The regular monthly meeting of the Village Board of Colfax was called to order on Monday evening, August 5, 2019 at 7:00 p.m. by Mayor Larry Dodds.

Trustees present were:
David Rathke - Aye
Benjamin Thackeray - Aye
Carol Stephenson - Aye
Jason Wagoner - Aye
Vincent Beck - Aye
Charles Morefield - Aye

Also present was Superintendent Brian Hereford: Police Chief Michael Scott; Village Treasurer Connie Gossmeyer.
Trustee Carol Stephenson made a motion to dispense with the reading of the minutes and approve as presented. Trustee David Rathke seconded the motion. Vote: Charles Morefield- Aye; David Rathke- Aye; Benjamin Thackeray- Aye; Carol Stephenson- Aye; Jason Wagoner- Aye; Vincent Beck- Aye. Motion carried.

Village Treasurer Connie Gossmeyer gave the Treasurerโ€™s Report for the month of July 2019.
Beginning Balance as of 7/1/2019 $269,693.92
Ending Balance as of 7/31/2019 $269,323.34
Decrease for the month of July, 2019 ($ 370.58)

Trustee David Rathke made a motion to pay the bills as presented. Trustee Jason Wagoner seconded the motion. Vote: Charles Morefield- Aye; David Rathke- Aye; Benjamin Thackeray- Aye; Carol Stephenson- Aye; Jason Wagoner- Aye; Vincent Beck- Aye. Motion carried.

The next item on the agenda was Public Comments for items on the agenda.

Mayor Larry Dodds introduced Ridgeview School District 19 Superintendent Mr. Erik Young to the board.

Police Chief Michael Scott had the first special report. Mike explained that since the squad car and evidence room is away from the Police Department, he feels that we need to install cameras on the old Village Hall and replace cameras on the current Village Hall. He explained the placement of each camera. Mike received an estimate from Kelly Gordon for the equipment and installation. Cameras on the old Village Hall would cost $1060.00 and cameras for the Colfax Village Hall would cost $880.00. It would require 16 hours of installation at Kellyโ€™s regular hourly rate. The total would be $2,200.00.

Mike also shared information about the retirement of part time police officer Bob Brandt. Bob worked in law enforcement for 42 years. Bob Brandt started with the Village of Colfax on July 5, 2005 and finished on July 5, 2019. Mike reported he did a great job for the Village.

Next Superintendent Brian Hereford reported that they have been trimming trees around the Village that are over the sidewalks. He asked the Board to bring to his attention if there are trees in the Village that need trimmed.

Mayor Larry Dodds reported that there is an Animal Control/Zoning Report in your folders for review.

Mayor Larry Dodds reported the potential opening date for Dollar General is October 29, 2019. Mayor Larry Dodds reported he had a meeting with Brandon Lacey at 911 to discuss address changes. He stated we had 22 residents who would have address changes within the Village. Letters will be sent to those residents effected by the change. The largest area affected is Sunset Drive. Mayor Larry Dodds also discussed the upcoming work on the fire hydrant on the corner of Wood and Grove Street.

Trustee David Rathke, Chairman of the Finance and Audit Committee commented on a previous meeting and following up on 2017-2018 Audit report.

Trustee Carol Stephenson, Chairman of the Police and Liquor Committee, reported that Colfax Police Department Activity Report for the month of July 2019 is in the folders.

Trustee Vincent Beck, Chairman of the Water and Sewer Committee, discussed the theft of water in the Village. There have been several residents bypassing the water meters and stealing water.

Trustee Jason Wagoner, Chairman of the Streets and Lights Committee, reported on the change of yield signs to stop signs on Winget Drive, Terra Lane, and Ceilo View.

Superintendent Brian Hereford reported he had contacted Tolanโ€™s and Kruse about the sidewalk at the bank- they do not want to bid because of prevailing wage. The only bid Brian has is from Windle Concrete.

