AUGUST 2024 BOARD MINUTES | Thursday, November 7, 2024
The regular monthly meeting was called to order on Monday evening, August 5th, 2024 at 7:00 p.m. by Mayor Larry Dodds.
Trustees present were:

Also present were Superintendent of Maintenance Josh Hereford and Village Clerk Portia Vandegraft.
Public present were Rodney Kellar, Eric Sisqo, Nic Nelson, Jacob & Klein, Ltd and The Economic Development Group Ltd. and Deb Estes, Village of Fisher Finance & TIF Chairman.
Trustee Charles Morefield made a motion to dispense with the reading of the minutes and approve as presented. Trustee Janice Edwards seconded the motion. Vote: Rick Norton-Aye, David Rathke-Absent, Janice Edwards-Aye, Carol Stephenson-Aye, Charles Morefield-Aye, Vincent Beck-Aye. Motion carried.
Village Treasurer Connie Gossmeyer is absent but the Treasurer�s Report for the month of July 2024 is in your folders for review per Mayor Larry Dodds.

� Decrease for the month of July 2024 $ 14,931.36

Special Reports
Police Department- Police Chief Ritchie Cooper was absent. The report is in your folders for review.
Maintenance- Josh Hereford reports over 20 fire hydrants around the village have been painted. He also reports the maintenance department sprayed weeds along the roads and alleys, around village buildings, on Main Street and along the drainage ditch. Josh and Nick removed a section of sidewalk at the Old Village Hall for Jonah Beck to run the sump pump line. Windle Concrete replaced the sidewalk on the east side of the building. All daily/monthly general maintenance was completed.
Mayor Dodds reports there is an Animal Control/Zoning Report in your folders for review.

Mayor�s Report- Mayor Larry Dodds report Sealtite is scheduled to complete the work on the crawlspace at the Old Village Hall by the end of September. Mayor Dodds has participated in a Zoom meeting with representatives of Ameren to discuss the Community Engagement Program and creation of a comprehensive electrification plan for the Village of Colfax. Another meeting is scheduled for August 12, 2024. Mayor Dodds reports included in your packets tonight is Estimated Revenue Report done by Treasurer Connie Gossmeyer, which has been filed at the McLean County Clerk�s Office.

First item on Old Business was the consideration and approval of Ordinance No. 2024-02, An Ordinance Authorizing the Execution of a Professional Services Agreement for the Establishment and Annual Administration of the Colfax Tax Increment Financing (TIF) District by and between the Village of Colfax, McLean County, Illinois and Jacob & Klein, Ltd and the Economic Development Group, Ltd.
Village of Fisher, Finance and TIF Chairman, Deb Estes was present to discuss the success of the TIF Districts in Fisher.
Nic Nelson with Jacob & Klein, Ltd and The Economic Development Group, Ltd was here to discuss their part in the establishment and annual administration of the Colfax TIF District.
