          Trustee David Rathke made a motion to appoint Lonnie Meiner Mayor Pro Tem for the May 1, 2017 Village of Colfax Board meeting.  Trustee Kelly Gradert seconded the motion.  Vote:  Rick Vance - Aye; David Rathke - Aye; Jason Pierce - Aye; Carol Stephenson - Aye; Lonnie Meiner – Aye; Kelly Gradert - Aye; Motion carried.


          The regular monthly meeting of the Village Board of Colfax was called to order on Monday evening, May 1, 2017 at 7:00 p.m. by Mayor Pro Tem Lonnie Meiner.


          Trustees present were:


                             Rick Vance                   -        Aye

                             Jason Pierce                -        Aye


                             Carol Stephenson        -        Aye

          Also present were Village Treasure Linda Hanson; Superintendent of Public Works Brian Hereford; Village Attorney Tom Shields.


          Trustee Jason Pierce made a motion to dispense with the reading of the minutes and approve as presented. Trustee Carol Stephenson seconded the motion.  Vote:  Rick Vance - Aye; David Rathke - Aye; Jason Pierce - Aye; Carol Stephenson - Aye; Lonnie Meiner - Aye; Kelly Gradert - Aye.  Motion carried.


          Village Treasurer Linda Hanson gave the Treasurer’s Report for the month of April, 2017.


                   Beginning Balance as of April 1, 2017              $236,036.74


                   Ending Balance as of April 30, 2017                 $220,813.90 


                        Decrease in income for April, 2017            ($  15,222.84)


      Trustee Rick Vance made a motion to pay the bills as presented.  Trustee David Rathke seconded the motion.  Vote:  Rick Vance - Aye; David Rathke - Aye; Jason Pierce - Aye; Carol Stephenson - Aye; Lonnie Meiner - Aye; Kelly Gradert - Aye; Motion carried.


     Village Clerk Nancy Kiper addressed the Board with the Canvas Votes from the April 4, 2017 election.


     Trustee Jason Pierce made a motion to close Fiscal Year 2016-17.  Trustee Kelly Gradert seconded the motion.  Vote:  Rick Vance - Aye; David Rathke - Aye; Jason Pierce - Aye; Carol Stephenson - Aye; Lonnie Meiner - Aye; Kelly Gradert - Aye; Motion carried.


     At this point Trustee Kelly Gradert was finished with her term on the Village Board.


     Trustee Jason Pierce made a motion to open Fiscal Year 2017-18.  Trustee Rick Vance seconded the motion.  Vote:  Rick Vance - Aye; David Rathke - Aye; Jason Pierce - Aye; Carol Stephenson - Aye; Lonnie Meiner - Aye; Kelly Gradert - Aye; Motion carried.


     Next on the agenda was the swearing in by the Village Clerk of Board Members from the April 4, 2017 election.


     Trustee David Rathke made a motion to nominate Trustee Lonnie Meiner as Acting President of the Board of Trustees of the Village of Colfax to serve until the next scheduled General Election.  Trustee Carol Stephenson seconded the motion.  Vote:  Rick Vance - Aye; David Rathke - Aye; Jason Pierce - Aye; Carol Stephenson - Aye; Lonnie Meiner - Aye; 6th seat - Vacant; Motion carried.


     Next on the agenda was the swearing in of the Acting President.

     Trustee Jason Pierce made a motion for a brief recess to 7:07.  Trustee Carol Stephenson seconded the motion.  Vote:  Rick Vance – Aye; David Rathke – Aye; Jason Pierce – Aye; Carol Stephenson – Aye; Lonnie Meiner – Aye; 6th seat – Vacant; Motion carried.


     Trustee David Rathke made a motion to continue the meeting with the new board.  Trustee Rick Vance seconded the motion.  Vote:  Rick Vance – Aye; David Rathke – Aye; Jason Pierce – Aye; Carol Stephenson – Aye; Lonnie Meiner – Aye; 6th seat – Vacant; Motion carried.


     Next are the appointments for the 2017-18 Fiscal Year:  With the Advice and Consent of the Board, Acting President Lonnie Meiner would like to nominate:


     Trustee Jason Pierce made a motion to appoint Linda Hanson as Village Treasurer for the 2017-18 Fiscal Year.  Trustee Carol Stephenson seconded the motion.  Vote:  Rick Vance - Aye; David Rathke - Aye; Jason Pierce - Aye; Carol Stephenson - Aye; Lonnie Meiner - Aye; 6th seat – Vacant; Motion carried.


     Trustee Jason Pierce made a motion to appoint Nancy Kiper as Village Clerk for the 2017-18 Fiscal Year. Trustee Carol Stephenson seconded the motion.  Vote:  Rick Vance - Aye; David Rathke - Aye; Jason Pierce - Aye; Carol Stephenson - Aye; Lonnie Meiner - Aye; 6th seat – Vacant;  Motion carried.


     Trustee Rick Vance made a motion to appoint Brian Hereford, Superintendent of Public Works for the 2017-18 Fiscal Year.  Trustee Jason Pierce seconded the motion.  Vote:  Rick Vance - Aye; David Rathke - Aye; Jason Pierce – Aye; Carol Stephenson - Aye; Lonnie Meiner - Aye; 6th Seat – Vacant; Motion carried.


     Trustee Carol Stephenson made a motion to appoint Joshua Hereford as Assistant Superintendent of Public Works for the 2017-18 Fiscal Year.  Trustee Jason Pierce seconded the motion.  Vote:  Rick Vance – Aye: David Rathke – Aye: Jason Pierce - Aye; Carol Stephenson - Aye; Lonnie Meiner - Aye; 6th Seat - Vacant Motion carried.


