���� The regular monthly meeting of the Village Board of Colfax was called to order on Tuesday evening, September 7, 2010 at 7:00 p.m. by Mayor Ricardo Onken.

���� Trustees present were:� Donna Poppe - Aye; David Rathke - Aye; Carol Stephenson - Aye; Lonnie Meiner - Aye; Rick Wagoner - Aye;� Trustee Bruce Green was absent.

���� Also present were Village Attorney Tom Shields; Village Treasurer Linda Hanson; Superintendent of Public Works Damon Getty; and Police Chief �Michael Scott.

���� Trustee Carol Stephenson made a motion to dispense with the reading of the minutes and approve as presented.� Trustee Donna Poppe seconded the motion.� Vote:� Donna Poppe - Aye; David Rathke - Aye; Bruce Green - Absent; Carol Stephenson�- Aye; Lonnie Meiner - Aye; Rick Wagoner - Aye; Motion carried.

���� Village Treasurer Linda Hanson gave the Treasurer's Report for the month of August, 2010.� Beginning Balance - $119,008.17; Ending Balance - $98,218.80; Decrease of $20,789.36 for August 2010.� $1,500.00 was paid on the loan at Peoples State Bank of Colfax.

���� Trustee Lonnie Meiner made a motion to pay the bills as presented.� Trustee Donna Poppe seconded the motion.� Vote:� Donna Poppe - Aye; David Rathke - Aye; Bruce Green - Absent; Carol Stephenson - Aye; Lonnie Meiner - Aye; Rick Wagoner - Aye; Motion carried.

���� Sealed bids were opened for the 2002 Ford Crown Vic.� Two bids were received with the ad stating a minimum bid of $2,000.00 was needed.� Both bids received were for less than $2,000.00 so all bids were rejected by the Board.

���� The Board discussed whether to rerun the ad for the car in the Ridgeview Review.� Village Clerk Nancy Kiper stated we paid $398.00 for the first ad in the Pantagrah.� Police Chief Mike Scott stated that we can get $1,000.00 for it for trade in.

���� Trustee Rick Wagoner made a motion to trade in the 2002 Ford Crown Vic.� Trustee David Rathke seconded the motion.� Vote:� Donna Poppe - Aye; David Rathke - Aye; Bruce Green - Absent; Carol Stephenson - Aye; Lonnie Meiner - Aye; Rick Wagoner - Aye; Motion carried.

���� Police Chiefr Mike Scott asked if this meant that we are getting a new squad.� That will be discussed under Police Committee Report.

���� Trustee Lonnie Meiner, Finance and Audit Committee Chairman, had nothing to report at this time.

���� Trustee David Rathke, Chairman of the Police and Liquor Committee, reported that the monthly report for the Police Department is in your folders.� Traffic tickets are going to increase as of September 15th a $75.00 ticket goes to $120.00.

���� Police Chief Mike Scott reported on the "Child/Person is Missing" Program.� This program is funded through the federal government and Mike reported that it has the capability of alerting everyone in town at the same time.� Mike stated that this program calls every landline telephone in town with the information regarding the� missing person to have that person search their property for the missing person.� This can be for children, handicapped people or for the elderly.� Within one minute can make 1,000 calls to all of the landlines.� What is nice is that the Colfax PD has the authority over these reports.� This is an immediate response out.� Rick Wagoner asked how it works if it is a time when no one is on duty here, Mike stated then that the County would respond.�There is a website to get on to register your cellular phone too.� Mike did a press release in the Ridgeview Review.� This is also posted on the Police Website.

���� The discussion then turned to the purchase of a new squad car.� Mike reported thaqt the Village can get a 2011 Ford Crown Vic state bid car fo $20,668.00.� They also have a payment program where you can pay $7,500.00 for three years or you can pay $5,800.00 for four years.� They will give us $1,000.00 trade in� and there is $165.00 for license and title charges.� The total cost should be $19,853.00.

���� Rick Wagoner asked what the turn around time would be.� Mike stated that they would have to order it but they are still honoring state bid price.� Trustee Lonnie Meiner asked about the warranty.� Mike will call regarding this.� The state bids are through Landmark Ford in Springfield, Illinois.� Lonnie stated will save interest if we pay for it outright.� There is $18,120.00 in Police Squad Car Account in Springfield.� Trustee David Rathke asked if we paid cash would be short approximately $1,000.00.

���� Trustee Lonnie Meiner made a motion to purchase the 2011 Ford Crown Vic at the state bid price of $20,668.00 plus title and transfer fees.� Trustee David Rathke seconded the motion.� Vote:� Donna Poppe - Aye; David Rathke - Aye; Bruce Green - Absent; Carol Stephenson - Aye; Lonnie Meiner - Aye; Rick Wagoner - Aye; Motion carried.

���� Chairman of the Water and Sewer Committee, Trustee Rick Wagoner stated they had a meeting.� Superintendent Damon Getty is concerned and wondering if the Re-Ox is doing the Village much good.

