October 2012 Board Meeting Minutes | Tuesday, November 20, 2012
The regular monthly meeting of the Village Board of Colfax was called to order on Monday evening, October 1, 2012 at 7:00 p.m. by Mayor Ricardo Onken.
Trustees present were: �David Rathke - Aye; Jason Pierce - Aye; Carol Stephenson - Aye; Lonnie Meiner - Aye (arrived late); Rick Wagoner - Aye
Trustee Rick Vance was absent.
Trustee Carol Stephenson made a motion to dispense with the reading of the minutes and approve as presented. �Trustee Rick Wagoner seconded the motion. �Vote: �Rick Vance - Absent; David Rathke - Aye; Jason Pierce - Aye; Carol Stephenson - Aye; Lonnie Meiner - Absent; Rick Wagoner - Aye; Motion carried.
Village Treasurer Linda Hanson gave the Treasurer's Report for the month of September, 2012. �Beginning Balance as of 09/01/2012 - $147,111.03; Ending Balance as of 09/30/2012 - $156,843.54; Increase for September, 2012.
Trustee Rick Wagoner made a motion to pay the bills as presented. �Trustee Jason Pierce seconded the motion. �Vote: �Rick Vance - Absent; David Rathke - Aye; Jason Pierce - Aye; Carol Stephenson - Aye; Lonnie Meiner - Absent; Rick Wagoner - Aye; Motion carried.
Trustee Lonnie Meiner, Chairman of the Finance and Audit Committee was absent.
Village Clerk Nancy Kiper reported that the final audit report is in the folders. �Nancy also reported that since cost of the power bills have been back down for two (2) months she will be transferring $500.00 to the Water/Sewer Maintenance Account.
Nancy also reported that the big window in the old village hall is cracked. �It was checked for vandalism but doesn't appear to be any. �Nancy turned it into insurance and because we have replacement cost the window is covered minus the deductible. �The Village received a check fo $3,059.00 for the window.
Mayor Ricardo Onken asked the Board about starting a Tree Cutting Fund so that if the ash bore gets to the trees in Colfax can cover the costs of removing the trees.
Trustee David Rathke, Chairman of the Police and Liquor Committee, reported that the September Activity Report is in your folders.
Police Chief Michael Scott reported on the burglaries that occurred in September. �Mike reported that there were four (4) arrests - three (3) adults and one (1) juvenile who was released to his parents. �Mike reported that eighty percent (80%) of the property has been recovered - except the cash.
Trustee Rick Wagoner, Chairman of the Water and Sewer Committee, reported meeting with Richard Alwood regarding his hiring for using his water and sewer licenses. �Rick explained that Richard has some good ideas and is recommending the Board hire him.
Richard Alwood addressed the Board and explained that he use to run a sewer plant similar to ours and helped at the water plant at Downs which is like our water plant. �Richard explained that he retired from Bloomington and has been superintendent at Carlock for 25-30 years.
Richard explained that he also runs eight (8) other plants around the Carlock area. �Richard stated that he uses PDC Labs out of Peoria for testing. �He stated they are very efficient and they will come directly to Colfax to pick up samples. �Their pickup days are Monday, Wednesday and Friday. �Richard stated that he will be available 24/7 for any questions or problems. �He stated that Damon will still be doing the sampling.
Rick Wagoner stated that Richard's minimum price for water is $200.00 and the minimum price for sewer is $300.00.
Trustee Rick Wagoner made a motion to approve doing an agreement with Richard Alwood, a Certified Contract Operator, for using Water License at a cost of $200.00 per month and Sewer License at a cost of $300.00 per month effective October 1, 2012. �Trustee Lonnie Meiner seconded the motion. �Vote: �Rick Vance - Absent; David Rathke - Aye; Jason Pierce - Aye; Carol Stephenson - Aye; Lonnie Meiner - Aye; Rick Wagoner - Aye; �Motion carried.
Richard Alwood stated just so the Board knows this is not a long term plan. �The plan is that I will be doing this until either Damon gets his license or someone is hired with a license. �Richard stated he use to teach this at Heartland Community College. �He has a one hundred question test that he will bring over and help Damon study for his license. �Richard stated he plans on officially retiring in the next couple of years.
