The regular monthly meeting of the Village Board of Colfax was called to order on Monday evening, April 2, 2018 at 7:00 p.m. by Mayor Lonnie Meiner.
Trustees present were:
Rick Vance - Aye
David Rathke - Aye
Jason Pierce - Aye
Carol Stephenson - Aye
Jason Wagoner - Aye
Vincent Beck - Aye
Also present were Village Treasurer Linda Hanson; Superintendent Brian Hereford; Police Chief Michael Scott; Village Attorney Steven Mann.

Trustee Carol Stephenson made a motion to dispense with the reading of the minutes for the regular monthly meeting and for the special meeting and approve as presented. Trustee Jason Wagoner seconded the motion. Vote: Rick Vance – Aye; David Rathke – Aye; Jason Pierce – Aye; Carol Stephenson – Aye; Jason Wagoner – Aye; Vincent Beck – Aye; Motion carried.

Village Treasurer Linda Hanson gave the Treasurer’s Report for the month of March, 2018.
Beginning balance as of March 1, 2018 $212,844.15
Ending Balance as of March 31, 2018 $211,257.55
Decrease in income for March, 2018 ($ 1,586.60)

Trustee Jason Pierce made a motion to pay the bills as presented. Trustee David Rathke seconded the motion. Vote: Rick Vance – Aye; David Rathke – Aye; Jason Pierce – Aye; Carol Stephenson – Aye; Jason Wagoner – Aye; Vincent Beck – Aye; Motion carried.

Trustee Vincent Beck made a motion to go into closed session to consider the appointment, employment, compensation, discipline, performance, or dismissal of Village employees. Trustee Vincent Beck seconded the motion. Vote: Rick Vance – Aye; David Rathke – Aye; Jason Pierce – Aye; Carol Stephenson – Aye; Jason Wagoner – Aye; Vincent Beck – Aye; Motion carried.

Trustee David Rathke made a motion to go into open session. Trustee Carol Stephenson seconded the motion. Vote: Rick Vance – Aye; David Rathke – Aye; Jason Wagoner – Aye; Carol Stephenson – Aye; Jason Pierce – Aye; Vincent Beck – Aye; Motion carried.

Mayor Lonnie Meiner with the advice and consent of the Board asked for a motion for two appointments.
Jason Pierce made a motion to approve the appointments of Damon Getty as part time officer, reserving the issue of senority rights and Joshua Saathoff. Trustee Jason Wagoner seconded the motion. Vote: Rick Vance – Aye; David Rathke – Aye; Jason Pierce – Aye; Carol Stephenson – Aye; Jason Wagoner – Aye; Vincent Beck – Abstain. Motion carried.

Trustee Jason Pierce, Chairman of the Finance and Audit Committee, had nothing to report at this time.

Trustee Carol Stephenson, Chairman of the Police and Liquor Committee, reported that the Activity Report for the Colfax Police Department for the month of March, 2018 is in your folders.

Trustee David Rathke, Chairman of the Water and Sewer Committee, had nothing to report at this time.

Trustee Rick Vance, Chairman of the Streets and Lights Committee, had nothing to report at this time.

A representative of Republic Services (Allied) Joe Roberts was here to address the Board regarding Electronic Waste Recycling. Joe reported that Republic Services has this service available. They would bring a 4X4X4 gaylord cardboard box. When this box is filled it would cost the Village $500.00 each time to have the box picked up. Joe reported that the hardest part is keeping people outside the Village from not dumping their electronics here too. Joe suggested having a β€œonce a year” event and stage the gaylord and residents would have to show their driver’s license for proof of residency in the Village of Colfax.

Next on the agenda was the appointment of a Motor Fuel Tax Engineer.

Rick Vance made a motion with the advice and consent of the Board to appoint Terry McCleary as engineer for Street Projects. Trustee Jason Pierce seconded the motion. Vote: Rick Vance – Aye; David Rathke – Aye; Jason Pierce – Aye; Carol Stephenson – Aye; Jason Wagoner – Aye; Vincent Beck – Aye; Motion carried.

Next on the agenda was regarding the Parish Hall which the Village was to buy for a community center. Village Attorney Steve Mann explained where the Village was at in regards to the purchase. Steve explained that the Village is getting nowhere fast. Steve explained that the priorities of this board change over time. Steve stated that there needs to be a motion to rescind the Ordinance for the Village to purchase this property.

Trustee Jason Wagoner made a motion to rescind and repeal the Resolution Ordinance #2018-03 for the purchase of the parish hall. Trustee Carol Stephenson seconded the motion. Vote: Rick Vance – Aye; David Rathke – Aye; Jason Pierce – Nay; Carol Stephenson – Aye; Jason Wagoner – Aye; Vincent Beck – Nay; Motion carried.

Several area residents were present and voiced their thoughts both for and against the Community Center.

Trustee Jason Pierce answered and stated that he felt this would be a good asset to the community.

Next on the agenda were regarding the bonds. Mayor Lonnie Meiner explained what would be happening with the bonds purchase regarding the streets. Lonnie explained that the Village will be using trap rock on the streets as it is more affordable than asphalt.

Trustee Vincent Beck stated that he would not recommend trap rock because it is to rough and doesn’t feel that it should be used on Center Street and Main Street. Superintendent Brian Hereford reported that Center Street was to be a twenty (20) year street and was done with asphalt. It has only been ten (10) years ago and already needs to be redone. Brian also explained what the Cropsey road was like and the product that was used on it.

Mayor Lonnie Meiner explained that are tax rates.

Next on the agenda was regarding the Box Car Derby. Greg Neuhaus was here to discuss this event. He stated that there were 237 scots registered to race. He asked the Board if Saturday, April 28th would be ok for a rain date. Greg reported they would like to setup the ramps on Friday evening, April 13th.

Greg Neuhaus was also on the agenda regarding the property that he is wanting on Main Street. He reported that his hands are tied because there are five (5) banks that won’t do anything because the deed is in escrow until it is developed.

Village Attorney Steve Mann explained why you do a deed in escrow.

Steve explained what happens if the deed is not in escrow.

(There were several people talking at the same time and could not hear and understand the people that needed to be heard on the tape.)

Steve asked Greg Neuhaus if Chad Ritchie is going to still be your attorney for the remainder of this.

Trustee Jason Wagoner made a motion to modify the contract to change the escrow. Trustee Vincent Beck seconded the motion. Vote: Rick Vance – Aye; David Rathke – Aye; Jason Pierce – Aye; Carol Stephenson – Aye; Jason Wagoner – Aye; Vincent Beck – Aye; Motion carried.

Trustee Rick Vance made a motion to adjourn. Trustee David Rathke seconded the motion. Vote: Rick Vance – Aye; David Rathke – Aye; Jason Pierce – Aye; Carol Stephenson – Aye; Jason Wagoner – Aye; Vincent Beck – Aye; Motion carried.
