MAY 2013 BOARD MEETING MINUTES | Thursday, June 27, 2013
The regular monthly meeting of the Village Board of Colfax was called to order on Monday evening, May 6, 2013 at 7:00 p.m. by Mayor Ricardo Onken.

Also present were Village Treasurer Linda Hanson; Police Chief Michael Scott; and Superintendent of Public Works Damon Getty.

Village Treasurer Linda Hanson gave the Treasurer's Report for the month of April, 2013.

Village Clerk Nancy Kiper reported the results to Canvas the Votes for the April 9th Consolidated Election.

Next on the agenda was the swearing in of the new board for the Fiscal Year 2013-14. Village Clerk Nancy Kiper had the swearing in of the new Board.

Mayor Ric Onken moved John Kellar up on the agenda. Mr. Kellar was here to address the Board regarding the possibility of purchasing the Michael's Hardware Store building and opening a micro/distillery. Mr. Kellar will be putting approximately $100,000 into the building to get it renovated and ready for operation. Reported that he likes the fact that it is in clo9se proximate to the elevator.
Mr. Kellar handed out a pamphlet regarding his plans and had samples of products from other distilleries for the Board to see what would be coming out of his distillery. The Board was very receptive to having this new business come to town.
Village Clerk Nancy Kiper will get all of the paper work together and since there will have to be an ordinance change to make a new classification will contact the Village Attorney to get this process going.
The first item on the agenda for the new Village Board was the reappointment of Village of Colfax personnel.

Next on the agenda, Mayor Ricardo Onken presented the new committees for the Fiscal Year 2013-14.
Trustee Lonnie Meiner reported on the Finance Committee meeting and reported that the Committee is proposing an across the board increase of four percent (4%) for all employees.
Lonnie reviewed the 2013-14 Budget Appropriation Ordinance and explained the items that the Village does not have to pay on anymore.
Trustee David Rathke asked why the overall budget has decreased four percent (4%). Village Clerk Nancy Kiper reported that payroll has decreased from one less full time employee and as Lonnie stated don't have the backhoe payment and some other payments. Nancy reported that the income on water has increased $15,000.00 by getting more new meters in. Really need to push and get these done.

Trustee David Rathke, Chairman of the Police and Liquor Committee, reported on the Police Committee meeting held at 6:00 p.m. prior to this regular board meeting. Dave reported that because of the change to Ritchie Cooper's days off at this full time job, Police Chief Mike Scott would like to hire two part time officers to fill Friday and Saturday nights.
Shane Harbison has worked as a McLean County Deputy for fifteen (15) years and has committed to working Friday nights.
Mike Allsup is a part time officer for the Village of Chenoa and has committed to working Saturday nights.
The only cost to the Village would be for the uniform -shirt & pants for each officer and $75.00 a year to the State Training Board.
Trustee Jason Pierce brought up the subject of shift differential for the officers working Friday and Saturday nights. The Committee suggested paying them $1.00 per hour extra.
Trustee David Rathke made a motion to hire Shane Harbison and Mike Allsup at a rate of $14.00 per hour for Friday and Saturday evenings with a $1.00 per hour shift differential. Trustee Lonnie Meiner, Chairman of Water and Sewer Committee, reported on some of the projects that will need to be done within the next few years.
The water main down by the school is a project that will cost the Village approximately $150,000 to do.
Lonnie reported that the Board needs to make a decision regarding the well that has been abandoned for seven (7) years. A letter received from the EPA stated that a decision needs to be made and reported to the EPA by May 25, 2013. The Village has one year to complete the work.
Albrecht Well Drilling gave the Board two ioptions with quotes for the well:
Option #1: To abandon the well with a cost of $4,664.00.
Option #2: This would be to put a new casing in the well at a cost of $19,739.00.
Superintendent Damon Getty reported there is additional electric work that would need to be done at an estimated cost of $10,000. Damon reported that he spoke with Stinde Electric and would probably run $4,000 to $5,000 for electrical work.
Lonnie reported that Superintendent Damon Getty stated that after all of the rain we have had and the overflow problem, the Village needs to look at getting another holding lagoon.
Trustee Lonnie Meiner made a motion to approve Option #1 for Abandonment of Well #45002 at a cost for Albrecht Well Drilling of $4,664.oo. Trustee Rick Vance seconded the motion. Terustee Rick Vance, Chairman of the Streets and Lights Committee, asked Carol if she had anything to report.
Trustee Carol Stephenson asked Superintendent of Public Works Damon Getty when the fire hydrant is going to get fixed at the corner of Fifer and Wood Streets. There has been a barricade over if for over a year. Damon said he has to dig it up. Mayor Ric Onken suggested to Carol to give him a deadline to fix it. Carol stated one month.
The first item under new business was for the approval of the 2013-14 Budget Appropriation Ordinance. Trustee Lonnie Meiner reported that this budget is 3.94% lower than last year even with the four percent (4%) salary increases.

