DECEMBER 2024 MEETING MINUTES | Thursday, February 13, 2025
The regular monthly meeting was called to order on Monday evening, December 9th at 7:30 p.m. by Mayor Larry Dodds.
Trustees present were:

Also present were Superintendent of Maintenance Josh Hereford, Assistant Superintendent Nick Sandage, Police Chief Ritchie Cooper and Village Treasurer Connie Gossmeyer.
Trustee Charles Morefield made a motion to dispense with the reading of the minutes and approve as presented. Trustee David Rathke seconded the motion. Vote: Rick Norton-Aye, David Rathke-Aye, Janice Edwards-Absent, Carol Stephenson-Absent, Charles Morefield-Aye, Vincent Beck-Aye. Motion carried.
Village Treasurer Connie Gossmeyer gave the Treasurerβs Report for the month of November 2024.
β’ Beginning Balance $147,245.71
β’ Ending Balance $100,301.61
β’ Decrease for the month of November 2024 $ 46,994.10
Trustee Rick Norton made a motion to approve the Treasurerβs Report for the month of November 2024. Trustee Charles Morefield seconded the motion. Vote: Rick Norton-Aye, David Rathke-Aye, Janice Edwards-Absent, Carol Stephenson-Absent, Charles Morefield-Aye, Vincent Beck-Aye. Motion carried.

Russ Leigh, Russ Leigh & Associates was in attendance to give the annual audit report for fiscal year 2023-2024. Russ Leigh reports the audit was clean, with no discrepancies.
Special Reports
Police Department- Police Chief Ritchie Cooper presented his reports for September- November 2024. Chief Cooper reports there were 7 traffic citations issued. Reports were done for the following: Aggravated Assault, Harassment Through Electronic Device, Threat to Shoot School Resource Officer, Harassment by Telephone, Disorderly Conduct x 2, Indecent Solicitation of a Child, Grooming, traveling to meet a Minor, Investigate a dead body, Theft of Rifle and Aggravated Criminal Sexual Abuse.
Maintenance- Superintendent of Maintenance Josh Hereford reports Assistant Superintendent Nick Sandage passed his Class B Water Certification Test and is now a certified operator. Josh and Nick got the dump truck ready for salt. Roads were salted on December 2, 2024. Josh and Nick replaced bulbs on the Christmas decorations and installed all the lights throughout the village and in Anchor. There was a water service line leak at the trailer court. Josh and Nick helped the landlord with the repair. Several days were spent picking up leaves. All daily/monthly maintenance was completed.

The first item of Old Business was the discussion and approval of Ordinance No. 2024-08, An Ordinance Amending Chapter 34 of the Municipal Code of the Village of Colfax, McLean County, Illinois Regarding Authorized Hours for Liquor Sales.

The final item of Old Business was the approval of the 2024-2025 Tax Levy for the Village of Colfax, McLean County, Illinois.
Trustee Vincent Beck made a motion to approve the 2024-2025 Tax Levy for the Village of Colfax, McLean County, Illinois. Trustee David Rathke seconded the motion. New Business:
The first item of New Business is the discussion and approval of Resolution No. 2024-09, A Resolution Approving Acceptance of Right-of-Way and Temporary Construction Easements for Sidewalk Improvements.

Next item of New Business was the approval of the Local Public Agency Engineering Services Agreement (BLR 05530) for the Safe Routes to School Grant.

The final item of New Business was the discussion and action regarding the loan at Peoples State Bank of Colfax for the Sewer Cleaning and Televising.
Trustee Rick Norton made a motion to approve Mayor Larry Dodds to sign a 10-year loan with Peoples State Bank of Colfax for the amount of $110,138.85 with an interest rate of 5.75%. Trustee David Rathke seconded the motion. Vote: Rick Norton-Aye, David Rathke-Aye, Janice Edwards-Absent, Carol Stephenson-Absent, Charles Morefield-Aye, Vincent Beck-Aye. Motion carried.
