JULY 2018 BOARD MEETING MINUTES | Friday, November 9, 2018
The regular monthly meeting of the Village Board of Colfax was called to order on Monday evening, July 2, 2018 at 7:00 p.m. by Mayor Lonnie Meiner.
Trustees present were:
Rick Vance - Aye
Jason Pierce - Aye
Carol Stephenson - Aye
Vincent Beck - Aye
Trustees David Rathke and Jason Wagoner were absent.
Also present were Village Treasurer Linda Hanson; Superintendent of Public Works Brian Hereford; Police Chief Michael Scott and Village Attorney Steven Mann.
Trustee Carol Stephenson made a motion to dispense with the reading of the minutes and approve as presented. Trustee Jason Pierce seconded the motion. Vote: Rick Vance β Aye; David Rathke β Absent; Jason Pierce β Aye; Carol Stephenson β Aye; Jason Wagoner β Absent; Vincent Beck β Aye; Motion carried.
Village Treasurer Linda Hanson gave the Treasurerβs Report for the month of June, 2018.
Beginning Balance as of 06/01/2018 $199,046.29
Ending Balance as of 06/30/2018 $201,937.54
Increase for July, 2018 $ 2,891.25

Chairman of the Finance and Audit Committee and Trustee Jason Pierce reported on ways to keep up with the financial times for the Village. The Village is considering adding a small fee on the water bill to help finance projects. This item will be on next monthβs agenda for a vote.
Chairman of the Police and Liquor Committee and Trustee Carol Stephenson reported that the Activity Report for the month of June, 2018 for the Colfax Police Department is in your folders.
Chairman of the Water and Sewer Committee and Trustee David Rathke was absent. Superintendent of Public Works Brian Hereford stated there is nothing to report at this time.
Chairman of the Streets and Lights Committee and Trustee Rick Vance reported that Brian talked with the Village Engineer Terry McCleary today and he has the bid sheets ready.
Brian reported that to put a coat of asphalt on the street from Main Street south on Grove Street to the Railroad Tracks would be approximately $6,000.
Mayor Lonnie Meiner reported that Alliance Grain will be working on the railroad tracks sometime this summer. They will go forty (40) feet from the railroad tracks on each side.
Trustee Carol Stephenson made a motion to go into executive session regarding litigation at 306 South Grove Street. Trustee Vincent Beck seconded the motion. Village Board of Colfax went into Executive Session at 7:05 p.m. on July 2, 2018.
Trustee Vincent Beck made a motion to go back into open session. Trustee Carol Stephenson seconded the motion. Vote: Rick Vance β Aye; David Rathke β Absent; Jason Pierce β Aye; Carol Stephenson β Aye; Jason Wagoner β Absent; Vincent Beck β Aye; Motion carried.
Village Board of Colfax went into Open Session at 7:30 p.m. on July 2, 2018.
Trustee Jason Pierce made a motion to start foreclosure proceedings on the property at 306 South Grove Street in Colfax, Illinois. Trustee Carol Stephenson seconded the motion. Vote: Rick Vance β Aye; David Rathke β Absent; Jason Pierce β Aye; Carol Stephenson β Aye; Jason Wagoner β Absent; Vincent Beck β Aye; Motion carried.
Mayor Lonnie Meiner explained about the property at 103 W Main and that the Bank would like for the Village to condemn the property so there will be no problems when they go to tear the building down. The Village will need to hire a structural engineer to deem the building unsafe.

Next on the agenda was regarding the new βExcessive Brakingβ ordinance. Mike explained what this ordinance would do and how the sign procedure works with McLean County β for Harrison Street β and for IDOT for Route 165 β coming into Village limits.
Trustee Jason Pierce made a motion to approve Ordinance #2018-07 regarding βExcessive Brakingβ as drafted. Trustee Vincent Beck seconded the motion. Vote: Rick Vance β Aye; David Rathke β Absent; Jason Pierce β Aye; Carol Stephenson β Aye; Jason Wagoner β Absent; Vincent Beck β Aye; Motion carried.
Colfax resident Rick Norton was present to address the Board regarding some zoning issues and asked what the zoning rules are in changing a property from residential to commercial. Police Chief Michael Scott stated that the first thing that has to be done is there has to be a petition to rezone brought before the Zoning Board.
Mike stated that need to contact Brian Blair to setup a zoning board meeting.
Shane Beck reported that Octavia Fire Protection District has decided to redo the parking lot. Shane is wondering if the police can stop the semiβs from turning around in the parking lot. Mike stated that we can ask for compliance and see what happens.
