Back To Board Minutes Listing JANUARY 2019 BOARD MEETING MINUTES | Wednesday, February 6, 2019
The regular monthly meeting of the Village Board of Colfax was called to order on Monday evening, January 7, 2019 at 7:00 p.m. by Mayor Lonnie Meiner.

Trustees present were:
Charles Morefield - Aye
Jason Pierce - Aye
Carol Stephenson - Aye
Jason Wagoner - Aye
Vincent Beck - Aye
Trustee David Rathke was absent.

Superintendent Brian Hereford and Police Chief Michael Scott were also present.

Trustee Carol Stephenson made a motion to dispense with the reading of the minutes and approve as presented. Trustee Charles Morefield seconded the motion. Vote: Charles Morefield – Aye; David Rathke – Absent; Jason Pierce – Aye; Carol Stephenson – Aye; Jason Wagoner – Aye; Vincent Beck – Aye; Motion carried.

Village Treasurer Linda Hanson was absent but had the Treasurer’s Report for the month of December, 2018 in the folders.
Beginning Balance as of December 1, 2018 $262,716.99
Ending Balance as of December 31, 2018 $255,380.08
Decrease for December, 2018 ($ 7,336.91)

Trustee Charles Morefield made a motion to pay the bills as presented. Trustee Jason Wagoner seconded the motion. Vote: Charles Morefield – Aye; David Rathke – Absent; Jason Pierce – Aye; Carol Stephenson – Aye; Jason Wagoner – Aye; Vincent Beck – Aye; Motion carried.

Trustee Jason Pierce, Chairman of the Finance and Audit Committee, reported on the Finance Committee meeting held at 6:00 p.m. on Monday, January 7, 2019. Jason will report more later in the meeting.

Trustee Carol Stephenson, Chairman of the Police and Liquor Committee, reported that the Activity Report for the month of December, 2018 is in your folders. There is also an Annual Activity Report for the year 2018 in the folders.

Trustee David Rathke, Chairman of the Water and Sewer Committee, was absent. Superintendent Brian Hereford reported that the 5-horse aerator was installed and the 2-horse aerator was moved to the other lagoon. Brian said will be easier this spring to see how this is doing. Brian stated that will be putting dye in this spring.

Brian reported on the Thanksgiving Day sewer backup and how the sewer was plugged from the tree roots.

Trustee Jason Wagoner, Chairman of the Streets and Lights Committee, asked Superintendent Brian Hereford if the sink hole was filled and all taken care of. Brian reported there was 350 yards of concrete and 400 tons of sand put in.

Jason asked Brian which streets he is planning on doing this summer. Brian would like to asphalt Grove Street from West Main Street to Cooper Street – like they did from West Main to the railroad tracks on South Grove Street.

Brian reported that would like to Seal Coat the rest of North and South Grove Streets; Winget Drive; Cello View and Terra Lane.

Jason Wagoner asked Brian about slurry coating but Brian can’t find anyone around here that has done this. Will keep checking to see if can find someone who does this. With the tar/chip if you spread slurry on top this holds the gravel in place.

There was no old business for tonight’s meeting.

Mayor Lonnie Meiner explained what John Cerda was planning on doing.

Trustee Jason Wagoner made a motion to go into closed session. Trustee Carol Stephenson seconded the motion. Vote: Charles Morefield – Aye; David Rathke – Absent; Jason Pierce – Aye; Carol Stephenson – Aye; Jason Wagoner – Aye; Vincent Beck – Aye; Motion carried.
The Village Board went into closed session at 7:18 p.m. on Monday, January 4, 2019.

Trustee Charles Morefield made a motion to go into open session. Trustee Jason Wagoner seconded the motion. Vote: Charles Morefield – Aye; David Rathke – Absent; Jason Pierce – Aye; Carol Stephenson – Aye; Jason Wagoner – Aye; Vincent Beck – Aye; Motion carried.
The Village Board went back into open session at 8:30 p.m. on Monday, January 4, 2018.

EMA Director Shane Beck was present to asked about ordering some new radios. They ordered two last year and need three more so that they can talk to each other when they are out storm watching. The board asked if there was a budget for ESDA. There is money budgeted for ESDA but only $5,000 for equipment/supplies. Have been having issues with the battery backups for a while on the sirens that are here now. Shane would like to have Ameren put a pole up and have the siren hooked up to the generator at the water plant then wouldn’t have to have the battery backup. Shane doesn’t use that much a year – if need equipment need to budget that in.

Colfax Resident Eileen Reynolds asked about the two empty lots on Main Street. She stated it has been a year and nothing has been done to them yet. Thought they were supposed to have been improved within a year.

Trustee Vincent Beck stated that Greg Neuhaus is suppose to break ground on his portion of the property in March.

Trustee Charles Morefield made a motion to adjourn. Trustee Carol Stephenson seconded the motion. Vote: Charles Morefield – Aye; David Rathke – Absent; Jason Pierce – Aye; Carol Stephenson – Aye; Jason Wagoner – Aye; Vincent Beck – Aye; Motion carried.