The next item was regarding recycling in the Village. The Mayor stated that the village has two options: 1. Retain Ridgeview Recycling at a cost of $425.00 per month. Or 2. Allied Waste Garbage/Recycling Contract.
Mayor Ricardo Onken stated that he spoke with Andy Tull at Ridgeview Recycling and offered him several options to help offset the costs for the Village including the Village would charge ninety-five (95) cents on water bills if he would charge the out-of-town cars $2.00 per month to bring recycling in. Another option was to charge all cars $1.00 to bring recycling. Andy did not want to charge people for recycling.
The other option that the Village has is for curbside recycling thru Allied Waste with them furnishing the recycling containers for each resident. This would be at a cost of $1.25 per month on water bills.
Trustee Jason Pierce made a motion to approve the three year contract for Garbage and Recycling collections with Allied Waste Services with rates of $14.00 per month per household for the first year; $14.42 per month per household for the second year; and $14.85 per month per household for the third year. The Mayor reported that he spoke with Richard Alwood regarding the monthly charge for Water and Sewer Consulting. Since Damon has his water license the Village will only need to pay for Sewer Consulting.

The Mayor reported that he had not be able to get ahold of anyone at Dollar General. the Mayor also gave a report on the CIRBN project.

Trustee Lonnie Meiner made a motion to approve the Budget Appropriation Ordinance for the 2013-14 Fiscal Year. Trustee Jason Pierce seconded the motion. Vote: Rick Vance - Aye; David Rathke - Aye; Jason Pierce - Aye; Carol Stephenson - Aye; Lonnie Meiner - Aye; Kelly Gradert - Aye; Motion carried.
The next item was regarding recycling in the Village. The Mayor stated that the village has two options: 1. Retain Ridgeview Recycling at a cost of $425.00 per month. Or 2. Allied Waste Garbage/Recycling Contract.
Mayor Ricardo Onken stated that he spoke with Andy Tull at Ridgeview Recycling and offered him several options to help offset the costs for the Village including the Village would charge ninety-five (95) cents on water bills if he would charge the out-of-town cars $2.00 per month to bring recycling in. Another option was to charge all cars $1.00 to bring recycling. Andy did not want to charge people for recycling.
The other option that the Village has is for curbside recycling thru Allied Waste with them furnishing the recycling containers for each resident. This would be at a cost of $1.25 per month on water bills.
Trustee Jason Pierce made a motion to approve the three year contract for Garbage and Recycling collections with Allied Waste Services with rates of $14.00 per month per household for the first year; $14.42 per month per household for the second year; and $14.85 per month per household for the third year. Trustee Rick Vance seconded the motion. Vote: Rick Vance - Aye; David Rathke - Aye; Jason Pierce - Aye; Carol Stephenson - Aye; Lonnie Meiner - Aye; Kelly Gradert - Aye; Motion carried.
The Mayor reported that he spoke with Richard Alwood regarding the monthly charge for Water and Sewer Consulting. Since Damon has his water license the Village will only need to pay for Sewer Consulting.
Trustee Lonnie Meiner made a motion to appoint Richard Allwood for Sewer Consulting only at a cost of $300.00 per month. Trustee Carol Stephenson seconded the motion. The Mayor reported that he had not be able to get ahold of anyone at Dollar General. the Mayor also gave a report on the CIRBN project.
