The regular monthly meeting of the Village Board of Colfax was called to order on Monday evening, October 5, 2009 at 7:00 p.m by Mayor Ricardo Onken.

Trustees present were:

Donna Poppe - Aye

David Rathke - Aye

Bruce Green - Aye

Carol Stephenson - Aye

Rick Wagoner - Aye

Trustee Lonnie Meiner was absent.

Also present were Village Treasurer Linda Hanson and Police Chief Michael Scott.

Trustee Rick Wagoner made a motion to dispense with the reading of the minutes and approve as presented. Trustee Donna Poppe seconded the motion. Vote: Donna Poppe - Aye; David Rathke - Aye; Bruce Green - Aye; Carol Stephenson - Aye; Lonnie Meiner - Absent; Rick Wagoner - Aye; Motion carried.

Village Treasurer Linda Hanson gave the Treasurerโ€™s Report for September, 2009.

Beginning Balance as of September 1, 2009 $83,431.82

Ending Balance as of September 30, 2009 $83,144.96

Decrease in September ($ 286.86)

Linda reported that the loan at Peoples State Bank of Colfax has been paid off. Nancy Kiper reported that Kathy left the account open at the Bank in case the Village needs to borrow more.

Trustee Rick Wagoner asked about the Storm Water Account. This was started in July, 2008, Nancy reported that the income for a year was approximately $14,000.00.

Trustee Donna Poppe made a motion to pay the bills as presented. Trustee David Rathke seconded the motion. Vote: Donna Poppe - Aye; David Rathke - Aye; Bruce Green - Aye; Carol Stephenson - Aye; Lonnie Meiner - Absent; Rick Wagoner - Aye; Motion carried.

Chairman of the Finance and Audit Committee, Trustee Donna Poppe reported it was a slow month. The only thing to report was that Nancy paid off the loan at the Bank.

Trustee Bruce Green, Chairman of the Police and Liquor Committee, reported on the activity of the Police Department for the month of September.

Police Chief Mike Scott reported on the two nuisance abatements that were reported last month. The demolition at 106 East Fifer has been completed. Tolan Excavating did the work. There has been a porch constructed at 102 South Grove. Mike stated it is not the end of the issues there but a porch has been built.

Trustee Rick Wagoner asked Mike if he wanted to set Trick or Treat hours. Trick or Treat hours will be from 5:00 p.m. to 8:00 p.m. on Saturday, October 31st. The Halloween party will be at the Fire Station again from 5:00 to 6:30 for the kids.

Chairman of the Water and Sewer Committee, Trustee Lonnie Meiner was absent. Trustee Rick Wagoner asked about the new meters. Nancy Kiper reported on the new Itron System and are working to get all the bugs in the programming and billing issues worked out so that Itron can come and train. They have tentatively set the week of November 16th for training.

Rick Wagoner asked if Damon had got a hold of Rural Water regarding the wells. Dave asked if there have been any new meters installed anywhere yet. Nancy reported there are 15 installed so far.

Ric reported that he asked Damon to keep track of the new meters that are installed. Nancy reported that she took the 911 addresses and took the names and telephone numbers off and put the meter numbers with that property.

Trustee Carol Stephenson, Chairman of the Streets and Lights Committee, had nothing to report at this time.

Trustee Bruce Green reported that the residents at 401 and 403 East Wood had a complaint regarding water standing when it rains. Bruce stated that every time they ask him about it itโ€™s dry.

Mayor Ric Onken ask for a motion to approve Ordinance #2009-02. Trustee Rick Wagoner asked if Tom had set this Ordinance up so that if there is a price increase on the cost of the water meters the Village could automatically increase the price. The ordinance was not set up this way. Table this until November. Village Clerk Nancy Kiper will get a hold of Village Attorney Tom Shields so that he can make the necessary changes.

Table until next monthly regarding the update to Business Works program. Village Clerk Nancy Kiper reported that Jeff Mosley stated there is an update to the program and it would be good for the Village to update so the program doesnโ€™t get outdated. The Village bought the Business Works program in 2004. Table this until next month when Nancy gets a price on the program.

Nancy explained about the problems with her computer and that there needs to be two nine pin connections for the hand helds and the new Itron computer. The computers are really slow and the one in the Police Department is at least ten (10) years old. It took Ritchie at least an hour to get onto his program. She did not receive the quote from Kelly Gordon for a price to build a new computer. Nancy explained that the programs are not compatible with Windows Vista. They are doing away with Windows XP after the end of the year. Table this until next month to wait for a quote.

Mayor Ric Onken reported on the Census 2010. There have been brochures made which will be put in the businesses and in the newspapers.

Ric explained he spoke with the Project Engineer regarding the Wind Turbines. Ric stated that the Village can receive some tax money from these based on the tax levy. He was suppose to let Ric know and thought he would have that information by tonight. The amount depends on the number of turbines that are close to town. These should be south and north of Colfax. Dave asked how much tax money Arrowsmith or Ellsworth gets. Ric doesnโ€™t know. Ric stated they will also be looking at Colfax for an office building. Ric explained there are grant forms that will have to be filled out starting the first of the year for the test tower.

Carol asked if anyone has heard anything from U. S. Cellular. Ric stated that he spoke with Nancy Hinrichsen and she doesnโ€™t know much more that we do but it is still in the works. Carol asked if the Laundrymat is opening back up. Ric stated that he talked to Shawn and said itโ€™s slow but they eventually are going to be back open.

Trustee Rick Wagoner asked about putting a reminder on the water bills about burning leaves.

Trustee Bruce Green made a motion to adjourn. Trustee Donna Poppe seconded the motion. Vote: Donna Poppe - Aye; David Rathke - Aye; Bruce Green - Aye; Carol Stephenson - Aye; Lonnie Meiner - Absent; Rick Wagoner - Aye; Motion carried.
