE FOLLOW UP TRAINING. WE WERE ABLE TO GET THREE OF OUR VILLAGE OFFICERS IN THE TRAINING AND WILL WORK IN THE FUTURE FOR TRAINING POSSIBILITIES TO GET THE OTHER GUYS THRU IT.

MIKE REPORTED THAT VILLAGE ATTORNEY TOM SHIELDS SENT A LETTER TO TOM CLARK OF 112-114 EAST MAIN STREET GIVING HIM SEVEN (7) DAYS TO RESPOND. MIKE STATED HE DIDN'T GET A RESPONSE - TOM DIDN'T EITHER.

MIKE REPORTED ON THE SUGGESTIONS FOR CHANGES TO THE COLFAX PARK ENTRANCE BROOKE AND COOPER STREETS. MIKE STATED THE LAST PAGE OF THE REPORT - MIKE STATED THERE ARE SOME REAL ISSUES THERE. THE SIGNAGE SUGGESTS THAT THIS IS A ONE WAY STREET BUT NOWHERE IN OUR ORDINANCE DOES IT SAY THIS IS A ONE WAY STREET. THE VILLAGE SHOULD MAKE IT A TWO WAY STREET AND MARK WITH "NO PARKING" ON BOTH SIDES OF THAT STREET. THE "NO PARKING" SIGNS AND "DO NOT ENTER" SIGNS SHOULD BE REMOVED AND PUT A STOP SIGN IN PLACE OF THE YIELD SIGN AND MARK BOTH THE CROSSWALKS ON BROOKE STREET AND THE CROSSWALKS ON COOPER STREET. IT WOULDN'T BE MUCH TO CHANGE THE ORDINANCE.

JASON ASKED ABOUT THE "NO PARKING" SIGNS ON THE EXIT GOING OUT OF THE PARK TOWARD HARRISON STREET. MIKE STATED THAT PROBABLY NEEDS TO BE LOOKED AT TOO.

MIKE ALSO REPORTED ON THE PROGRESS OF VICTOR LANCASTER GETTING THE TRAILER TORN DOWN AT 401 S OAK STREET. MIKE CONTACTED THE OWNERS OF THE TRAILER PARK THEY ARE ONLY GOING TO GIVE HIM A CERTAIN LENGTH OF TIME AND THEN WILL GET SOMEONE ELSE TO DO THE JOB.

TRUSTEE RICK VANCE MADE A MOTION TO ACCEPT THE RECOMMENDATIONS FOR CHANGES TO BROOKE STREET AND COOPER STREET AT THE COLFAX PARK ENTRANCE. TRUSTEE KELLY GRADERT SECONDED THE MOTION. VOTE: RICK VANCE - AYE; DAVID RATHKE - ABSENT; JASON PIERCE - AYE; CAROL STEPHENSON - AYE; LONNIE MEINER - AYE; KELLY GRADERT - AYE; MOTION CARRIED.

MIKE ADDRESSED THE BOARD REGARDING THE MOTORIZED WHEELCHAIRS/HOOVEAROUNDS. THEY ARE DANGEROUS ON THE ROADS SINCE THEY ARE SLOW MOVING. MIKE ASKED THE BOARD ABOUT PURCHASING HIGHLY VISIBLE FLAGS OR MARKERS TO HAND OUT TO THESE PEOPLE. MAYOR RIC ONKEN STATED GO AHEAD AND DO SOMETHING LIKE THAT.

RIC STATED BEFORE WE GO INTO CLOSED SESSION A FEW PEOPLE HAVE ASKED ME. THERE ARE A FEW PEOPLE THAT DO NOT WANT THE RECYCLING TOTES. THE MAYOR ASKED THE BOARD IF THEY WERE STILL GOING TO HAVE TO GO AHEAD AND PAY THE $1.25 IF THEY AREN'T USING THEM.

TRUSTEE CAROL STEPHENSON STATED THAT THEY DIDN'T HAVE A CHOICE - THEY JUST DROPPED THEM OFF TO EVERYONE - THEY KNEW EXACTLY HOW MANY NEEDED. VILLAGE CLERK NANCY KIPER STATED YES THEY WENT BY THE NUMBER OF GARBAGE TOTES. THE MAYOR TOLD THE BOARD TO THINK ABOUT IT AND WILL DECIDE AT NEXT BOARD MEETING. TRUSTEE KELLY GRADERT STATED THEY HAVE THE OPTION OF A SMALLER TOTE. CAROL STATED THAT THEY WERE DELIVERING TO HOUSES THAT NO ONE LIVES THERE. VILLAGE CLERK NANCY KIPER REPORTED THAT WENT AND PICKED SOME OF THEM UP TODAY.