���� Trustee Carol Stephenson, Chairman of the Streets and Lights Committee, reported that she was contact by Village resident Jonah Beck regarding a flooding problem.� Superintendent Damon Getty reported that this has been dug up and they can not find any broken tiles or any problems.� Mayor Ric Onken stated that he went down and looked at it and he has to get the work done and get the grading done before you can tell.

���� Carol asked Police Chief Mike Scott if he has had any luck regarding the semis going down Grove Street.� Mike asked Carol if anyone knows where they are going.� Carol said they are always heading out of town.� Carol stated usually in the morning.� Mike stated he did a couple of early mornings but only had one semi and they were headed to Webb's for a delivery.

���� Village Clerk Nancy Kiper reported that everything is fixed at the Old Village Hall.� There is a new sign on the front door; the foundation bricks were fixed and replaced by Roger Meyers; new lights have been installed in the front room and everything is cleaned up.

���� Carol asked what Del was doing with the AW building.� Mike stated he will check with him and findout what is going on.� Danon stated that he thinhks he made the contractor mad so he never came back.

���� Damon rep;ortede that tyhey have about three hundred (300) more feet - about 1/2 way done.� No one has hooked up to it yet.� Ric asked after it is settled in how long do you have to let it settle.

���� Next on the agenda was the Aerial View.� Table until next year.

���� Trustee Rick Wagoner has numbers for the new controls for the waer plant.� The total including installation if $4,484.00.� This controls the high/low levels of the water tower.

���� Trustee Rick Wagoner made a motion to purchase the new controls for the water plant with a cost and installation price 0f $4,484.00.� Trustee Carol Stephenson seconded the motion.� Vote:� Donna Poppe - Aye; David Rathke - Aye; Bruce Geren - Absent; Carol Stephenson - Aye; Lonnie Meiner - Aye; Rick Wagoner - aye; Motion carried.

���� Rick reported that Damon has the EPA here for the well.� Either cap it or fix it.� There are two options:� 1.� Dropping a pump in with an extra screen on it.� This would run approximately $5,000.00.� 2.� This is the best option and that is to re-sleeve this well.� This would be at a cost of� around $15,000.00.

���� Rick reported that he asked Damon to get the well scoped to see what is down in there before we do anything further.� Would like to get this scoped before the next meeting and make a decision at the next meeting about this well.� Damon stated this would have a dual screen on the pump.� Popejoy's will do the scoping but we need to make a decision on this next month.

���� Rick will schedule a Water Committee meeting after the meter reading is done.� Rick reported there is a printout now on what meters are being estimated and which ones there are problems with.

���� Damon reported that there is aproblem with the pumps at the sewer plant.� The backup pump is in now.� They will fax an estimate on what it will cost to fix the pump.� Damon reported that a pump went down a year ago and it was $6,500.00 to get it fixed.

���� Ric Onken asked if they could give a timeline on when we might be able to make the improvements to the sewer plant.� Ric needs to get back with Farnsworth about the wind turbines and they might need that.

���� Rick Wagoner reported that Ed Duran called him about 5:30.� He is still looking at the grants for the sewer plant.� He called those people back to see whaqt the holdup was on that.� Rick stated that he mentioned again to Ed that we'd still like to do the sewer in stages.� He's suppose to get some numbers together.� Maybe can work this in the budget.

���� Table the approval of the annexation until next month.

���� Landlord Mike Fincham was here to address the Board about receiving a water bill for one of his tenant houses because they had moved out and not paid their bill.� The landlords are responsible for these bills.� Mike feels that the Village should raise the deposit required by people moving in to $200.00 to cover any outstanding bills when they move out.� He feelsw that it is an injustice to him to have to pay past due water bills of his tenants.

���� Mayor Ric Onken asked Mike to raise his deposit to cover the water bills some of his tenants incur.� Ric feels that we would be penalizing everyone else in town to raise the deposit for everyone when it is only a few people who are the problem.

���� Trustee Rick Wagoner stated that we covered this a month or two ago and the options of doing that.� Rick feels that the landlord should raise his deposit to cover aqny losses he might incur.� Mike stated if the water usage gets up to a certain limit we will just shut if off and whoever is there will want it turned back on.� Mike wants an ordinance passed to cover this to change the deposit.� Rick will setup a Water Committee meeting and talk about this.

���� Rick Wagoner asked Village Attorny Tom Shields if we can have a dfifferent deposit for renters than for everyone else.

���� Trustee Carol Stephenson staqted that we have a new business in town in John White's building.� This is a new chiropractic practice.

���� Mayor Ric Onken asked what was going on with the Old Fincham's Restaurant.� Mike Scott stated that he spoke with the people and they are wanting to open a thrift shop on one side and an ice cream shop on the other.� Mike stated they are cleaning it up and he doesn't want to discourage that.

���� Trustee Donna Poppe made a motion to adjourn.� Trustee David Rathke seconded the motion.� Vote:� Donna Poppe - Aye; David Rathke - Aye;� Bruce Green - Absent; Carol Stephenson - Aye; Lonnie Meiner - Aye; Rick Wagoner - Aye; Motion carried.
