The regular monthly meeting of the Village Board of Colfax was called to order at 7:00 p.m. on Monday evening, June 5, 2017 by Mayor Lonnie Meiner.
The swearing in of new board members Jason Wagoner and Vincent Beck took place next.

Trustee David Rathke was absent.
Also present were Village Treasurer Linda Hanson; Superintendent Brian Hereford; Police Chief Michael Scott.
Trustee Carol Stephenson made a motion to dispense with the reading of the minutes and approve as presented. Trustee Jason Pierce seconded the motion. Vote: Rick Vance – Aye; David Rathke – Absent; Jason Pierce – Aye; Carol Stephenson – Aye; Jason Wagoner – Aye; Vincent Beck – Aye; Motion carried.
Village Treasurer Linda Hanson gave the Treasurer’s Report for the month of May, 2017.
Beginning Balance as of May 1, 2017 $220,813.90
Ending Balance as of May 31, 2017 $216,892.95
Decrease for May, 2017 ($ 3,920.95)
Trustee Jason Pierce made a motion to pay the bills as presented. Trustee Jason Wagoner seconded the motion. Vote: Rick Vance – Aye; David Rathke – Absent; Jason Pierce – Aye; Carol Stephenson – Aye; Jason Wagoner – Aye; Vincent Beck – Aye; Motion carried.
Trustee Jason Pierce, Chairman of the Finance and Audit Committee had notion to report at this time.
Village Clerk Nancy Kiper reported receiving the 1st Tax Distribution of $15,553.00.
Trustee Carol Stephenson, Chairman of the Police and Liquor Committee, had Police Chief Michael Scott give updates.
Mike reported that the Activity Report for the month of May, 2017 is in your folders.
Mike reported on the many vacant properties in the Village of Colfax. Mike stated there is a management company in charge of five (5) or six (6) properties in town. The inspector for this company told Mike that if some kind of warning is posted by the Village on the door it helps because he sends a picture of that to the bank and usually gets something done faster.
Trustee David Rathke, Chairman of the Water and Sewer Committee, was absent. Former Chairman Lonnie Meiner asked Brian for an update on the Water By-Pass Permit. Brian stated that haven’t received anything yet.
Brian also reported that the guy hasn’t called back from the Company that is to fix the sewer lines.
Trustee Rick Vance, Chairman of the Streets and Lights Committee, had nothing to report at this time.
The first item under Old Business was regarding the empty lots on Main Street. A Chenoa resident, Zach Fanero was present to address the Board and is interested in putting up a building for a heating and cooling business. Zach stated he previously worked for Popejoy’s and then decided to go out on his own. Zach passed around a drawing of the building he wants to put up and stated that there will be a patio style porch toward the North which will face Main Street. He explained that the back of the building would be a shop area and the front more of a retail area. The building would sit long ways on the lot.
Trustee Carol Stephenson asked what he wanted from the Village. The Village is very interested in doing something there on the lots. The Village would need to see the blueprints and plans for the building he is planning to put up.
Mayor Lonnie Meiner stated that the Village would like to get this going as soon as possible. The Mayor talked about calling a special meeting to discuss this.
Michael Rigsby asked if the façade on the front of the new building could be brick. Would like to see consistency on Main Street – the buildings on the north side of the street are brick and would like to see that continue to the south side of the street.
Michael reported that he is here to give an update on the Restoration of Colfax. The first “kick off” meeting will be held on Saturday, July 1st at 1:00 p.m. at the Bank. Michael stated that he has opened a Colfax Restoration Bank Account. He would like to appoint five (5) or six (6) sub committees to meet once a month. He would like to set some baseline requirements to start with.
Colfax Resident Rose Houchens was present to talk about her neighbor’s flood light that shines in her windows late at night. Rose explained the situation.
Trustee Jason Pierce reported that evaluations need to be done by next month.
