The regular monthly meeting of the Village Board of Colfax was called to order on Monday evening, May 3, 2010 at 7:00 p.m. by Mayor Ricardo Onken.

Village Treasurer Linda Hanson was absent but Village Clerk Nancy Kiper gave a small Treasurer's report the balance for all accounts is $93,709.29. Nancy also reported receiving our Nicor 1st quarter municipal tax distribution of $12,133.41.

Village Engineer Ed Duran reported on the MFT Resolution for the new 2010-2011 fiscal year.� This will be a small scale maintenance plan for the Village of Colfax.� The Resolution is in the amount of $50,000.00.

The next item that Ed Duran addressed was for the drainage project for the Veilo View, Winget Drive, and Cooper Street area.� Ed explained that he put together two options for this project.� Option A would be in the amount of $45,610.94.� Option B is in the amount of $49,333.94.� MFT would pay for the drainage tile the remainder would be paid for out of the Storm Water Account.� Installation costs would be approximately $15,000.00.� Ed explained it is cheaper to do this like this because otherwise it would convert to a full construction job and engineering alone would cost about $12,000.00 for that.� They will be using dual wall piipe with the pipe that goes under Cooper Street/Winget Drive being 24" with 8" pipe at the bottom of the manhole.
The should help the houses in this area whose sump pumps seem to run constantly.

Trustee Donna Poppe, Chairman of the Finance and Audit Committee, reported that evaluations were done at the Finance Committee meeting held in April.� Donna also reported that the Committee is looking at other ways to raise revenue for the Village - suggestions were raising the sales tax, raising the municipal tax, and raising the tax levy.
Village Clerk, Nancy Kiper, stated that we are maxed out on the Nicor municipal tax and the Village would have to propose a referendum for raising the sales tax for the Village.� Mayor Ric Onken reported talking to Ameren and that there is a small increase that we could do there for the municipal tax.
Since there were four payrolls this month, nothing was paid on the loan at Peoples State Bank of Colfax.
Trustee Bruce Green, Chairman of the Policfe and Liquor Committee, reported on the Police Department activities for the month of April.� Village Clerk Nancy Kiper reported everyone had received their new liquor licenses for the new fiscal year.
Police Chief Mike Scott gave the Board an update on the property at 107 South Center.� Mike reported that Andrew Harper will be starting work on the building from the falling bricks but is unable to start until around the 1st of June.� Mike reported that he has Andrews direct number and if anyone has any questions or there are any problems can contant him directly.
Trustee Lonnie Meiner, Chairman of the Water and Sewer Committee, asked if we should make a separate Committee for the Storm Water.� The Board has been going back and forth between Water/Sewer Streets.� Ric told Lonnie that he has sort of been handling and Tom didn't seem to feel there need to be any changes.� Could maybe just add Storm Water when posting the Committee meeting.
Lonnie also reported that the Superintendent Damon Getty would like to get the Water Tower on a three (3) year maintenance cycle for inspections and cleaning.� We are ont he seconded year so would need to budget this in for next year.
Trustee Carol Stephenson, Chairman of the Streets and Lights Committee, reported that there are still semi trucks coming down South Grove Street.

Trustee Rick Wagoner asked if the Village needs a city manager to oversee the daily/weekly operations of the Village and report back to the Board.
Trustee Lonnie Meiner reported that there is no commericial property available in Colfax.� There are people wanting land but some of the land acreages around in trusts so they either can't sell or no one wants to sell.� Casey's is wanting to buy some land along Routh 165 to build a new store.� Horizon is wanting some acreage to build for the new wind mills coming in but haven't found enough acreage.
Trustee Rick Wagoner set a Water/Sewer Committee meeting for Thursday, May 20th at 7:00 p.m.
