The regular monthly meeting was called to order on Tuesday evening, September 8, 2020 at 7:00 p.m. by Mayor Larry Dodds.

Trustees present were:
• Charles Morefield - Aye
• David Rathke - Aye
• Benjamin Thackeray - Aye
• Carol Stephenson - Aye
• Jason Wagoner - Aye
• Vincent Beck - Aye

Also present were Superintendent of Maintenance Josh Hereford; Village Treasurer Connie Gossmeyer; Police Chief Ritchie Cooper.

Trustee Benjamin Thackeray made a motion to dispense with the reading of the minutes and approve as presented. Trustee David Rathke seconded the motion. Vote: Charles Morefield- Aye, David Rathke- Aye, Benjamin Thackeray- Aye, Carol Stephenson-Aye, Jason Wagoner- Aye, Vincent Beck- Aye. Motion carried.

Village Treasurer Connie Gossmeyer gave the Treasurer’s Report for the month of August 2020.

Beginning Balance $266,158.25
Ending Balance $234,867.20
Decrease for the month of August 2020 $ 31,191.05

Trustee Jason Wagoner made a motion to approve the Treasurer’s Report for the month of August 2020. Trustee Benjamin Thackeray seconded the motion. Vote: Charles Morefield- Aye, David Rathke- Aye, Benjamin Thackeray- Aye, Carol Stephenson-Aye, Jason Wagoner- Aye, Vincent Beck- Aye. Motion carried.

Trustee Carol Stephenson made a motion to pay the bills as presented. Trustee Benjamin Thackeray seconded the motion. Vote: Charles Morefield- Aye, David Rathke- Aye, Benjamin Thackeray- Aye, Carol Stephenson-Aye, Jason Wagoner- Aye, Vincent Beck- Aye. Motion carried.

There were no public comments.

Police Chief Ritchie Cooper gave the first special report. Ritchie stated that there was a monthly police report in your folders for review. Police Chief Ritchie Cooper also discussed the proposed Intergovernmental Agreement for Police Services with Martin Township. An agreement will be drafted and presented to the Board at the next monthly meeting.

Next on the agenda was the Maintenance Report given by Superintendent of Maintenance Josh Hereford. Josh reported he is still replacing yield signs for stop signs throughout the Village. Josh with the help of Brian Hereford, Brent Blair, and Brian Blair have been continuously working on clearing out the drainage ditch that runs through the village. Josh reported that a pump at the left station malfunctioned but has been repaired. He also reported a bad starter and electrical issues on the tractor. Josh continues to deliver rock to residents who have requested.

Mayor Larry Dodds reports there is an Animal Control/Zoning Report in your folders for review.

Mayor Larry Dodds have the final special report. Mayor Dodds reported that the traffic counters throughout town have been installed by IDOT as part of a program that provides data for updating the Average Daily Traffic Information Report. Mayor Larry Dodds stated that there was COVID-19 testing held at the village hall on 9/3/2020, 32 people were tested. There are two more testing dates to be held at the village hall. 9/24/2020 and 10/15/2020 9-12 p.m. Mayor Dodds said the village is pursing cleanup at 314 South Euclid. He reports attempts are being made to remove the junk from the yard. Mayor Larry Dodds stated we received a notice that the village is eligible to seek reimbursement for up to $43,769.00 for COVID-19 related expenses incurred from March 2020- December 30, 2020 as part of the Local Cure Program.

Trustee David Rathke, Chairman of the Finance and Audit Committee, had nothing to report at this time.

Trustee Carol Stephenson, Chairman of the Police and Liquor Committee, had nothing to report at this time.

Trustee Charles Morefield, Chairman of the Water and Sewer Committee, had nothing to report at this time.

Trustee Jason Wagoner, Chairman of the Streets and Lights Committee, had nothing to report at this time.

Trustee Vincent Beck, Chairman of the Maintenance Equipment and Vehicle Committee, has nothing to report at this time.

Next on the agenda was a presentation given by Zach Knight of Farnsworth Group on initial operations and recommendations for the water and drainage for the Village of Colfax. Mr. Knight discussed ways for cleaning of the wells and treatment to improve the quality of water. He also stated the drainage plans are to identify as many issues as possible and make improvements.

Trustee Vincent Beck made a motion to approve the Limited Water Infrastructure Assessment at a cost of $9,300.00. Trustee Charles Morefield seconded the motion. Vote: Charles Morefield- Aye, David Rathke- Aye, Benjamin Thackeray- Aye, Carol Stephenson-Aye, Jason Wagoner- Aye, Vincent Beck- Aye. Motion carried.

After much discussion there wasn’t a motion made to approve the Drainage Study Agreement.

Trustee Jason Wagoner made a motion to approve the contract with Farnsworth Group to provide consultant services for drainage within the Village of Colfax on an as needed basis. Trustee David Rathke seconded the motion. Vote: Charles Morefield- Aye, David Rathke- Aye, Benjamin Thackeray- Aye, Carol Stephenson-Aye, Jason Wagoner- Aye, Vincent Beck- Aye. Motion carried.

Next on the agenda was the discussion regarding the two options to address improving the west side of Winget Drive offered by UCM. After discussion, it was decided that the village needs clarification on the bid provided by UCM and this item was tabled.

Next on the agenda was the review and approval of Ordinance 2020-10, An Ordinance Rescinding and Replacing Ordinance 2011-02, Section 41.26 (Regulating Golf Carts) of Chapter 41 (Traffic) of the Village of Colfax Municipal Code.

Trustee Jason Wagoner made a motion to approve Ordinance No. 2020-10, An Ordinance Rescinding and Replacing Ordinance 2011-02, Section 41.26 (Regulating Golf Carts) of Chapter 41 (Traffic) of the Village of Colfax Municipal Code. Trustee Jason Wagoner made a motion to approve the closure of Main Street from Brook to Center Street and Center Street from the alley north of Main Street to the alley south of Main Street on Saturday, September 26, 2020 from 7:00 a.m. -5:00 p.m. for Pop-Up Shopping Days. Trustee Carol Stepheson seconded the motion. Vote: Charles Morefield- Aye, David Rathke- Aye, Benjamin Thackeray- Aye, Carol Stephenson-Aye, Jason Wagoner- Aye, Vincent Beck- Aye. Motion carried.

Next on the agenda was the approval of the purchase of additional equipment for the new police car.

Trustee Benjamin Thackeray made a motion to approve the purchase of the MDC Docking Station, Radar, and Watchguard Camera System at a total cost of $7,205.00. Trustee Charles Morefield seconded the motion. Vote: Charles Morefield- Aye, David Rathke- Aye, Benjamin Thackeray- Aye, Carol Stephenson-Aye, Jason Wagoner- Aye, Vincent Beck- Aye. Motion carried.

Next on the agenda was the approval of two additional cameras for surveillance around the old Village Hall and surrounding areas.

Trustee Benjamin Thackeray made a motion to approve the purchase of 2 additional cameras at the cost of $399.98. Trustee Vincent Beck seconded the motion. Vote: Charles Morefield- Aye, David Rathke- Aye, Benjamin Thackeray- Aye, Carol Stephenson-Aye, Jason Wagoner- Aye, Vincent Beck- Aye. Motion carried.
