���� The regular monthly meeting of the Village Board of Colfax was called to order by Mayor Ricardo Onken on Monday evening, June 7, 2010 at 7:00 p.m.

���� Trustees present were:

�������� Also present were Village Treasurer Linda Hanson; Village Attorney Tom Shields; Superintedent of� Public Works Damon Getty; Village Engineer Ed Duran.

������� Trustee Lonnie Meiner made a motion to dispense with the reading of the minutes and approve as presented.� Trustee David Rathke seconded the motion.� Vote:� Donna Poppe - Aye; David Rathke - Aye; "Bruce Green - Absent; Carol Stephenson - Aye; Lonnie Meiner - Aye; Rick Wagoner - Aye; Motion carried.

������ Village Treasurer Linda Hanson gave the Treasurer's Report for the month of May, 2010.

����������� Beginning Balance as of May 1, 2010������������������������ $85,368.65

���� Village Clerk Nancy Kiper reported that we received our first distribution of� tax money on June 4, 2010 of $5,995.00

���� Trustee Carol Stephenson made a motion to pay the bills as presented.� Trustee Donna Poppe seconded the motion.� Vote:� Donna Poppe - Aye; David Rathke - Aye; Bruce Green - Absent; Carol Stephenson - Aye; Lonnie Meiner - Aye; Rick Wagoner - Aye; Motion carried.

���� Trustee and Chairman of the Finance and Audit Committe Lonnie Meiner had nothing to report at this time.� Village Clerk Nancy Kiper reported that the Village's audit is June 28th and 29th.

���� Chairman of the Police and Liquor Committee and Trustee David Rathke asked Village Clerk Nancy Kiper regarding the NIMES.� Police Chief Mike Scott wanted the Board to know that he is up-to-date on all of the required NIMES updates for 2009 and that the 2010 updates are just coming out.� Mike has started them but isn't finished.� David reported that the report for the Police Department is in everyones folders.

���� Trustee Rick Wagoner, Chairman of the Water and Sewer Committee, reported on the Water Committee meeting that the Committee had.

���� Damon reported that they have sixty-three (63) new meters installed.

���� Rick also reported that Superintendent Damon Getty would like to order 3/4 X 3/4 water meters for the houses at Sunset Drive.� They are $230.00 per meter for this month only.� There has to be a minimum order of 40 meters to get this price.� Damon states will need 45 meters to replace the meters here in town.� The total cost will be $10,350.00.� Damon made a telephone call and reported that the Village can place an order for the 45 meters and they will shelf half of the meters until we need them.� Would only have to pay $5,500.00 for half of the meters now and can pay the remainder when we need them.

���� Rick asked Village Attorney Tom Shields� regarding the Ordinance for installing meters.� The meters cost $230.00 and Rick is wondering if this could be written so that we wouldn't have to continually change the price of the meters in the ordinance.� Tom stated that the Ordinance was written so that we could change the price and that a new ordinance does need to be passed each time it changes.� Damon said the cost is when they are putting the second meter in.� Damon stated we don't install the second meter.� There are approximately 13 or 14 houses with two meters.

���� Rick reported that the Village has lost a lot of money from people moving in and out of rental property.� We need to look into making the Ordinance state that the rental property owners are responsible for any unpaid water bills that their tenants leave over and above the deposit amount.� The Village has lost over $1,800.00 in the last couple years from just one Landlord.� Rick asked if we could make the deposit amount larger for renters than�for homeowners.� Tom feels that deposit should be the same for everyone.

���� Lonnie asked Damon if they are able to read all of the meters or are you locked out at the apartments.� Damon stated we have all new meters in now so that all of the meters get read.

���� Damon stated that the second meters are sold to the homeowner.� Tom stated that the village shouldn't be selling meters.� The Village just needs to specify what is required and the type of meter that they need to use and then inspect the meter to make sure it is the right meter.� Damon stated we sold them to them at what they cost us.� They have to be the right meter so that we can read them.� Damon stated that they cannot just buy one meter.

���� Ed Duran stated that other towns have a tap on fee which includes the cost of the meter because the other problem you don't want to have is people taking the second meter with them if they sell the house.� Ed recommended having a connection fee or second connection fee.� Rick stated that we could use the connection fee of $300.00 for the second meters.� Lonnie asked how many second meters do we have.� Nancy reported that we bill around 16 homeowners in the Sunset Subdivision for two meters and one other homeowner who has two meters.

���� Tom stated that the ordinance is already in place for the initial installation and now we are talking asbouty as special installation that is realted to non-sewer functioning.� Somehwere in the Ordinances there is a requirement that all water be metered for water and sewage purposes.� Tom stated that he needs to review the ordinance thoroughly because there have been a lot of changes made over the years.� Tom stated we�were required at the time of the installation of the sewer or the updating of the water at some point.� Lonnie stated we will give�Tom a month to review this and then when he gets the information can have a committee meeting and then bring it to the Board.�

���� Trustee Donna Poppe asked if we charge $300.00 for the second meter then we are going to get back the money that we paid for the meters.� Donna feels we need to just leave it at $300.00 for installation for the privilege of having a second meter if they feel they need it.� Donna stated that since they do not pay for sewer charges should get some kind of reimbursement.� Village Clerk Nancy Kiper stated that they use a lot of water on the second meter from watering lawns and filling pools.

���� Trustee Carol Stephenson stated we need to look and see because we couldn't find anywhere that said if the renters do not pay their water bills the owner is responsible for it.

���� Ed talked about the water plant regarding the controls and resleeving the well and talked about doing the sewer plant in stages.

