The regular monthly meeting was called to order on Monday evening, October 3, 2022 at 7:00 p.m. by Mayor Larry Dodds.
Trustees present were:
Charles Morefield - Aye
David Rathke - Aye
Benjamin Thackeray - Absent
Carol Stephenson - Aye
Janice Edwards - Absent
Vincent Beck - Aye
Also present were Superintendent of Maintenance Josh Hereford; Village Treasurer Connie Gossemeyer; Police Chief Ritchie Cooper.
Trustee Charles Morefield made a motion to dispense with the reading of the minutes and approve as presented. Trustee Carol Stephenson seconded the motion. Vote: Charles Morefield-Aye, David Rathke-Aye, Benjamin Thackeray-Absent, Carol Stephenson-Aye, Janice Edwards-Absent, Vincent Beck-Aye. Motion carried.
Village Treasurer Connie Gossemeyer gave the Treasurer’s Report for the month of September 2022.
Beginning Balance $551,898.53
Ending Balance $500,638.02
Decrease for the month of September 2022 $ 51,260.51
Trustee Vincent Beck made a motion to approve the Treasurer’s Report for the month of September 2022. Trustee David Rathke seconded the motion. Vote: Charles Morefield-Aye, David Rathke-Aye, Benjamin Thackeray-Absent, Carol Stephenson-Aye, Janice Edwards-Absent, Vincent Beck-Aye. Motion carried.
Trustee David Rathke made a motion to pay the bills as presented. Trustee Carol Stephenson seconded the motion. Vote: Charles Morefield-Aye, David Rathke-Aye, Benjamin Thackeray-Absent, Carol Stephenson-Aye, Janice Edwards-Absent, Vincent Beck-Aye. Motion carried.

There are no public comments.
First special report was given by Police Chief Ritchie Cooper. Chief Cooper states the graduation for the part time officer in the academy will be November 12, 2022. Chief Cooper states he has had one applicant for the School Resource Officer position so far.
Next special report was given by Superintendent of Maintenance Josh Hereford. Josh report there was a significant water leak at the water plant which caused some electrical damage. The hole in the intersection of Main Street and Center Street was filled in with concrete. Josh and Nick hung the Ridgeview banners and fixed the lights at the lift station as well as switch several yield signs to stop signs.
Mayor Larry Dodds reports there is an Animal Control/Zoning Report in your folders for review.

Final Special Report was given by Mayor Larry Dodds. The Village received two tax distributions this month. $11,391.59 and $7,290.75. The Village also received its final Rebuild Illinois payment in the amount of $11,654.01 and an American Rescue Plan Act (ARPA) distribution in the amount of $68,926.87. Mayor Dodds reports the dualator project is progressing well. Mayor Dodds will attend a Safe Routes to School Grant Meeting in November.
Finance and Audit Committee Chairman, David Rathke, states there was a committee meeting held prior to tonight Board of Trustee meeting.
Police and Liquor Committee Chairman, Carol Stephenson, has nothing to report at this time.
Water and Sewer Committee Chairman, Charles Morefield, has nothing to report at this time.
Streets and Lights Committee Chairman, Benjamin Thackeray, was absent.
Maintenance Equipment and Vehicle Chairman, Vincent Beck, has nothing to report at this time.
First item of Old Business was the approval of the Intergovernmental Agreement between Ridgeview CUSD #19 and the Village of Colfax for a School Resource Officer.
Trustee Vincent Beck made a motion to approve the Intergovernmental Agreement between Ridgeview CUSD #19 and the Village of Colfax for a School Resource Officer. Trustee David Rathke seconded the motion. Vote: Charles Morefield-Aye, David Rathke-Aye, Benjamin Thackeray-Absent, Carol Stephenson-Aye, Janice Edwards-Absent, Vincent Beck-Aye. Motion carried.
Next on the agenda was an update on the rat eradication. Mayor Larry Dodds reports he has continued working with the Village Attorney’s on the process of abatement.
Mayor Larry Dodds reports the Dualator and Media Replacement Project is progressing well.
Next on the agenda was the approval of second request for payment to G.A. Rich & Sons in the amount of $62,757.00 for the Dualator Media Replacement Project.

First item of New Business was review of the Report by the Treasurer of the Village of Colfax, McLean County, Illinois. This report was filed with the McLean County Clerk and published in the Ridgeview Review.
Mayor Larry Dodds reports petitions for the Spring 2023 Elections are now available for pick up. Please see Portia Vandegraft if you are interested.
Next on the agenda was the designation of the Trick or Treat Hours for the Village of Colfax.
Trustee Charles Morefield made a motion to designate Halloween Trick or Treat for the Village of Colfax to be from 5:00 p.m. – 8:00 p.m. on Halloween night, Monday October 31, 2022. Trustee Carol Stephenson seconded the motion. Vote: Charles Morefield-Aye, David Rathke-Aye, Benjamin Thackeray-Absent, Carol Stephenson-Aye, Janice Edwards-Absent, Vincent Beck-Aye. Motion carried.
Trustee David Rathke made a motion to adjourn. Trustee Charles Morefield seconded the motion. Vote: Charles Morefield-Aye, David Rathke-Aye, Benjamin Thackeray-Absent, Carol Stephenson-Aye, Janice Edwards-Absent, Vincent Beck-Aye. Motion carried.