     Trustee David Rathke made a motion to appoint Michael Scott Police Chief for the 2017-18 Fiscal Year.  Trustee Carol Stephenson seconded the motion.  Vote:  Rick Vance – Aye; David Rathke – Aye; Jason Pierce - Aye; Carol Stephenson - Aye; Lonnie Meiner – Aye; 6th Seat - Vacant; Motion carried.


     Trustee David Rathke made a motion to appoint Robert Brandt; Ritchie Cooper; Mike Lay; Dustin Carter; and Kelly Gordon as Part time Police Officers for the 2017-18 Fiscal Year.  Trustee Jason Pierce seconded the motion.  Vote:  Rick Vance - Aye; David Rathke - Aye; Jason Pierce - Aye; Carol Stephenson - Aye; Lonnie Meiner – Aye; 6th Seat - Vacant; Motion carried.


     Trustee Jason Pierce made a motion to appoint Brent Blair as Zoning Officer for the 2017-18 Fiscal Year.  Trustee David Rathke seconded the motion.  Vote:  Rick Vance – Aye; David Rathke – Aye; Jason Pierce – Aye; Carol Stephenson – Aye; Lonnie Meiner – Aye; 6th Seat - Vacant; Motion carried.


     Trustee Rick Vance made a motion to appoint Shane Beck as EMA Director for the 2017-18 Fiscal Year.  Trustee Carol Stephenson seconded the motion.  Vote:  Rick Vance – Aye; David Rathke - Aye; Jason Pierce - Aye: Carol Stephenson - Aye; Lonnie Meiner – Aye; 6th Seat - Vacant; Motion carried.


     Trustee Jason Pierce made a motion to appoint Shive Hattery as Village Engineer for the 2017-18 Fiscal Year on an as needed basis.  Trustee David Rathke seconded the motion.  Vote:  Rick Vance – Aye; David Rathke – Aye; Jason Pierce - Aye; Carol Stephenson - Aye; Lonnie Meiner – Aye; 6th Seat - Vacant; Motion carried.


     Trustee Carol Stephenson made a motion to appoint Brent Blair as Animal Control Officer for the 2017-18 Fiscal Year.  Trustee Rick Vance seconded the motion.  Vote:  Rick Vance – Aye; David Rathke – Aye; Jason Pierce - Aye; Carol Stephenson - Aye; Lonnie Meiner – Aye; 6th Seat - Vacant; Motion carried.


     Trustee Carol Stephenson made a motion to appoint Tom Shields as Village Attorney for the 2017-18 Fiscal Year.  Trustee Jason Pierce seconded the motion.  Vote:  Rick Vance – Aye; David Rathke – Aye; Jason Pierce – Aye; Carol Stephenson – Aye; Lonnie Meiner – Aye; 6th Seat – Vacant;


     Trustee Jason Pierce, Chairman of the Finance and Audit Committee, had nothing to report at this time.


     Trustee David Rathke, Chairman of the Police and Liquor Committee, had nothing to report at this time.  Police Chief Michael Scott was absent but Village Clerk Nancy Kiper reported that because it is the 1st day of the month the report would not have been ready for tonight anyway.


     The first item under Old Business was to apply for the permit or the Water By-Pass.


     Engineer Ed Duran explained what would have to be done to put the Water By-Pass in.  Trustee Jason Pierce asked for ball park price on doing this.  Ed stated somewhere around $5,000.00.  The process should take around two (2) hours to complete.


     Trustee Rick Vance made a motion to approve filing for the permit for the Water By-Pass at a cost of $3,000.00.  Trustee Jason Pierce seconded the motion.  Vote:  Rick Vance - Aye; David Rathke - Aye; Jason Pierce - Aye; Carol Stephenson - Aye; Lonnie Meiner – Aye; 6th Seat - Vacant; Motion carried.


     Trustee Jason Pierce made a motion to approve the Engineering Agreement from Shive Hattery for filing the Water By-Pass Permit.  Trustee Carol Stephenson seconded the motion.  Vote:  Rick Vance – Aye; David Rathke - Aye; Jason Pierce - Aye; Carol Stephenson - Aye; Lonnie Meiner – Aye; 6th Seat - Vacant; Motion carried.


     Mayor/Trustee Lonnie Meiner, Chairman of the Water and Sewer Committee, reported that going to apply for the permit to install the Water By-Pass at the water plant.


     Superintendent Brian Hereford reported that going to get the two (2) sewer leaks fixed so that we can camera farther down the line and see if there are any more leaks.


     The first item on the agenda under New Business was Michael Rigsby regarding Colfax Restoration Project.  Michael was present to present information and expressed the need for doing some restoration work in the Village of Colfax. 


     There was much discussion regarding this project.  Trustee Jason Pierce asked Michael how the Village would attract new business – with no interstate it is hard.  Everyone is for improvements it is just hard to do and little money to do this with.  Trustee David Rathke stated that his wife, Pam, wants to paint the sides of the buildings on the empty lots uptown. 


     Cub Scout Director Greg Neauhaus was present to say thank you to the Village Board for another successful Soap Box Derby day.  Greg reported that there was approximately 540 people downtown – from the people signing in for race.  There was approximately $3,000 brought in to the difference vendors that were set up selling food.  Greg reported that they set the 2nd weekend of April, 2018 for the derby next year.


     Trustee Jason Pierce made a motion to adjourn.  Trustee Rick Vance seconded the motion.  Vote:  Rick Vance – Aye; David Rathke – Aye; Jason Pierce – Aye; Carol Stephenson – Aye; Lonnie Meiner – Aye; 6th Seat Vacant.  Motion Carried.


     Meeting adjourned at 8:00 p.m.
