NOVEMBER 2024 MEETING MINUTES | Thursday, February 13, 2025
The regular monthly meeting was called to order on Monday evening, November 18, 2024 at 7:00 p.m. by Trustee Vincent Beck.
Trustees present were:

Also present were Superintendent of Maintenance Josh Hereford, Assistant Superintendent Nick Sandage and Village Treasurer Connie Gossmeyer.
Trustee Janice Edwards made a motion to appoint Vincent Beck as Mayor Pro Tem for the November 2024 Board of Trustees meeting. Trustee Charles Morefield seconded the motion. Vote: Rick Norton-Aye, David Rathke-Aye, Janice Edwards-Aye, Carol Stephenson-Aye, Charles Morefield-Aye, Vincent Beck-Aye. Motion carried.
Trustee Rick Norton made a motion to dispense with the reading of the minutes and approve as presented. Trustee Charles Morefield seconded the motion. Vote: Rick Norton-Aye, David Rathke-Aye, Janice Edwards-Aye, Carol Stephenson-Aye, Charles Morefield-Aye, Vincent Beck-Aye. Motion carried.
Village Treasurer Connie Gossmeyer gave the Treasurer’s Report for the month of October 2024.
• Beginning Balance $172,881.50
• Ending Balance $147,245.71
• Decrease for the month of October 2024 $ 25,635.79
Trustee Charles Morefield made a motion to approve the Treasurer’s Report for the month of October 2024. Trustee Janice Edwards seconded the motion. Vote: Rick Norton-Aye, David Rathke-Aye, Janice Edwards-Aye, Carol Stephenson-Aye, Charles Morefield-Aye, Vincent Beck-Aye. Motion carried.
Trustee Carol Stephenson made a motion to pay the bills as presented. Trustee David Rathke seconded the motion. Vote: Rick Norton-Aye, David Rathke-Aye, Janice Edwards-Aye, Carol Stephenson-Aye, Charles Morefield-Aye, Vincent Beck-Aye. Motion carried.

Special Reports
Police Department- Police Chief Ritchie Cooper was absent. He will give his report at the next meeting.
Maintenance Department- Superintendent of Maintenance Josh Hereford reports the maintenance department installed new posts for the “Welcome to Colfax” signs that were blown down earlier this year. Two new water lines were installed. A sewer line clogged at the sewer plant. Josh and Nick jetted the line and got it unclogged. Leaf season is upon us! The maintenance department has spent several days vacuuming the leaves with the help of Brent Blair and Brian Blair. Josh reports all general daily/monthly maintenance was completed.
Mayor Dodds reports there is an Animal Control/Zoning Report in your folders for review.

The first item on the agenda was the authorization to pay the bond payment in the amount of $34,765.63 to the Atlanta National Bank.

Next item on the agenda was the authorization to pay the entire premium of 23,777 for the 2025 insurance coverage by IML Risk Management Association and the $150 annual membership fee with the Illinois Municipal League; combined total of $23,997.

Next on the agenda was the review of the 2024-2025 Proposed Tax Levy for the Village of Colfax, McLean County, Illinois. Final adoption will be at the December 2024 Board of Trustees Meeting.
The final item on the agenda was the discussion and approval of Ordinance No. 2024-08, An Ordinance Amending Chapter 34 of the Municipal Code of the Village of Colfax, McLean County, Illinois Regarding Authorized Hours for Liquor Sales.
The Trustees reviewed Ordinance No. 2024-08, and have chosen to make some changes regarding the authorized hours proposed on Sundays and will review and approve at next months meeting.
