December 2023 Board Meeting Minutes | Friday, February 2, 2024
Trustee Charles Morefield made a motion to appoint Trustee Vincent Beck as Pro Tem Mayor for the Monday, December 4, 2023 Truth and Taxation and Board of Trustees meeting. Trustee Janice Edwards seconded the motion. Vote: Rick Norton-Aye, David Rathke-Aye, Janice Edwards-Aye, Carol Stephenson-Aye, Charles Morefield-Aye. Motion carried.
The Truth in Taxation Meeting was called to order on Monday, December 4, 2023 at 7:00 p.m. by Pro Tem Mayor Vincent Beck.
Presentation of the 2023-2023 Tax Levy.

Trustee Janice Edwards made a motion to adjourn. Trustee Rick Norton seconded. Vote: Rick Norton-Aye, David Rathke-Aye, Janice Edwards-Aye, Carol Stephenson-Aye, Charles Morefield-Aye, Vincent Beck-Aye. Motion carried.

The regular monthly meeting was called to order on Monday evening, December 4, 2023 at 7:02 p.m. by Pro Tem Mayor Vincent Beck.

Also present were Police Chief Ritchie Cooper, Superintendent of Maintenance Josh Hereford, Assistant Superintendent of Maintenance Nick Sandage, Village Treasurer Connie Gossmeyer.
Trustee David Rathke made a motion to dispense with the reading of the minutes and approve as presented. Trustee Charles Morefield seconded the motion. Vote: Rick Norton-Aye, David Rathke-Aye, Janice Edwards-Aye, Carol Stephenson-Aye, Charles Morefield-Aye, Vincent Beck-Aye. Motion carried.
Village Treasurer Connie Gossmeyer gave the Treasurerโs Report for the month of November 2023.
Beginning Balance $304,055.04
Ending Balance $179,697.09
Decrease for the month of November 2023 $124,3357.95
Village Treasurer Connie Gossmeyer reports the significant decrease in the balance was due to several invoices for engineering, annual insurance payment and the annual bond payment.
Trustee Charles Morefield made a motion to approve the Treasurerโs Report for the month of November 2023. Trustee Rick Norton seconded the motion. Vote: Rick Norton-Aye, David Rathke-Aye, Janice Edwards-Aye, Carol Stephenson-Aye, Charles Morefield-Aye, Vincent Beck-Aye. Motion carried.
Trustee Carol Stephenson made a motion to pay the bills as presented. Trustee Rick Norton seconded the motion. Vote: Rick Norton-Aye, David Rathke-Aye, Janice Edwards-Aye, Carol Stephenson-Aye, Charles Morefield-Aye, Vincent Beck-Aye. Motion carried.

Russ Leigh, Russell Leigh & Associates was here to present the 2022-2023 Annual Audit Report for the Village of Colfax. Russ reports it was a clean audit with no deficiencies.
The first special report was given by Police Chief Ritchie Cooper. Chief Cooper reports the burglary and attempted burglary is still being investigated. No arrests have been made at this time. Reports were done for criminal damage to property and an animal bite. There were no citations issued in November.
Next special report was given by Superintendent of Maintenance Josh Hereford. Josh reports there was a water line leak on 1975N that they dug up and fixed. Josh and Nick put up all the Christmas decorations around the Village of Colfax. He also reports all the routine maintenance was completed for the month.

Maintenance Equipment and Vehicle Committee Chairman Vincent Beck reports there was a committee meeting held prior to tonightโs Board of Trustees Meeting and they discussed future equipment needs, specifically a dump truck.
First item of New Business regarding Ordinance No. 2023-08, An Ordinance Approving and Authorizing the Execution of a Professional Services Agreement for the Establishment and Annual Administration of Colfax Tax Increment Financing (TIF) District by and between Village of Colfax, McLean County, Illinois and Jacob & Klein, LTD and the Economic Development Group LTD was tabled until the January 2024 meeting.
Next item on the agenda was the approval of Ordinance No. 2023-07, An Ordinance of the Village of Colfax, McLean County Illinois Regarding Paid Time Off for Village Employees.
