Trustee Charles Morefield made a motion to appoint Jason Wagoner as Mayor Pro Tem for the Tuesday, September 3, 2019 Village Board Meeting. Trustee Benjamin Thackeray seconded the motion. Vote: Charles Morefield- Aye; David Rathke- Aye; Benjamin Thackeray- Aye; Carol Stephenson- Aye; Jason Wagoner- Aye; Vincent Beck- Aye. Motion carried.

The regular monthly meeting of the Village Board of Colfax was called to order on Tuesday evening, September 3, 2019 at 7:00 p.m by Mayor Pro Tem Jason Wagoner.

Trustees present were:
Benjamin Thackeray - Aye
David Rathke - Aye
Carol Stephenson - Aye
Jason Wagoner - Aye
Vincent Beck - Aye
Charles Morefield - Aye

Also present was Superintendent Brian Hereford; Assistant Superintendent Josh Hereford; Police Chief Michael Scott; Village Treasurer Connie Gossmeyer.

Trustee Carol Stephenson made a motion to dispense with the reading of the minutes and approve as presented. Trustee Charles Morefield seconded the motion. Vote: Charles Morefield- Aye; David Rathke- Aye; Benjamin Thackeray- Aye; Carol Stephenson- Aye; Jason Wagoner- Aye; Vincent Beck- Aye. Motion carried.

Village Treasurer Connie Gossmeyer gave the Treasurer’s report for the month of August 2019.
Beginning Balance 8/1/2019 $269,423.34
Ending Balance 8/31/2019 $285,306.53
Increase for the month of August, 2019 $ 15,883.19

Trustee Charles Morefield made a motion to pay the bills as presented. Trustee David Rathke seconded the motion. Vote: Charles Morefield- Aye; David Rathke- Aye; Benjamin Thackeray- Aye; Carol Stephenson- Aye; Jason Wagoner- Aye; Vincent Beck- Aye. Motion carried.

The next item on the agenda was Public comments for items on the agenda.
There were no comments.

Police Chief Michael Scott had the first special report. Mike reported the grant was approved in the amount of $3,864.11. We should be receiving the money within a week or so. The money will go into Police Squad Car account. The second part of the grant will be applied for after the first of the year.

Next Superintendent Brian Hereford reported that the Maintenance Report is in your folders for review. Superintendent Brian Hereford reports the fire hydrant at the corner of Wood Street and Grove Street has been completed.

Mayor Pro Tem Jason Wagoner reported there is an Animal Control/Zoning Report in your folders for review.

No Mayor’s report at this time.

Trustee David Rathke, Chairman of the Finance and Audit Committee reported nothing new at this time. Village Clerk Nancy Kiper reported the Audit will be conducted September 17, 2019.

Trustee Carol Stephenson, Chairman of the Police and Liquor Committee, reported the Colfax Police Department Activity report for the month of August 2019 is in your folders. Trustee Carol Stephenson reported there will be a Police Committee meeting held on Monday, September 9, 2019 at 5:00 p.m.

Trustee Vincent Beck, Chairman of the Water and Sewer Committee, reported as mentioned earlier the fire hydrant was replaced.

Trustee Jason Wagoner, Chairman of the Streets and Lights Committee, asked Superintendent Brian Hereford to give an update on the street project. Superintendent Brian Hereford reported the street work will begin tomorrow. Brian also reported he is trying to create a gutter pan along Center Street. Superintendent Brian Hereford reported the sidewalk in front of the Old Theatre will be done in October.

Next on the agenda was the continued discussion regarding Ordinance No. 2019-03 “An Ordinance Prohibiting Cannabis Business Establishments” for Chapter 12, Section 12.02 of the Municipal Code. Police Chief Michael Scott explained the two Ordinances and the differences. Item tabled until next month’s Village Board meeting.
Next on the agenda was the continued discussion regarding the payment for the dumpster at 306 South Grove Street. Trustee Vincent Beck commented that they could have put everything on the street for Brian and Josh to pick up. Trustee Benjamin Thackeray commented that everyone in town will be here and say they need a dumpster- because of the situation maybe we could split the cost. Trustee Carol Stephenson reported that Michael Rigsby paid for one dumpster out of his own pocket.

Trustee Carol Stephenson made a motion that the Village will pay for one dumpster at the maximum of $1,100.00 at 306 South Grove Street after receiving a receipt. Trustee Benjamin Thackeray seconded the motion. Vote: Charles Morefield- Aye; David Rathke- Aye; Benjamin Thackeray- Aye; Carol Stephenson- Aye; Jason Wagoner- Aye; Vincent Beck- Abstain. Motion carried.

Next on the agenda was the discussion of Village residents tampering with water meters. Police Chief Michael Scott reported the Village has one pending case. Resident had cut the Village’s lock off and had put another lock on. They had also removed the meter and hooked up hose to be able to use the water. Police Chief Michael Scott took pictures and has sent police report to the State’s Attorney and asked them to file charges for theft of Utility Services, which is a Class A Misdemeanor.

Trustee Vincent Beck made a motion to go into executive session to consider the appointment, employment, compensation, discipline, performance, or dismissal of Village employees. Trustee Charles Morefield seconded the motion. Vote: Charles Morefield- Aye; David Rathke- Aye; Benjamin Thackeray- Aye; Carol Stephenson- Aye; Jason Wagoner- Aye; Vincent Beck- Aye. Motion carried.

The Village Board went into executive session at 8:00 p.m.

Trustee Charles Morefield made a motion to go back into open session. Trustee David Rathke seconded the motion. Vote: Charles Morefield- Aye; David Rathke- Aye; Benjamin Thackeray- Aye; Carol Stephenson- Aye; Jason Wagoner- Aye; Vincent Beck- Aye. Motion carried.

The Village Board went back into open session at 8:50 p.m.

Trustee Benjamin Thackeray made a motion to adjourn. Trustee Charles Morefield seconded the motion. Vote: Charles Morefield- Aye; David Rathke- Aye; Benjamin Thackeray- Aye; Carol Stephenson- Aye; Jason Wagoner- Aye; Vincent Beck- Aye. Motion carried.

Meeting adjourned at 8:55 p.m.
