The regular monthly meeting was called to order on Wednesday, July 19, 2023 at 7:00 p.m. by Mayor Larry Dodds.
Trustees present were:

Also present were Superintendent Josh Hereford and Assistant Superintendent Nick Sandage. Police Chief Ritchie Cooper and Village Treasurer Connie Gossmeyer were absent.
Trustee Vincent Beck made a motion to dispense with the reading of the minutes and approve as presented. Trustee Carol Stephenson seconded the motion. Vote: Rick Norton-Aye, David Rathke-Absent, Janice Edwards-Aye, Carol Stephenson-Aye, Charles Morefield-Absent, Vincent Beck-Aye. Motion carried.
Village Treasurer Connie Gossmeyer was absent. Mayor Dodds gave the Treasurer’s Report for the month of June 2023.
Beginning Balance $443,592.78
Ending Balance $463,671.33
Increase for the month of June 2023 $ 20,078.55

Police Chief Ritchie Cooper was absent. Mayor Larry Dodds reports the Police Department Report is in your folders for review.
Josh Hereford, Superintendent of Maintenance, gave his special report. Josh reports the water tower project has begun and progressing nicely. Josh reports roads have been chipped due to the heat, a hydraulic line replaced on the backhoe and the daily maintenance has been completed.
Mayor Larry Dodds reports there is an Animal Control/Zoning Report in your folders for review.

Final special report was given by Mayor Larry Dodds. Mayor Dodds has listed the revenue from June 2023. Mayor Dodds reports there was a Wastewater Treatment Facility Inspection performed by the IEPA on 5/21/2023. The have given a list of three suggestions to implement at the sewer plant. Mayor Larry Dodds reports that the acreage just outside the village limits is listed again as the previous sale fell through. Mayor Larry Dodds states the Good Ole’ Days returns on August 4-5, 2023.
Finance and Audit Committee Chairman, David Rathke, was absent.
Police and Liquor Committee Chairman, Carol Stephenson, has nothing to report at this time.
Water and Sewer Committee Chairman, Charles Morefield, was absent.
Streets and Lights Committee Chairman, Rick Norton, reports the Summer of 2023 Street Resurfacing Project is on the agenda for approval tonight.
Maintenance Equipment and Vehicle Committee Chairman, Vincent Beck, has nothing to report at this time.

First item of new business was the consideration and approval of the bid from McLean County Asphalt in the amount of $51,152.00 for the Summer of 2023 street resurfacing project.
Trustee Vincent Beck made a motion to accept and award the bid to McLean County Asphalt in the amount of $51,152.00 for the Summer of 2023 street resurfacing project. Trustee Janice Edwards seconded the motion. Vote: Rick Norton-Aye, David Rathke-Absent, Janice Edwards-Aye, Carol Stephenson-Aye, Charles Morefield-Absent, Vincent Beck-Aye. Motion carried.
Next on the agenda was the consideration and approval of the base bid from Hoerr Construction, Inc for the Sanitary Sewer Cleaning and Televising in the amount of $123,475.00.

Final item of New Business was the review and approval of Ordinance No. 2023-03, An Ordinance of the Village of Colfax, McLean County, Illinois Ascertaining and Adopting the Prevailing Wage for Laborers, Workers and Mechanics Employed on Public Works for the Village of Colfax.