Trustee Benjamin Thackeray made a motion to waive the payment of $3,942.83 for the Ordinance Violations, judgments, and interest resolving the Cole Brown litigation. Trustee Carol Stephenson seconded the motion. Vote: Charles Morefield- Aye; David Rathke- Aye; Benjamin Thackeray- Aye; Carol Stephenson- Aye; Jason Wagoner- Aye; Vincent Beck- Abstain. Motion carried.

Trustee Jason Wagoner made a motion to keep the executive session minutes for the past six months sealed. Trustee Dave Rathke seconded the motion. Vote: Charles Morefield- Aye; David Rathke- Aye; Benjamin Thackeray- Aye; Carol Stephenson- Aye; Jason Wagoner- Aye; Vincent Beck- Aye. Motion carried.

Trustee Jason Wagoner made a motion to approve the supplemental resolution for the 2019-2020 Motor Fuel Tax in the amount of $11,750.00. Trustee Benjamin Thackeray seconded the motion. Vote: Charles Morefield- Aye; David Rathke- Aye; Benjamin Thackeray- Aye; Carol Stephenson- Aye; Jason Wagoner- Aye; Vincent Beck- Aye. Motion carried.

Trustee Vincent Beck made a motion to approve Ordinance 2019-04 rescinding and replacing Chapter 41 Section 41.05 Schedule A Stop Signs and Schedule B Yield Signs with amendment as drafted. Trustee Charles Morefield seconded the motion. Vote: Charles Morefield- Aye; David Rathke- Aye; Benjamin Thackeray- Aye; Carol Stephenson- Aye; Jason Wagoner- Aye; Vincent Beck- Aye. Motion carried.

Trustee Jason Wagoner made a motion to approve the purchase and installation of cameras at the Colfax Village Hall and the Old Village Hall/Police Garage at a cost of $2200.00 Trustee Carol Stephenson seconded the motion. Vote: Charles Morefield- Aye; David Rathke- Aye; Benjamin Thackeray- Aye; Carol Stephenson- Aye; Jason Wagoner- Aye; Vincent Beck- Aye. Motion carried.

Discussion regarding the sale of alcohol at the Colfax End of Summer Celebration. Mayor Larry Dodds was contacted by the Colfax Restoration Project about the sale of alcohol for this yearโ€™s celebration. The application process was discussed.

Discussion on moving the Martin Township polling place from the old Village Hall to the conference room at the Colfax Village Hall.

Trustee Jason Wagoner made a motion to go into executive session to consider the appointment, employment, compensation, discipline, performance, or dismissal of village employees. The Village Board went into executive session at 8:22 p.m.

The Village Board of Colfax went back into open session at 9:22 p.m.

Trustee Charles Morefield made a motion that with the advice and consent of the Board to reappoint Dustin Carter and appoint David Joseph Turner as part-time police officers for 2019-2020 fiscal year. Trustee Jason Wagoner seconded the motion. Vote: Charles Morefield- Aye; David Rathke- Aye; Benjamin Thackeray- Aye; Carol Stephenson- Aye; Jason Wagoner- Aye; Vincent Beck- Aye. Motion carried.

Trustee Vincent Beck made a motion to increase Mike Layโ€™s salary to $18.00 per hour. Trustee Benjamin Thackeray seconded the motion. Vote: Charles Morefield- Aye; David Rathke- Aye; Benjamin Thackeray- Aye; Carol Stephenson- Aye; Jason Wagoner- Aye; Vincent Beck- Aye. Motion carried.

Trustee Benjamin Thackeray made a motion to promote Ritchie Cooper to Sergeant with an increase of salary to $21.00 per hour. Trustee Charles Morefield seconded the motion. Vote: Charles Morefield- Aye; David Rathke- Aye; Benjamin Thackeray- Aye; Carol Stephenson- Aye; Jason Wagoner- Aye; Vincent Beck- Aye. Motion carried.

Trustee Benjamin Thackeray made a motion to increase the monthly salary of Shane Beck to $300.00. Trustee Charles Morefield seconded the motion. Vote: Charles Morefield- Aye; David Rathke- Aye; Benjamin Thackeray- Aye; Carol Stephenson- Aye; Jason Wagoner- Aye; Vincent Beck- abstain. Motion carried.
