October 2010 Board Meeting Minutes | Wednesday, November 10, 2010

���� The regular monthly meeting of the Village Board of Colfax was called to order on Monday evening, October 4, 2010 at 7:00 p.m. by Mayor Ricardo Onken.
���� Trustees present were:� Donna Poppe - Aye; David Rathke - Aye; Carol Stephenson - Aye; Lonnie Meiner - Aye; Rick Wagoner - Aye;� Bruce Green was absent.
���� Also present were Village Attorney Tom Shields; Village Treasurer Linda Hanson; Superintendent of Public Works Damon Getty; Police Chief Michael Scott; and Village Engineer Ed Duran.
���� Trustee Donna Poppe made a motion to dispense with the reading of the minutes and approve as presented.� Trustee Lonnie Meiner seconded the motion.� Vote:� Donna Poppe - Aye; David Rathke - Aye; Bruce Green - Absent; Carol Stephenson - Aye; Lonnie Meiner - Aye; Rick Wagoner - Aye; Motion carried.
���� Village Treasurer Linda Hanson gave the Treasurers Report for the month of September, 2010.�� Begtinning Balance as of 09/01/10� -� $98,218.80; Ending Balance as of 09/30/10� -� $73,319.53;� Decrease for the month of September - ($24,899.27).
���� Nothing paid on loan.
���� Trustee Lonnie Meiner made a motion to pay the bills as presented.� Trustee Donna Poppe seconded the motion.� Vote:� Donna Poppe - Aye; David Rathke - Aye; Bruce Green - Absent; Carol Stephenson - Aye; Lonnie Meiner - Aye; Rick Wagoner - Aye; Motion carried.
���� Trustee Lonnie Meiner, Chairman of the Finance and Audit Committee, reported that the audit is complete and there are copies in everyone's folders.
���� Attorney Chad Ritchie was present representing Brian Becker.� Chad addressed the Village Board regarding the Petition for Annexation of the Property at 601 East Fifer Street; Colfax, Illinois.� Plat maps were handed out to the Board to look at.� Village Attorney Tom Shields reported that the water and sewer hookups are there - sewer manhole is on Tract 1 and the water hookup is at Clark and Fifer Streets.
���� The original plat will be recorded.
���� Trustee Donna Poppe made�a motion to approve the Annexation and Zoning Ordinance 2010-2 for the property at 601 East Fifer Street, Colfax IL�as drafted.� Trustee David Rathke seconded the motion.� Vote:� Donna Poppe - Aye; David Rathke - Aye; Bruce Green - Absent; Carol Stephenson - Aye; Lonnie Meiner - Aye; Rick Wagoner - Aye; Motion carried.
���� Trustee Rick Wagoner, Chairman of the Water and Sewer Committee, reported on the Water and Sewer Committee meeting held at 6:15 p.m. on Monday, October 4, 2010.
���� Village Engineer Ed Duran was present to go over the facts to app;ly for the grants for the sewer plant.� 1.� DECO - Department of Commerce and Econnomic; 2.� DCEA
���� Have to apply and prove that you have a need for this.� These applications are good for one year.� Ed stated that the Mayor and I are working on getting the grant papers done for the DECO grant and sent in by the October 11th deadline.� Ed explained that because it is also being used to purchase equipment should have a little flexibility when we actually put it in and disburse the funds.� Ric asked when we would know when we got the funds.� Need a motion to approve applying for both of the grants.
���� Trustee Rick Wagoner made a motion to apply for the DECO and DCEA grants.� Trustee Lonnie Meiner seconded the motion.� Vote:� Donna Poppe - Aye; David Rathke - Aye; Bruce Green - Absent; Carol Stephenson - Aye; Lonnie Meiner - Aye; Rick Wagoner - Aye; Motion carried.
���� Rick reported that the Committee looked at doing something with the well.� There are pictures in your folders as Popejoy's scoped the well.� Rick stated there is a lot of damage to the casing of the well.� The Committee feels like just leave it as is and hopefully in the future can either repair it or will abandon it.� Ed mentioned it would cost about $5,000.00 to abandon it.� Looking at $20,000.00 to $25,000.00 to drop a new casing into this well.� Ed is contacting Tonka to see if the system is working up to specifications.� Damon stated getting a lot of copper in samples and needs to look at options to know what's causing that.
���� Committee meetting setup for November 30th.� Will go over meters that either aren't reading or that need to be replaced.� Another idea would like to throw out need to get as many new meters in before the weather gets bad.� Would like to have Damon not do patrolling on Thursday nights so that he has five days a week as Superintendent at least thru November.� Every month this is where we are loosing money and need to get meters in the ground.
���� Trustee Donna Poppe asked how big the hold in the well is - as big as your fist.� Ed explained about this well and what is going on.
���� Rick reported there are five waters still shut-off.� Down from last month.
���� Police and Liquor Committee Chairman, Trustee David Rathke reported that the report for the activities of the Polilce Department for the month of September was in the folders.
���� Next Dave reported on the new squad car.� Mike reported that it it here and has been outfitted.� Mike stated that the old cage fit but that we had to order a new siren.� Damon and Dave got it all detailed and its really sharp.� Should have it on duty before the end of the week.� Reported that Damon and Dave did an excellent job of the detailing.�
���� Trustee Carol Stephenson, Chairman of the Streets and Lights Committee, had nothing to report at this time.
���� Mayor Ric Onken reported that Ed was talking about a DECO grant to use for the sewer plant.� Ric stated he talked to Farnsworth to see if this grant could be used for the wind turbines too.� Ric reported it can but is would only cover for a 10 kilowatt wind turbine which we really need a 50 to 100 kilowatt wind turbine.� It would only cover twenty-five percent (25%) of it and the total would be $94,400.00.� If we apply for the grant and don't get it would still have to cover the $2,200.00 for the grant application.� Since we can't apply for what we really need out there not going to apply.