���� Village Engineer Ed Duran regarding the stages of the sewer plant.� Ed stated that something did come up and blowers are coming apart aqnd aren't real efficient.� Ed explained how everything is broke down and how much each stage of work would cost.� Ed explained that Ric Onken gave an American Recovery and Reinvestment Conservation Grant and there are more grants available and we need to reapply for the Public Sector Energy Efficiency Program Grant.� Rick Wagoner asked what timeline we are looking at for this grant.� Ed stated they have changed this and you know almost immediately and are required to start within ninety (90) days.� Ed would be looking at September/October time frame.� Ed wouldn't want to swee it started after November 15th.� Should know by next month's meeting whether the pre-app is approved.

���� Ed stated that Albrecht wants to come down and look at this well and casing.� Ed explained that over the year this well has provided the best quality water for the Village.� Would like to blend the water from that well with the new well and try to get a higher quality of water coming out.

���� Ed stated needs approval for applying for the Public Sector Energy Efficiency Program Grant for the sewer system.

���� Trustee Rick Wagoner made a motion to reapply for the Public Sector Energy Efficiency Program Grant for the sewer plant.� Trustee Carol Stephenson secondedd the motion.� Vote:� Donna Poppe - Aye; David Rathke - Aye; Bruce Green - Absent; Carol Stephenson - Aye; Lonnie Meiner - Aye; Rick Wagoner - Aye; Motion carried.

���� Rick explained that one thing we looked at for the Storm Sewer Project is that we would like to setup a tentative date so that the people wanting to hook onto it can give their contractors an idea of when the Village will be doing this.� Hopefully by next month's meeting we can narrow that window down.

���� Ed explained that he has done an aerial view of the storm water project.� Ed handed copies of these out to the Board and explained what was going to be happening.� Ed explained that late summer/early fall is uaually a dryer period of time.� Ed stated you have to start at the creek and come up, can't start the other way.� Can order the tile and have it within two (2) weeks.� One thing that will be above the present cost would be easements along the property lines of three homeowners.� Rick would like to shoot for the last two weeks of July or first two weeks of August.� Next meeting we can narrow it down.� Will get a letter out to the residents in the area.

���� Ed explained the type of tile that will be used for this project and what would be happening with this project.� Have to prevent tree roots and everything getting in this line.� Damon asked if we could used corrugated and copper line it.

���� Damon stated that they said that we could order these meters and they can shelf half of them and wouldn't have to pay until November, 2010.� The Village would only have to pay for half of them now aned can pay for the other half �in two or three months.� Damon stated it will be eight weeks before theswe are in so will be two months before have to pay for these.

���� Trustee Rick Wagoner made�a motion to purchase forty-five (45) meters of 3/4 X 3/4 at a cost of $230.00 per meter with the Village paying $5,500.00 when the come in and the remainder will be paid on November 2nd.� Trustee Carol Stephenson seconded the motion.� Vote:� Donna Poppe - Aye; David Rathke - Aye; Bruce Green - Aye; Carol Stephenson - Aye; Lonnie Meiner - Aye; Rick Wagoner - Aye; Motion carried.

���� Rick reported that there are three shut offs for this month totaling about $520.00.

���� Ed would like to get an aerial datat view of the Village.� The coset is around $450.00.

���� Rick setup a Water and Sewer Committee meeting for Thursday, June 24th at 7:00 p.m.

���� Trustee Carol Stephenson, Chairman of the Streets and Lights Committee, reported that we have a problem behind Fincham's building with all of those mattresses laying there.� The garbage people will not pick them up without Mike paying for an extra dump.� Village Clerk Nancy Kiper stated he has to pay for an extra dump.� If he would pay for an extra time to dump they will pick them up.� The garbage people do not get out of the truck to dump the dumpsters and anything around the dumpster they charge extra for.� Rick Wagoner asked if Mike Scott has tried to get ahold of Mike Fincham about this.

���� Trustee Lonnie Meiner asked about Don Meiners' building.� Nancy reported that Andrew�Harper came in and was to get started on�the building.� Illinois Power was coming out to unhook the power from the building and then he was going to start.

���� Village Clerk reported that she received an e-mail from U.S. Cellular wondering if the building permit was still good.� The permit ran out in April, 2010.� Nancy will contact him tomorrow.� It was $205.00 to get this permit and they will have to renew the permit.

���� Carol reported that last Friday morning there were some problems at the park.� They put one of the picnic tables up in the tree; one was carried out onto the ball diamond.� Damon Getty stated speaking for the Chief of Police we were contacted by the Park District and told to arrest anyone in the park after 10:00 p.m.� Damon stated it had to have happened after 2:00 a.m. because I was at the water tower at 1:30 a.m. before I went off duty.

���� Mayor Ric Onken introduced Dan Walker, the representative from Jacob & Klein, Ltd who was here to explain about setting up a Tax Increment Financing (TIF) District for the Village.� Mr. Walker handed out some information to the Board to review and to explain about TIF and what it can and cannot do.� Mr. Walker explained how a TIF works and where the tax money comes from a TIF.� It's what you can do on top of that tax base that provides funds for economic development incentives and growth.� A TIF district is set up for a period of twenty-three (23) years.� This is a tool but if you don't use them id doesn't do a lot of good.� Can use the TIF money for any public purpose.

���� Trustee Donna Poppe made a motion to adjourn.� Trustee David Rathke seconded the motion.� Vote:� Donna Poppe - Aye; David Rathke - Aye; Bruce Green - Absent; Carol Stephenson - Aye; Lonnie Meiner - Aye; Rick Wagoner - Aye; Motion carried.
