The regular monthly meeting of the Village Board of Colfax was called to order by Mayor Ricardo Onken at 7:00 p.m. on Monday evening, January 4, 2010.

Trustees present were:

Donna Poppe - Aye

David Rathke - Aye

Bruce Green - Aye

Carol Stephenson - Aye

Lonnie Meiner - Aye

Rick Wagoner - Aye

 

Also present were Village Treasurer Linda Hanson and Police Chief Michael Scott.

Trustee Donna Poppe made a motion to dispense with the reading of the minutes of the regular monthly meeting and the special meeting and approve as presented. Trustee David Rathke seconded the motion. Vote: Donna Poppe - Aye; David Rathke - Aye; Bruce Green - Absent; Carol Stephenson - Aye; Lonnie Meiner - Aye; Rick Wagoner - Aye; Motion carried.

Village Treasurer Linda Hanson gave the Treasurer’s Report for December.

Beginning Balance as of 12/01/09 $64,994.51

Ending Balance as of 12/31/09 66,298.70

Increase for December $ 1,324.19

Trustee Lonnie Meiner made a motion to pay the bills as presented. Trustee Donna Poppe seconded the motion. Vote: Donna Poppe - Aye; David Rathke - Aye; Bruce Green - Absent; Carol Stephenson - Aye; Lonnie Meiner - Aye; Rick Wagoner - Aye; Motion carried.

On the agenda to address the Board about the iron bacteria issues in the wells was Troy from Water Solutions.

 

Troy explained that there is a new chemical called Earthtec which is a copper based product and kills the iron bacteria. This is put in so that it attacks the bacteria before it gets to the filter system. Troy explained that the EPA will only allow a 180-day trial period for this product. Troy explained that there is a common line between the two wells so would be able to do this without any additional expense. The problem is don’t have any well housing. Troy wouldn’t recommend digging a pit - aren’t going to gain that much. Would like to do the simplest way possible. Troy stated should be able to see results within six (6) months. Troy stated that Damon is suppose to get more BART tests (raw water samples) to validate that the bacteria is coming from the well.

Earthtec is a copper based product. Troy asked if Damon had a chance to talk to any of the references. Village Clerk Nancy Kiper reported printing his e-mail out and making copies but she doesn’t know if Damon spoke to them or not. Two of the references are Arthur - who has used this for quite a few years. Another reference is Forsythe and Orena uses for a iron bacteria.

Troy stated the biggest thing he can say is the references. Trustee Donna Poppe asked if that isn’t what the Reox is for. Troy explained that the Reox breaks matrix up but doesn’t kill the bacteria. The EPA has strict regulations for bacteria. Earthtec is an actual killer of bacteria.

Troy further explained this product to the Board and answered more questions. Rick Wagoner stated sounds like the longer transmission line works better. Troy stated he would feel a lot better. Troy stated we have had great results.

Trustee Lonnie Meiner asked Troy how often the hydrants should be flushed. Should be done once a month but cannot do and cause a hazard with ice during the winter months. Lonnie feels that here lately the water has gone down hill.

 

Troy explained that the water samples for lead/copper are mandated sights that the EPA sets up. All of the water samples come from households. The lead/copper is not coming from the well. Troy stated that is why we reduced the Re-Ox. The equipment is a one time deal. If we can get some results - this would be the right thing to do.

Trustee Lonnie Meiner would like to have a Committee meeting to discuss this further and to contact the references. Trustee Rick Wagoner asked if there was a better time of year to start this since the hydrants haven’t been flushed. Troy stated that flushing is the key.

Trustee Donna Poppe, Chairman of the Finance and Audit Conmittee, reported that at this time it is the consensus of the committee that the Village cannot contribute to the Dental and Vision Insurance. If the Village needs to help get this established that’s fine but the Village won’t help pay for it.

Donna explained that at this time the Committee does not feel that the Village needs another full time officer at this time. The Village needs to pursue other cost cutting measures before hiring another full time police officer.

Trustee Bruce Green, Chairman of the Police and Liquor Committee, was not present for tonight’s meeting.

Trustee Lonnie Meiner, Chairman of the Water and Sewer Committee, had nothing to report at this time. Wants to find out when they flushed hydrants last.

Mayor Ric Onken explained that Village Attorney Tom Shields made up the Resolution for Agreement between The Village of Colfax and Black Prairie Wind Farm LLC. Ric asked if there were any questions regarding this. They are not pressuring us to vote on this so if you want we can table until next month to give the Board more time to review it. Ric explained that Ed Duran asked several questions and gave the list to Ric.

Lonnie says there are mixed view points on this and it’s a hard to make a decision. Ric stated that we are representing the Village. Would like to see how the public feels. Will put it on the water bills about anyone wanting to address the Board on this issue should be at the next Board meeting.

Next on the agenda, Jamie Craig was present to address the Board regarding the new tax referendum for Ridgeview School District. Mr. Craig gave his presentation to the Board and handed out brochures regarding this. Mr. Craig stated that there would be a fifty cent (50) tax rate increase. He explained why this tax increase is necessary for the Ridgeview School District. Jamie explained that it is the burden of the local taxpayers to support the school whether the school is in Colfax or in Gibson City. The taxpayers are still going to have to pay.

There was much discussion regarding this and Jamie explained may aspects of this to the Board.

Mayor Ric Onken asked that the Show Bus Donation be put on next month’s agenda.

Village Clerk Nancy Kiper reported that Dave Dodson of Peoples State Bank of Colfax would like for the Board to make a motion in regard to the money that was borrowed at the Bank for the water meters.

Trustee Donna Poppe made a motion to accept that Peoples State Bank of Colfax allowed the Village of Colfax to borrow $35,000.00. Trustee Carol Stephenson seconded the motion. Vote: Donna Poppe - Aye; David Rathke - Aye; Bruce Green - Absent; Carol Stephenson - Aye; Lonnie Meiner - Aye; Rick Wagoner - Aye; Motion carried.

Trustee Lonnie Meiner asked if the Village has any control about how the garbage route is done. Village Clerk Nancy Kiper will contact Allied and see if they can pickup Route 165 first.

Trustee Lonnie Meiner made a motion to adjourn. Trustee David Rathke seconded the motion. Vote: Donna Poppe - Aye; David Rathke - Aye; Bruce Green - Absent; Carol Stephenson - Aye; Lonnie Meiner - Aye; Rick Wagoner - Aye; Motion carried.
