Village Treasurer Linda Hanson gave the Treasurer's Report for the month of March, 2010.

Trustee Donna Poppe, Chairman of the Finance and Audit Committee had nothing to report.� There was no Finance committee meeting this month.� Village Clerk� Nancy Kiper reported that the state did better this month - received around $13,000.00.
Trustee Bruce Green, Chairman of the Police and Liquor Committee, reported on the activities for the Police Department for the month of March.
Police Chief Mike Scott reported that he completed the training for the FOYA.
Village Clerk Nancy Kiper reported that she sent out renewal letters for liquor licenses which are due April 30, 2010.
Chairman of the Water and Sewer Committee, Trustee Lonnie Meiner, reported on the Water and Sewer Committee meeting held before this meeting on April 5, 2010.
Lonnie reported that the meeting was held to discuss the Storm Water Drainage.� Lonnie reported that they are still looking at the best possibility for implementing that at a lower cost.� Village Engineer Ed Duran is to let us know what MFT can pay for it.
Lonnie also reported the need to purchase some of the new meters in 3/4 inch meters to replace.� All of the meters at the new subdivision have 3/4 inch meters.
Ric Onken asked what the target is for the drainage.� Lonnie stated that we talked about this summer since it will be dryer.� Lonnie stated that they will start east end of Ceilo View - coming off of what was put in previously.� Going around north side of Chad Ritchie and see how we can go up Cooper Street.� Talked about going across the Kessinger ground.
Trying to zero in on what we are going to do and Damon is going to get some cost estimates.� Will go from there and see what we will be doing in the streets in regard to MFT to pay for part of this.� Would coordinate with the homeowners for them to hookup while we are doing this work.
Trustee Carol Stephenson, Chairman of the Streets and Light Committee reported that Ed was to have the proposal here for the meeting but it hasn't yet been received.� Damon stated that there are no major road projects for this year.
Mayor Ric Onken asked to table the executive session until next month.
Ric asked the Board if they had gone over the CIRBN information that he gave them.� Ric stated that shortly after the meeting they called and Ric stated the initial costs is approximately $245.00 or $25.00 per person.� All part time employees as one employee.� Cost is due at 1/2 this year and 1/2 next year.
Ric stated that it may not do anything initially but somewhere if not done now would be $17.00 per foot.� This is beneficial for new businesses.
Ric stated he had to give them a response and asked the Board's opinion.� If we are going to do this we need to do it now.� It was reported by Village Clerk Nancy Kiper that the Village presently pays $62.95 per month for internet service.
Trustee David Rathke feels that by joining the CIRBN would put us at an advantage.� Dave states that it is 300 times faster.
There was more discussion regarding this.
Trustee David Rathke made a motion to accept the CIRBN proposal to become a partner with an initial cost of $45.00 per full time employee or a total of $225.00.� Trustee Bruce Green seconded the motion.� Vote:� Donne Poppe - Aye; David Rathke - Aye; Bruce Green - Aye; Carol Stephenson - Aye; Lonnie Meiner - Aye; Rick Wagoner - Aye; Motion carried.
Ric stated that he already gave them the Letter of Commitment and another letter.
Police Chief Mike Scott reported that he will be sending a letter to Don Meiner in regard to the building he owns at 107 South Center Street.� Several of the bricks from this building have fallen.� Mike stated that he sent the letter to let Mr. Meiner know it would be discussed at tonight's board meeting.� The area has been barricaded.� There are a couple of options with this:
Get his attention with an Ordinance Violation.
Fix this ourselves and then charge him.
Mike asked the Board about how long of a deadline to initiate a plan and give us an answer.� The Board wants us to give him one (1) week to respond to us with a plan or begin issuing Ordinance Violations.
Mike left a message for Mike Fincham regarding the garbage in his alley.� Contacted Allied waste stated that he has to authorize another pickup and they will come and pick it up.� Mike stated he can do the same thing with them and send a letter and give them one (1) week to respond to us with a plan or begin issuing Ordinance Violations.
Ric reported that Mediacom cable rates will be increasing May 1, 2010.
