The regular monthly meeting was called to order on Monday evening, November 14, 2022 at 7:00 p.m. by Mayor Larry Dodds.
Trustees present were:
Charles Morefield - Aye
David Rathke - Absent
Benjamin Thackeray - Absent
Carol Stephenson - Aye
Janice Edwards - Aye
Vincent Beck - Aye
Also present were Superintendent Josh Hereford; Village Treasurer Connie Gossemeyer; Police Chief Ritchie Cooper.
Trustee Charles Morefield made a motion to dispense with the reading of the minutes and approve as presented. Trustee Janice Edwards seconded the motion. Vote: Charles Morefield-Aye, David Rathke-Absent, Benjamin Thackeray-Absent, Carol Stephenson-Aye, Janice Edwards-Aye, Vincent Beck-Aye. Motion carried.
Village Treasurer Connie Gossemeyer gave the Treasurer’s Report for the month of October 2022.
Beginning Balance $500,759.39
Ending Balance $663,528.96
Increase for the month of October 2022 $162,769.57
Trustee Vincent Beck made a motion to approve the Treasurer’s Report for the month of October 2022. Trustee Carol Stephenson seconded the motion. Vote: Charles Morefield-Aye, David Rathke-Absent, Benjamin Thackeray-Absent, Carol Stephenson-Aye, Janice Edwards-Aye, Vincent Beck-Aye. Motion carried.
Trustee Vincent Beck made a motion to pay the bills as presented. Trustee Janice Edwards seconded the motion. Vote: Charles Morefield-Aye, David Rathke-Absent, Benjamin Thackeray-Absent, Carol Stephenson-Aye, Janice Edwards-Aye, Vincent Beck-Aye. Motion carried.

There were no public comments.
First special report was given by Police Chief Ritchie Cooper. Chief Cooper announced the 3 part-time patrolman who were in the academy successfully completed the training and passed the exam. Chief Cooper states he has hired Tanya Pearce for part-time patrol and she started the academy on November 12, 2022. Chief Cooper’s written report for September and October were included in the packets.
Next special report was given by Superintendent of Maintenance Josh Hereford. Josh reports he and Nick spent several days picking up leaves all throughout town. The Dualator project was completed on October 10, 2022 and everything is running smoothly. There was a water main break on 10/18/2022 on Harrison Street and it was repaired by Beitz Excavating.
Mayor Larry Dodds stared the Animal Control/Zoning Report is in your folders for review.

Final special report was given by Mayor Larry Dodds. Mayor Dodds received word that the new maintenance truck is anticipated to be delivered in January 2023. Mayor Dodds reports they held a joint interview with the Ridgeview CUSD #19 Board of Education for the School Resource Officer. Mayor Dodds states the Dualator project was completed on October 10, 2022.
Finance and Audit Committee Chairman, David Rathke, was absent.
Police and Liquor Committee Chairman, Carol Stephenson, had nothing to report at this time.
Water and Sewer Committee Chairman, Charles Morefield, has nothing to report at this time.
Streets and Lights Committee Chairman, Benjamin Thackeray, was absent.
Maintenance Equipment and Vehicle Committee Chairman, Vincent Beck, had nothing to report at this time.
First item of new business was to authorize the payment of the entire premium of $24,121.35 for the 2023 insurance coverage by IML Risk Management Association and the $150.00 for the annual membership dues with the Illinois Municipal League (IML); combines the total is $24,271.35. We save $487.30 by paying early and not paying in December 2022 and May 2023.

Next on the agenda was the approval of the employment of part-time patrol candidate Tanya Pearce for $18 per hour.

Next item on the agenda was the review of the Proposed Tax Levy for 2022-2023. Mayor Larry Dodds states the Tax Levy will be on the agenda in December 2022. We will hold a Truth in Taxation Meeting prior to the regular Board of Trustees meeting on December 5, 2022.
Next on the agenda was the preliminary discussion related to rezoning land to be purchased by Ridgeview CUSD #19. Mayor Larry Dodds states this item will have to go before the Zoning Board of Appeals first and they are waiting to schedule that meeting after the land has been purchased.
Next on the agenda was the approval of the upgrade to the outdoor warning sirens to permit the county to activate sirens remotely.

Trustee Vincent Beck made a motion to go int executive session to consider appointment, employment, compensation, discipline, performance, dismissal of Village employees and pending Litigation. Trustee Charles Morefield seconded the motion. Vote: Charles Morefield-Aye, David Rathke-Absent, Benjamin Thackeray-Absent, Carol Stephenson-Aye, Janice Edwards-Aye, Vincent Beck-Aye. Motion carried.
The Board of Trustees entered closed session at 7:46 p.m.
