JULY 2024 BOARD MINUTES | Thursday, November 7, 2024
The regular monthly meeting was called to order on Monday evening, July 8, 2024, at 7:00 p.m. by Mayor Larry Dodds.
Trustees present were:

Also present was Superintendent of Maintenance Josh Hereford; Assistant Superintendent of Maintenance Nick Sandage; Police Chief Ritchie Cooper and Village Treasurer Connie Gossmeyer.
Trustee David Rathke made a motion to dispense with the reading of the minutes and approve as presented. Trustee Rick Norton seconded the motion. Vote: Rick Norton-Aye, David Rathke-Aye, Janice Edwards-Aye, Carol Stephenson-Aye, Charles Morefield-Absent, Vincent Beck-Aye. Motion carried.
Village Treasurer Connie Gossmeyer gave the Treasurerβs Report for the month of June 2024.
Beginning Balance $166,299.54
Ending Balance $197,503.13
Increase for the month of June 2024 $ 31,203.59
Trustee Vincent Beck made a motion to approve the Treasurerβs Report for the month of June 2024. Trustee Carol Stephenson seconded the motion. Vote: Rick Norton-Aye, David Rathke-Aye, Janice Edwards-Aye, Carol Stephenson-Aye, Charles Morefield-Absent, Vincent Beck-Aye. Motion carried.
Trustee Vincent Beck made a motion to pay the bills as presented. Trustee Rick Norton seconded the motion. Vote: Rick Norton-Aye, David Rathke-Aye, Janice Edwards-Aye, Carol Stephenson-Aye, Charles Morefield-Absent, Vincent Beck-Aye. Motion carried.

Police Department: Report in folders for review. Chief Cooper discussed that he is working with the EPA and Stateβs Attorney regarding a complaint of environmental pollution on 3800 East Road.
Maintenance Department: Josh reports after the storm on 6/13/2024, it took the maintenance department several weeks and 92 dump truck loads to get it all cleaned up with the help of several others. All monthly/daily general maintenance was performed.
Animal Control/Zoning: Report in folders for review.
EMA: Report in folders for review.
Mayor: Mayor Dodds reviewed the monthly revenue for June 2024. Mayor Dodds states we are working with Farnsworth Group to create the required Source Water Protection Plan for the EPA.
First item on the agenda was the consideration of Ordinance No. 2024-02, An Ordinance Authorizing the Execution of a Professional Services Agreement for the Establishment and Annual Administration of the Colfax Tax Increment Financing (TIF) District by and between the Village of Colfax, McLean County, Illinois and Jacob & Klein, Ltd and the Economic Development Group, Ltd.
Next item on the agenda was the consideration of Ordinance No. 2024-03, An Ordinance Approving and Authorizing the Execution of an Intergovernmental Agreement by and between the Village of Colfax and Ridgeview Community District #19.
Mayor Dodds reports that the School District will be reviewing the above documents with their attorney at the July 16, 2024, School Board meeting. Items tabled until the August Board of Trustees Meeting.
Next item on the agenda was the approval to renew the short-term loan with Peoples State Bank in the amount of $110,138.85 until December 31, 2024, until alternative funding is arranged.

Next item on the agenda was the final approval of the crawl space project at the Old Village Hall including the installation of a sump pump and dehumidifier and other components recently identified.

Next item on the agenda was the continued review of the presentation expanding camera coverage in the downtown area of the Village of Colfax from Harrison Street to Grove Street on Main Street and adjoining areas.
Police Chief Ritchie Cooper discussed different funding options. He will research grants and will report back at the August 2024 Board of Trustees Meeting.
