The regular monthly meeting was called to order on Monday evening, January 8, 2024 at 7:00 p.m. by Mayor Larry Dodds.
Trustees present were:
� Rick Norton - Aye
� David Rathke - Absent
� Janice Edwards - Aye
� Carol Stephenson - Aye
� Charles Morefield - Aye
� Vincent Beck - Aye
Also present were Superintendent of Maintenance Joshua Hereford; Assistant Superintendent of Maintenance Nicholas Sandage; Village Treasurer Connie Gossmeyer.
Trustee Janice Edwards made a motion to dispense with the reading of the minutes and approve as presented. Trustee Rick Norton seconded the motion. Vote: Rick Norton-Aye, David Rathke-Absent, Janice Edwards-Aye, Carol Stephenson-Aye, Charles Morefield-Aye, Vincent Beck-Aye. Motion carried.
Village Treasurer Connie Gossmeyer gave the Treasurer�s Report for the month of December 2023.
Beginning Balance $179,697.09
Ending Balance $158,200.99
Decrease for the month of December 2023 $ 21,496.10
Trustee Vincent Beck made a motion to approve the Treasurer�s Report for the month of December 2023. Trustee Carol Stephenson seconded the motion. Vote: Rick Norton-Aye, David Rathke-Absent, Janice Edwards-Aye, Carol Stephenson-Aye, Charles Morefield-Aye, Vincent Beck-Aye. Motion carried.
Trustee Rick Norton made a motion to pay the bills as presented. Trustee Janice Edwards seconded the motion. Vote: Rick Norton-Aye, David Rathke-Absent, Janice Edwards-Aye, Carol Stephenson-Aye, Charles Morefield-Aye, Vincent Beck-Aye. Motion carried.

There were no public comments.
Police Chief Ritchie Cooper was absent. There was no Police Report for tonight�s meeting. He will give a double report in February.
The first special report was given by Superintendent of Maintenance Joshua Hereford. Josh reports Hoerr Construction completed the Cleaning and Televising of the Village of Colfax Sewer System. He expects to have a full report by the meeting next month. He stated he was informed of two areas of concern regarding fiber optic wires entering the sewer lines. Josh and Nick removed all the Christmas decorations for the Village of Colfax and the Village of Anchor. Josh and Nick completed all the routine daily and monthly maintenance.
Mayor Larry Dodds reports there is an Animal Control/Zoning Report in your folders for review.

Mayor Larry Dodds gives the Final Special Report. Mayor Dodds reports a proposal was submitted to the McLean County Board of Supervisors for a portion of the excess ARPA funds to be reallocated to the Village of Colfax for infrastructure. Larry reports that the TIF consideration for the Village of Colfax will be delayed until May 2024. Larry rescheduled the upcoming committee meetings for March 2024.
The first item of Old Business was the consideration and approval of Ordinance No. 2024-01, An Ordinance Providing for Annexation of the Ridgeview Baseball Field Property to the Village of Colfax, Illinois.
Trustee Charles Morefield made a motion to approve Ordinance No. 2024-01, An Ordinance Providing for Annexation of the Ridgeview Baseball Field Property to the Village of Colfax, Illinois. Trustee Vincent Beck seconded the motion. Vote: Rick Norton-Aye, David Rathke-Absent, Janice Edwards-Aye, Carol Stephenson-Aye, Charles Morefield-Aye, Vincent Beck-Aye. Motion carried.
